RESOLUTION AUTHORIZING THE DEPARTMENT OF WATER AND
RESOURCE CONSERVATION AND ITS DESIGNEES TO SEEK FEDERAL
FUNDING FOR THE COMPLETION OF THE
BUTTE COUNTY INTEGRATED WATERSHED AND RESOURCE
CONSERVATION PROGRAM
WHEREAS, the water, watersheds and related resources within Butte County are
valuable resources to the citizens of Butte County and the environment; and
WHEREAS, Butte County has an interest in protecting surface water and
groundwater in order to insure a safe supply of quality water and a secure delivery system
for this water throughout the County for present and future local needs; and
WHEREAS, the economic health of the region is dependent on the continued
reliable and economical supply of water throughout the County for farm and industrial
purposes while conserving the county's natural resources; and
WHEREAS, the Board of Supervisors approved participation in the California
Department of Water Resources Integrated Storage Investigation; and
WHEREAS, the Board of Supervisors also approved the Director of Water and
Resource Conservation to seek funding far the Butte County Integrated Watershed and
Resource Conservation Program; and
WHEREAS, the Board of Supervisors also approved the Director of Water and
Resource Conservation to sign the contract with the Department of Water Resources for
implementation of'the initial elements of the Integrated Watershed and Resource
Conservation Program; and
WHEREAS, Butte County has committed over $I.5 million in state and local
funds to complete most of the initial elements.
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors:
That the Department of Water and Resource Conservation and its designees take
the following actions to complete the remaining initial elements, and the final
elements, of the Integrated Watershed and Resource Conservation Program by
seeking federal funds of $595,000 for the first year of a five year program to:
1. Evaluate recharge potential and identify highest quality recharge zones of the
Tuscan formation at the Butte Groundwater Basin and foothill interface.
2 Monitor US Forest Service understory removal test plots for changes in soil
moisture storage and runoff patterns for water quality, quantity and timing.
3. Enhance the existing Butte Basin Groundwater Model including Links to a
Feather River Basin Watershed model.
=f. Initiate the establishment of a Feather River Basin Watershed model.
PASSED AND ADOPTED by the Butte County Board of Supervisors this
12th day of March 2002 by the following vote:
AYES: Supervisors Yeel_er, Dolan, ffoux, Yamaguchi- and Chair Josiassen
NOES: None
ABSENT: None
NOT VOTING: None
