HomeMy WebLinkAbout01-075RESOLUTION DEVELOPING GUIDELINES FOR AN ENVIRONMF.N'I'AL MONITORING PROGRAM FOR BUTTE COUNTY WHEREAS, the groundwater within Butte County is a valuable resource to the citizens of Butte County as well as the associated environment; WHEREAS, there has been concern about habitat being af~'ected by changes in water tables and stream flow; WHEREAS, the Butte County Water Commission formed a working group to develop environmental monitoring guidelines for Butte County; WHERF_.AS, the Butte County Water Commission has recommended the following guidelines for environmental monitoring of changes in habitat; NOW, THEREFORE, BE I"l' RESOLVED by the Board of Supervisors: That the following guidelines be adopted regarding environmental monitoring of potential habitat change; 1) The Department of Water and Resource Conservation will form an Environmental Committee to assist in the oversight of, and gaining funding for, the Butte County Environmental Monitoring Program. 2) The Butte County Environmental Monitoring Program shall be led by the Department of Water and Resource Conservation, and will actively partner with other institutions and agencies while seeking outside expertise from others as needed. 3) Monitoring shall be organized on the same hydrologic units used in the Butte County Water Lnventory and Analysis project. 4) The program will establish a baseline through remotely sensed data (e.g. aerial imagery) and housed in a Geographic Information System (GIS); data will also be gathered by field sampling of riparian and terrestrial habitats, shallow ground water Levels and stream flows. 5) The monitoring program will be ongoing and an annual report submitted to the Board of Supervisors on April 1 of each year, shall be widely distributed to all appropriate county board and commissions, and made available to the public. 6) General purpose revenue will only be used for basic support of this program under 1) and 2) above. Funding must be sought from outside sources for the monitoring program itself. 7) The State and Federal governments must provide adequate funding for monitoring to ensure that environmental resources are protected in Counties of Origin.
