RESOLUTION RECOGNIZING DEPUTY DISTRICT ATTORNEY
CLARE KEITHLEY AS PROSECUTOR OF THE YEAR
BY THE CALIFORNIA NARCOTICS OFFICERS' ASSOCIATION
NORTHERN CALIFORNIA REGION
WHEREAS, Ms.Clare Keithley has been a Deputy District Attorney for the Butte County District
Attorney's Office since 1995 and wined a national reputation for the prosecution of cases relating to child
endangerment, most of which involved defendants who have endangered their children through the use, sales and
manufacturing of controlled substances in the Drug Endangered Children (DEC) Program. She has assisted the
District Attorney in establishing DEC policy and protocol that has become a model nationwide. She has provided
24 hour response to advise on search issues with illegal methamphetaminelobs, review search wan-ants, assist with
evidence collection, witness interviews and case development. Ms. Keithley has trained law enforcement oftieers,
locally and nationally, in DEC investigation proced~~~res and assisted in their qualifications as DEC or narcotic
experts for court testimony. Since 1997 she has successfully prosecuted 69 DEC cases; and
WHEREAS, Clare Keithley, has also been the Gang Prosecutor for the Butte County District Attol7~ey's
Office. As with the DEC Program, Ms. Keithley assisted the District .Attorney in establishing vertical prosecution
policy and protocol for felony gang-related criminal cases, trained officers and assisted in their qualifications as
gang experts for court testimony; and
WHEREAS, Clare Keithley wi) I be recognized on May 23, 2002, by her col leagues for her tenacity and
endless dedication in prosecuting DEC and Gang-related cases and he awarded the California Narcotics Offiicers'
Association. Northern California Prosecutor of the Year.
NOW, THEREFORE, BE IT RESOLVED that the Butte Coua~ty Board of Supervisors recognize
Ms.Clare Keithley for her expertise and efforts prosecuting DEC and Gang-related criminal cases in Butte County.
