HomeMy WebLinkAbout01-101L'fiQ RESOLUTION IN HONOR OF JOHN S. BLACKLOCK UPON HIS RETIREMENT FROM THF. COUNTY OF BUTTE WHEREAS, John S. Blacklock tivill retire from his position as Chief Administrative Officer on September l 9, 2001; and WHEREAS, .Iohn graduated from the University of California at Santa Barbara in 1966 with a Bachelor's degree in Geology. and received his Master's degree in Business Administration from California State University in San Jose in 1977, and WHEREAS, John served two years m the United States Army from 1967 to 1969; worked six years for Leslie Salt Company in land management; worked for six years as an Administrative Aide, and Cierk of the Board far the Solana County Board of Supervisors; and worked for seven years as District Coordinator for State Senator Jim Nielsen; and WHEREAS, John took a leadership role in initiating a process for development of performance measures for all Butte County departments, and initiated acounty-wide customer service program; and WHEREAS, .Iohn, under the Board's direction, implemented the first pay for performance procedure for County appointed department heads, and implemented the results-based management program; and WHEREAS, John focused on legislative strategies and measures to directly protect and improve County General Purpose Revenues; and WHEREAS, John provided management oversight in the preparation of two successful applications to the Committee on State Mandates to provide the County fiscal relief by allowing the reduction in General Assistance payments:. and WHEREAS, during John's tenure at the County, he facilitated and was instrumental in the construction of a new court house, two community employment centers, a new jail facility, the Southside Oroville Community Center, and a new juvenile hall facility; and WHEREAS, John provided leadership direction in the separation of the Air Quality Management District and the Local Agency Formation Commission from County departments to independent agencies, the transition of the Courts to a State agency, the transition of the Public GuardianlPublie Administrator functions to the Department of Employment and Social Services, and lead the creation of the ~epartrnent of Water and Resource Conservation, the Information Systems Department, and the Department of Child Support Services; and WHEREAS. John was vital to the successful enactment ofa ballot measure implementing the Utility Users Tax, and the successful sunset of that tax, and the implementation of a County Service Area to provide critical Animal Control Services; and WHEREAS, John established tight fiscal policies which successfully restored fiscal soundness to the County b~.idget, directed the creation of a more customer friendly budget format, a fiscal forecast, and amulti-year financial planning strategy; and WHEREAS, John's personable leadership style, marked by fairness and grace, maintained a high level of trust, integrity, and professionalism. His leadership style nurtured positive relationships with employees, other governmental agencies. the private sector and the media; and WHEREAS, John has also shown great dedication in his commitment to County citizens by working tirelessly in each emergency situation facing the County in the last nine years. NOW, THEREFORE, BE IT RESOLVED, that this Board, on its awn behalf, and on behalf of the residents of Butte County, expresses its sincere appreciation to John S. Blacklock for° his many years of outstanding service and, further, wishes him well upon his retirement.
