WHEREAS, Section 8-5 of the Butte County Code empowers the Director of Emergency
Services of the County of Butte to proclaim the existence or threatened existence of a Ioca1
emergency when said County is affected or likely to be affected by a local emergency and the Board
of Supervisors is not in session; and
WHEREAS, the Director of Emergency Services of the County of Butte does hereby find:
That conditions of extreme peril to the safety of persons and property have arisen within said
County, in that commencing on or about 7:45 a.m. on Thursday, September 6, 2001, widespread fire
which has resulted in the evacuation of populations in the communities of Yankee Hill and Concow.
hhe Red Cross has opened shelters to accommodate displaced individuals. Theses fires have caused
and it is anticipated will continue to cause wholesale destruction of homes, outbuildings, businesses
and local watersheds.
"That the aforesaid conditions of extreme peril warrant and necessitate the proclamation of
the existence of a local emergency; and
That the Board of Supervisors is not in session (and cannot immediately be called into
session).
NOW, T1 IEREFORE, IT IS HEREBY PROCLAIMED that a local emergency now exists
throughout said C: ounty; and
IT IS FURTHER PROCLAIMED AND ORDERED that during the existence of said local
emergency the powers, functions and duties of the emergency organization of this County shall be
those prescribed by state law, by charter, ordinances, and resolutions of this County, and by the
County of Butte E-mergency Plan, as approved by the Board of Supervisors on August 10, 1999.
