THF. BUTTE COUNTY DEPARTMENT OF SOCIAL WELFARE
WHEREAS, in December 199"7, the Butte County Board of Supervisors approved the
Butte County California Work Opportunity and Responsibility to Kids {CalWORKs) Welfare
Keform Plan in which the Department of Social Welfare, in collaboration with its partners,
changed its focus from entitlement to empowering families to become self=reliant through
employment and training opportunities; and
WHEREAS, implementation of this plan represented a fundamental change in the
administration of public assistance programs in that entitlement benefits are abolished in favor of
providing participants with the means of attaining self-reliance through short-term financial
assistance, supportive services and linkage with community resources; and
WHEREAS, the Butte County Department of Social Welfare has, for many years,
provided integrated social services to children, adults, and families at risk of abuse, neglect, and
exploitation, now in addition, financial and employment assistance programs work together with
social services programs to support and effect positive changes in families; and
WHEREAS, the Butte County Department of Social Welfare has developed and
implemented partnership relationships with many community organizations and agencies that
provide services that complement its own; and
WHEREAS, instituting these fundamental changes within the Department of Social
Welfare initiated a new vision statement: "Partnering for a safe, healthy, and self reliant
community;" and a new mission statement: '`We administer employment and social services,
preserving the dignity of children, families and adults.''
NOW, THEREFORE, BE IT RESOLVED, that the Butte County Board of
Supervisors recognizes that the profound changes within the Department should be recognized
by a change in the name of the department to THE BUTTE COUNTY DEPARTMENT OF
EMPLOYMENT AND SOCIAL SERVICES.
