RESOLUTION TO AUTHORIZE THE CREATION OF THE BUTTE COUNTY LIBRARY ADVISORY BOARD WHEREAS, on November 14, 2000 the Board of Supervisors of the County of Butte appointed a Library Long Range Planning Committee; and WHEREAS, on December l 8, 2001 the Library Long Range Planning Committee presented its report to the Board of Supervisors; and WHEREAS, the report of the Library Long Range Planning Committee recommended the creation of a Library Advisory Board. NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of the County of Butte hereby creates the Library Advisory Board as follows: PURPOSE: The Library Advisory Board is created for the following purposes: 1, To update and annually maintain a strategic plan for the Butte County Library; 2. To develop and maintain a long range library financial plan; 3. To provide an annual statement/report on the state of the library for the past year; 4. To re-energize the Butte County Libraries Foundation and develop fund raising plans for the Board of Supervisors' approval; 5. To oversee the development of relationships with community partners, such as schools and businesses; 6. To advise the Board of Supervisors on issues and trends impacting the library; 7. To monitor technology that will affect the operation of the library and provide guidance to the Board of Supervisors; and To develop and oversee public relations campaigns in support of the library. MEMBERSHIP. Membership of the Advisory Board shall consist often members. The Director of the Butte County Library shall be anon-voting member of the Advisory Board. "I'he Board of Supervisors shall appoint the remaining ten members of the Advisory Board. Applications of interest shall be submitted to the Director of the Butte County Library who shall review the applications and forward recommendations to the Board of Supervisors for appointment. OFFICERS. The officers of the Library Advisory Board shall consist of a Chair and Vice-Chair. The officers shall be elected annually at the first meeting of each calendar year. Officers shall serve aone-year term, or until replaced. If the office of the Chair becomes vacant, the position shall be filled for the unexpired terns by the Vice-Chair, If the office of Vice-Chair beconr-~~ vacar-t, ~he~ office sha11 be filled by a vote of the Advisory Board. If both offices become vacante both will be filled for the unexpired term by a Grote of the Advisory Board. MEETINGS. meetings shall be held at least rr-onthly_ or as necessary as determined by a majority vote of the Advisory Board. I'he Advisory Board shall address the Board of Supervisors on a quarterly basis, as an ~ndep~ndent advocate for the library. BY-LAWS. The Advisory Board shall be empowered to promulgate bylaws to govern its internal operations. STAFF SLrPPOR'~d'. Staff shall be provided by the Butte County Library and will generally be limited to preparation of agendas and minutes and distribution of agendas, minutes and other correspondence. BUDGET. The Board of Supervisors may establish a budget for the Library Advisory Board..
