HomeMy WebLinkAbout01-072BOARD t"3~ SU PERU IOR ` COUNTY OF BUTTE, STATE OF CAL:IFORNlA Resolution No. of--a~z A RESOLUTION AUTIiORIZING "I'HE SUBMISS[ON OF THE BUTTE COUNTY REGIONAL USED OIL BLOCK GRANT RECYCLING PROGRA1Yl GRANT APPLICATION, FISCAL YEAR 2001/2002 AND 2002/2003 WHEREAS, the County of Butte recognizes that it is in the public interest to enact and implement an integrated waste management plan to address the State's diminishing landfill capacity and the potential adverse environmental impacts from landfilling; and WHEREAS, as part of its plan to conserve landfill capacity and address potential environmental impacts from landfilling, the Board of Supervisors of the County of Butte adopted the Source Reduction and Recycling Element and I-iausehold Hazardous Waste Element on November 10, 1992, which Elements are included in the Butte County Integrated Waste Management Plan; and WHEREAS, the people of the State of California have enacted the California Oil Recycling Enhancement Act that provides funds to cities and counties for establishing and maintaining local used oil collection programs that encourage recycling or appropriate disposal of used oil; and WHEREAS, the California Integrated Waste Management Board has been delegated the responsibility for the administration of the program within the state, setting up necessary procedures governing applications by cities and counties under the program, and WHEREAS, the California Integrated Waste Management Board encourages and allows multiple jurisdictions to participate in re~~ional grant programs which provide mutual benefits and consistency of programs for all participants within a region; and WHEREAS, the Cities of Biggs, Chico, Oroville and the Town of Paradise have authorised the County of Butte to submit a Regional Used Oil Recycling Block Grant application to the California Integrated Waste Management Board on their behalf and to be the lead agency for the implementation of the grant; and WHEREAS, the County of Butte, as the lead agency, will be respo-~sible for the purchase of materials, egi.~ipment and fixed assets on behalf of all grant participants as necessary for the implementation of the grant; and WHEREAS, the applicant will enter into an agreement with the State of California for implementation of a used oil recycling program upon approval of the application; NOW, THEREFORE, QE IT RESOLVED that the Butte County Board of Supervisors authorizes the submission of a regional application on behalf of the Cities of Biggs, Chico, Oroville and the Tawn of Paradise to the California Integrated Waste Management Board for the Llsed Oil Recycling Block Grant, Fiscal Year 200112002 and 2002/2003, on their behalf. The Butte County Public Works C?irector, or designee, is hereby authorized and empowered to execute all necessary applications, contracts, payment requests, agreements and amendments hereto for the purposes of securing grant funds and to implement and carry out the purposes specified in the grant application.
