HomeMy WebLinkAbout01-076RESOLUTION OUTLINING GUIDELINES FOR GROUNDWATER MONITORING Pl1RSUANT TO CHAPTER 33 OF TEIE BUTTE COUNTY CODE Wf~-IEREAS, the groundwater within Butte County is a valuable resource to the citizens of Butte County and the environment; WHEREAS, the citizens passed a groundwater protection ordinance by majority vote in November 1996; and WHEREAS, the groundwater protection ordinance has been codified as Chapter 33 of the Butte County Code; and WHEREAS, Chapter 33 requires the development and coordination of a county- wide groundwater monitoring program; and WHEREAS, Chapter 33 requires that groundwater level measurements shall be taken from such designated monitoring wells at least four (4) times per year, during the months of March, July, August, and October; and WHEREAS, the California Department of Water Resources (DWR) has established a monitoring well network that they have historically measured twice yearly during the months of March and October, and WHEREAS, the Department of Water and Resource Conservation has worked cooperatively since 1997 with the DWR to monitor the wells in this network during the months of July and August; and WHEREAS, the DWR has agreed to supply such data accumulated to the Department of Water and Resource Conservation and the Butte Basin Water Users Association; and WHEREAS, the Department of Water and Resource Conservation, through the Water Commission and the Water Commission Technical Advisory Committee (TAC) have worked with the DWR to develop a plan for development and refinement of the well-manitoring network to further address the requirements under Chapter 33 of the Butte County Code; and WHEREAS, Chapter 33 requires that specific monitoring wells shall be identified for inclusion in aproject-specific manitoring program; NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors: That the following guidelines be adopted regarding groundwater level manitoring pursuant to Chapter 33 of the Butte County Code: 1) The Department, through the Water Commission and the Water Commission TAC, shall continue to work with the DWR to develop and retine the monitoring network. 2) The Department shall continue to work with the DWR to accumulate data on water levels for the monitoring network at least four (4) times a year, during the months of March, July, August, and October. ;} Data gathered by the Department and the DWR shall be made available to Butte Basin Water Users Association as required in Section 33-3 of the Butte County Code. 4) Data gathered by the Department and the DWR pursuant to this resolution shall help to guide future groundwater planning processes and policy.
