WHEREAS, Section 8-5 of the Butte County Code empowers the Director of Emergency
Services of the County of Butte to proclaim the existence, or threatened existence, of a local
emergency when said County is affected, or is likely to be affected, by a local emergency and the
Board of Supervisors is not in session; and
WHEREAS, the Director of Emergency Services of the County of Butte does hereby find:
That conditions of extreme peril to the safety of persons and property have arisen within said
County, in that commencing on or about b: I S a.m. on Wednesday, October 24, 2001, a widespread
fire has resulted in the evacuation of populations in the communities north of Concow. "The Red
Cross has opened a shelter at Spring Valley School to accommodate displaced individuals. The fire
is anticipated to cause wholesale destruction of homes, outbuildings, businesses and local
~tiatersheds.
That the aforesaid conditions of extreme peril warrant and necessitate the proclamation of
the existence of a local emergency; and
That the Board of Supervisors is not in session (and cannot immediately be called into
session}.
NOW, THEREFORE. I"I' IS I-IEREBY PROCLAIMED that a local emergency now exists
throughout said County; and
I"T IS FURTHER PROCLAIMED AND ORDERED that during the existence of said local
emergency the powers, functions and duties of the emergency organization of this County shall be
those prescribed by state law, by charter, ordinances, and resolutions of this County, and by the
County of Butte Emergency Plan, as approved by the Board of Supervisors on August 10, 1999.
