~~s ~~ ~S Up~-~~i~ ~-I • ` • ~ ^ ~ ~ ~ ^ :*: ~~ :*: . •. • ~r~~sun~+~~~ VV+ ~~~~~ ~'f7UN ;~~~~~ B©ARD 4F SUPERViSC7RS COUNTY dF BUTTE, STATE dF CALIFORNIA Resolufion No. oz-~zL RESOLh1TION CREATING THE BUTTE COUNTY CODE ENFORCEMENT ADVISORY BOARD WHEREAS, the Board of Supervisors of Butte County has expressed its continuing cancers regarding the continuing effort t© enforce the provisions of those portions of the Butte County Code related to the creation and maintenance of nuisances and unsafe housing (``code enforcement"'); and WHEREAS, the Board has received substantial input frum the various Departments of the County that have responsibilities related to code enforcement, and has also received continued input from members of the general public and interested organizations; and WHEREAS, the Board finds that continued efforts based on cooperation and adequate funding are required to identify and abate nuisances. substandard housing, and other similar problems in Butte County; and WHEREAS, the Board has determined that creation of an Advisory Board to provide the Board with relevant information, and to assist in the identification of priorities in the code enforcement effort would be of substantial benefit. NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of the County of Butte hereby establishes the Butte County Code Enforcement advisory Board ("Advisory Board") as follows: Pu one. The purpose of the Butte County Code Enforcement advisory Board is to provide advice to the Board of Supervisors on code enforcement matters and to assist in the development of priorities in code enforcement activities, identification of programs for voluntary property clean-up, and funding opportunities for code enforcement and community clean-up programs Responsibilities. The Advisory Board shall review and monitor code enforcement activities in other communities, grasps and other funding opportunities that may sL~pport such efforts, and provide advice and guidance to the Board of Supervisors. The advisory Board shall provide a forum for the discussion of code enforcement issues. including code enforcement concerns of the general population of Butte County, and identify code enforcement problems and potential solutions. Organization. The .~advisorv Board consists of five members. Each member of the Board of Supervise rs shall appoint one member of the advisory Board. Bylaws. The Advisory Board shall develop bylaws which shall include. but not be limited to, rules and procedures relating to the f©llowin~ aspects of operation: election of officers, terms of office. duties of officers, meeting frequency. provision for compliance with the Brown Open Meeting Act, quorum requirement, process for amending bylaws, and rules of order. The bylaws recommended by the Advisory Board shall become effective immediately upon ratification by the Board of Supervisors. Until the Board of Supervisors approves such bylati~s, the Advisory Board shall schedule quarterly meetings to conduct its business. Staf-f Suppo--t. Staff support shall be provided by the Department of Development Services and will generally be limited to preparation of agendas and minutes and distribution of agendas, minutes, and other correspondence. Expenses. Members of the Advisory Board are eligible far reimbursement of transportation- related expenses at the rate per mile authorized to county employees and officials. In order to receive reimbursement, Advisory Board members must provide proof of valid insurance coverage according to County standards. .All other incurred expenses are subject to approval by the Director of Development Services prior to incurring such expense. Approved expenses will be charged to the Code F,nforcement budget.
