NOW, TI-IEREFORE, BI+; IT RESOLVED, that the Butte County Volunteer Company By- laws are rescinded; and BE IT FURTHER RESOLVED, that Butte County Fire Department Standard Operating Guidelines, as promulgated by the Butte County Fire Chief, now take the place of the Butte County Fire Department Volunteer By-Laws; and BE iT FURTHER RESOLVED, that the Butte County Fire Chief will maintain and update the Standard Operating Guidelines as necessary to ensure that they are consistent with County Human Resources Policy, Fire Department Training Guidelines, and other laws and regulations as necessary; and BE 1T FURTHER RESOLVED, that substantial changes in the Standard Operating Guidelines will be reviewed by the Butte County Counsel and Director of Human Resources. Such an agreement exists between the Butte Unit and the County of Butte, and the Cities of Biggs and Gridley. The Butte Unit is responsible for managing a total Fire Protection Program using state employees, local employees, and citizen volunteers. The partner agencies (City/County) provide funding and primary equipment (generally). Furthermore, the individual communities, throughout the delivery area, provide community based funding. Together, they have developed an effective all-risk, full-service fire protection organization with a mission to protect the fives and property of residents/property owners and to protect local natural resources (environment} from fire and other disasters. To accomplish this mission, the Department (CDF Fire, Butte County Fire Rescue, Biggs and Gridley Fire Departments) employs full-time, career fire fighters supplemented by awell-trained, well-equipped, and highly motivated cadre of citizen volunteer fire fighters. Citizen volunteer fire fighters are an important and integral part of the organization. Accepting appointment as a volunteer fire fighter (VFF) is the acceptance of the responsibility for protecting lives and property. This task can be entrusted only to competent, dedicated personnel with high morals, integrity, and honesty. Volunteer fire fighters should take pride in the knowledge that they are performing a valuable, humanitarian service and should strive to perform at the highest levels of proficiency. Accepting appointment as a VFF also expresses commitment to required training, fitness, and personal discipline. The following guidelines are established to assure the accomplishment of our mission efficiently and skillfully, and with integrity and pride. A : VFFi 4/2Q02 E3CF[Z V~,lunteer SO(:; DEFINITIONS Active Raster A listing of all Volunteer Fire Fighters (VFF) who are members in good standing with the Department. BOS Board of Supervisors, Butte County. Career Captain CDF Fire employee with the rank of Fire Captain. Each Volunteer Fire Company (VFC) is assigned a Career (Station) Captain(s) to manage the VFC. The career captain serves as the immediate supervisor of the VFC. Career Station A career staffed fire station. May also have volunteer fire fighters assigned. Company Secretary A volunteer member of the community, elected by the membership, to maintain company records, take notes, and compile agendas. This position may be combined with the Treasurer duties. Company Treasurer A volunteer member of the community, elected by the membership, to coordinate the financial operations of each VFC's Treasury. This position may be combined with Secretary duties. Department The California Department of Forestry and Fire Protection -Butte Unit, Butte County Fire Rescue, City of Biggs Fire Department, City of Gridley Fire Department. Member Any active citizen volunteer serving the Department, regardless of rank. SOG Standard Operating Guideline. VFC Volunteer Fire Company. That group of members consisting of the active roster. The company is identified by the fire station number, i.e., VFC #73 is at Station #73. VFF Volunteer Firefighter. Any member that is on the active roster and receives reimbursement of expenses, as authorized by the Department. A : VFF1 4/2002 2 I~CFR V~,luntcer SOC. VFF Allocation The total number of VFF's authorized for a volunteer company. VFF Captain Volunteer Fire Company Captain. A Volunteer Firefighter from each VFC, elected by the VFC, approved by the Fire Chief, to coordinate the volunteer firefighters, volunteer operators, volunteer stations and apparatus. Appointments are effective January 1 of each year and serve a calendar year term. VFF Engineer A Volunteer Firefighter qualified and certified to drive fire engines and water tenders Code 3 to incident responses. VFF Lieutenant A VFF from each VFC, elected by the VFC, approved by the Fire Chief, to assist the VFF Captain. In the absence of the VFF Captain, he/she will act on appropriate issues for the VFF Captain. VFF Operator A Volunteer Firefighter qualified and certified to drive specified fire apparatus (utility, squad, rescue, breathing support, etc.) code 3 to incident responses. VFF Station An unstaffed fire station maintained by a VFC under the direction of a Battalion Chief or his/her designated Career Captain. VFF T.O. VFF Training Officer. An elected Volunteer Company Lieutenant assigned by the Company Captain and approved by the Career Captain. The T.O. coordinates VFC training with the career station. Appointments are effective January 1 of each year and serve a calendar year term PVFF VFF with probationary status. A VFF, who has been formally accepted as a Volunteer Firefighter, and is receiving their required training during probationary status. Successful completion of probation includes all mandatory training, specified drill attendance, and one full year (no breaks in service) as a probationary fire fighter. Probationary fire fighters will not be authorized to operate apparatus. A : VFF1 4/20Q2 3 E3CFR ti~~lunteer SOG Volunteer Auxiliary A group consisting of community members and/or volunteer firefighters who support a VFC. Support can be defined as any act(s) that enhances a VFC's operations (such as fundraisers, social events, etc) that are in agreement with the Department's mission. A : VFF1 4/2002 i3Ci~R ~'~7luntcer SUCH VFF Advisory Committee The Department will establish a committee of representative Volunteer and Career Firefighters to serve in an advisory capacity on issues related to the VFF Program. The following procedures will apply to the establishment and activities of the VFF Advisory Committee. 1. The Committee will be comprised of four Volunteer Captains, four Career Fire Captains, and County Finance. Committee members will be appointed by the Fire Chief and serve a 2-year cycle. The Advisory Committee Chairperson will be appointed by the Fire Chief. 2. The Committee will meet at least once each calendar year. The committee is encouraged to meet after each unit-wide Volunteer meeting. 3. The purpose of the Advisory Committee will be to address issues of interest or concern on a department-wide basis and to make proposed revisions of these SOG's. A : VFF3 4/2002 (3CFR Volunteer S(~G Fund Raising Independent Auxiliary Groups The establishment of an auxiliary group supporting VFF fire companies is encouraged. Auxiliary groups provide an avenue of support for the individual fire companies not available through fire department channels. The function of auxiliary groups are not limited, but generally confined to the following: Fund raising for particular fire company needs and/or desires. Social functions outside the Department operations: Fire Muster Teams Dances, barbecues, and community parties. An opportunity for non-fire fighting personnel to support the company, for example: Spouses Retired members who wish to remain within organizations. Civic minded individuals who wish to support the VFC. Members of the auxiliary may be considered members of the VFC. Each auxiliary group will be encouraged to acquire non-profit organization status. Funds generated by the auxiliary will be under direct control of the elected officers of the auxiliary. All activities of the auxiliary must be compatible with those of the Department and complement the services provided by the Department. An example of departmental recommended bi-laws is included in Exhibit 1 for consideration. It is the policy of the Department to support auxiliary group fund raising activities in as much as legally possible. Fund raising events should not be identified with the Department and should only be in support of auxiliary fire company groups or other charitable purposes. Fundraisers may not be held on Department property that involve sale of any controlled substance (alcohol, tobacco, etc.,). Use of any Department property ar equipment for fund raising purposes requires the written approval of the Battalion Chief where the VFC is located. - A : _VFF12 4/2002 ,; ~. X. . ..~ i - . h ' )` ,~ l-R Vc~luntecr SC>G Manual Revisions Effective implementation of this manual depends on keeping it current. Any fire department personnel may request changes. Requests for changes shall be made. in writing, detailing the affected sections and proposed changes (Exhibit #32). Submit proposed changes through channels to the Fire Chief. (The Fire Ghief will forward a copy to the Advisory Committee Chairperson.} Notification of results of review will be returned to personnel submitting proposed changes within sixty {60) days. BCFR Volunteer SC?Ci Resignation VFF's who tender their resignation shall do so to the Volunteer Captain or Career Captain either in person or in writing, and will promptly return all loaned gear, including all loaned PPE {turnout coats, pants, helmets, boats, wild land gear) or other property to Station 73. The gear must be clean. Failure to return Department property will result in the withholding of final compensation and/or criminal prosecution. Pagers, badges, and any other Department controlled items will be returned to the assigned career fire station. The Battalion Chief and/or Career Captain is to keep the Gounty Finance Officer and Station 73 informed of VFC roster changes. This is needed to keep payroll records, protective equipment records, and worker's compensation insurance premiums current. VFF's can resign in good standing for various reasons. Accurate and current information allows efficient management of VFF Workers Compensation Insurance costs and Supplementary Insurance benefits. All forms of Department I.D. shall be returned by the terminated VFF (including badges, I.D. cards. vehicle I.D.'s, etc.). Furthermore, all PPE and radio pagers shall be returned or a theft report will be filed with law enforcement. VFF's who retire from the Department with mare than 5 continuous years of active service will receive their badge with a "retired" rocker. That badge number will be stricken and not reused. Re-appointment of a previously terminated VFF will require a new application package. A . VFF24 412002 1 _ s ~ . .~ ~3CFR Volunteer SOG Accountability and Control of Fixed Assets This section outlines the basic responsibilities of VFF's for the accountability and inventory control of Department fixed assets. Accountability Accountability includes the control and accountability of these assets from date of issue, through recording on inventory listings, until release from accountability of assets. Inventory Control The VFF is responsible for maintaining two inventory systems. The first system identifies capitalized facilities/equipment (over $500 in acquisition cost) and the second, vehicles. Physical control and inventory of these assets are ultimately with the Department. Disposal of Fixed Assets Disposal of all items will be through the Service Center. Acceptance of Gifts The acceptance of gifts {not including cash donations) by a VFC is subject to established County policy, and donors should be advised that acceptance of any gift is subject to review. Offers of gifts and donations must be in writing with a description of the gift, its cash value and any restrictions on its used clearly set forth. All such offers are to be submitted to the Chief for review and disposition. Gifts could be vehicles, items normally considered property and equipment, lands, buildings, etc. Inventory of fixed assets Account for each item by property number serial number and description. A compliment of fixed assets items is established for each facility and vehicle. Accountability Fixed assets assigned to a facility or vehicle must be within that facility or vehicle or have documentation of its location. Companies may adopt more restrictive procedures by a majority vote of company members. These procedures do not apply to funds directly expended by autonomous auxiliary ar community associations, although there is a similar expectation of public trust. It does cover funds donated to a volunteer company for direct expenditure by the campany. 1. Gompanies will adopt an Annual Proposed Budget. The budget must be approved by a majority of company members. Adopted budgets and amendments will be provided to the Battalion Ghief. The budget may be amended during the year by a majority vote of company members. A sample budget is shown as Exhibit 2. 2. All money, checks, warrants, etc. received by the company will be promptly deposited in the company bank account. Under no circumstances will funds received by a company be placed in a personal bank account or be given directly to a vendor without going through the company bank account as an approved expenditure. 3. All checks written or account withdrawals on company bank accounts will require two signatures. One signature must always be the Secretary Treasurer. The second person must be designated by a majority vote of the company. In no case will the two signatures be of persons related to one another. 4. In addition to maintaining detailed records, an annual financial statement will be prepared by the Secretary-Treasurer. This statement will display actual income and expenditures for the year and will be signed by the Secretary-Treasurer. A copy will be provided to the Battalion Chief. A sample financial statement is shown as Exhibit 2. 5. Budgets and annual statements for volunteer companies will be based on each company's fiscal year. 6. This program's funding is dependent upon the County's fiscal abilities for any given fiscal year. The program provides a share of a Volunteer Fire Company's costs toward apparatus, equipment, land, and station acquisition. The Fire Chief determines, on a yearly basis, how much the Department can provide to the "community cost-share pragram". Volunteer Companies are encouraged to continually submit requests, through the chain-of-command, to the Department Chief, with detailed descriptions of their praposals in order to access this fund. The Department Chief will make decisions based on overall needs of the Department. The Department Chief may develop afive-year plan list stating "community cost-share" proposals. However, in no way will the Department be committed to this list. The Department will commit itself once a "community cost-share" agreement has been signed with a VFC. This agreement is the only process by which the Department will commit itself to expend "community cost-share" funds. * To provide a means for communities to purchase much needed apparatus, equipment, and facilities by partnering with the County. A : VFF44 4!2002 1 ~s_ ~ y . _ 4 t T r E3Cf~R V~~luntcer SUt~ Volunteer Equipment Contracts State Hire Fire Apparatus CDF Fire will enter into specific contracts for rental of Department owned fire apparatus. These contracts will follow state hiring guidelines. Formal contracts are entered into via the Department's Private Equipment Hiring Coordinator on a regular basis. See exhibit 3 for local policy. A : VFF45 412002 1 c3CFR Volunteer SOG f~t~I711[IIStCfltlOtl The Board of Supervisors of Butte County, Gity Council's of Gridley and Biggs, have entered into cooperative agreements with the California Department of Forestry and Fire Protection for the administration and staffing of their respective Fire Departments. Hence, the responsibilities for fire fighting and other emergency activities, which fall within the jurisdiction of the Fire Department, are vested in the officers and employees of the California Department of Forestry and Fire Protection (CDF Fire) and the officers and VFF's of Butte County Fire Rescue. The CDF Fire Unit Chief of the Butte Unit serves as the Chief of the Fire Department. The Unit Duty Chief (assigned Division Chief) supervises the day- to-day administration of the department. Operational Division Chiefs administer the day-to-day operations within the division boundaries. Afield Battalion Chief is responsible for the administration of incident operations, fire fighting personnel, fire stations, apparatus, and equipment, assigned within a geographic area designated a battalion. The field Battalion Chief reports to the Division Chief and the Division (Duty) Chiefs report to the Unit Chief. Each fire station, whether staffed by career and/or VFF personnel, has career captains that are responsible to the Battalion Chief for the care and maintenance of any assigned station, fire apparatus or equipment. Career captains are also responsible for the supervision, training, and performance of their subordinates, i.e. Engineer, Firefighter, or VFF's. See Exhibit 4 far Organization flowchart. The administrative chain-of-command will be Volunteer Captain, to Career Captain, to Battalion Chief, to Division Chief, to Unit Chief/Fire Chief (see attached 'Volunteer Organization Ghart'). Normal communications for day-to-day business is between the Career Captain and VFF Captain. It is the responsibility of everyone involved to establish and maintain liaison, supervision, and support services for volunteer firefighter companies just, as is the case of career engine companies. Issues should be resolved at the lowest levels (i.e. Career Captain and VFF Captain). Career Company Officers and/or Battalion Chiefs will supervise Volunteer Firefighter drill activities and will be available to attend Volunteer Firefighter meetings. The Battalion Chief will forward (with a recommendation), to the Department Chief, nominations of the VFF Captain and Lieutenant from the Volunteer Company. The Department Chief, prior to VFC elections in December, must approve all officer nominations (nominations must be forwarded, through channels, by November 1St of each year). The term of the VFF Captain and Lieutenant appointment will be for one year beginning on January 1 of each year. The Fire Chief will appoint the VFF Captain and Lieutenant in writing and will designate the effective date of the appointment and the ending date (at the end of the calendar year). [3CFR Volunteer SOG The field Battalion Chief, along with the Career Captain (based on input from the VFF Captain}, will approve the selection of VFF Operators/Engineers from the VFF Company. It is necessary that the person selected for this classification meet all qualifications and training requirements (see Exhibit #'s 5 & 6 for qualifications) prior to this appointment. The field Battalion Chief is responsible for this. The progression of Incident Commander assignment will be the first arriving fire department member who will take command of an incident and will remain in charge until relieved. Upon arrival of the first career crew, the career company officer will assume command of the incident and will remain in charge until relieved by a Career Captain and/or Chief Officer. B : VFF2 4/2Q02 2 ~ ~ ~ 2~~ .~ ~d.'-; ~ a ~~. .~CFR Volunteer SUG Company Allocations All VFF Companies will have an allocation of members by rank and total. The number of members allocated may not be exceeded except with the express written approval of the Fire Chief. Requests to exceed an allocation within a battalion should be submitted in writing through channels to the Fire Chief. As new companies are formed, allocations will be determined by the Department and specifically authorized by the Fire Chief. 2. All volunteer companies will be authorized the position of one VFF Captain and one Company Lieutenant to help coordinate the Company operation. 3. VFC's shall maintain aSpan-of-Control of one officer far every 10 members. MAXIMUM AUTHORIZED RLLOCATIONS - Company membership -See Exhibit # 11 Volunteer Captain -one (1) per VFC. Volunteer Lieutenant -one (1) per VFC. However, if total VFC roster exceeds 10 VFF's, then one additional VFF Lieutenant is authorized per each additiona- 10 VFF's. Volunteer LieufenantJTraining Officer-The VFC Training Officer will be one of the authorized Lieutenants. The position requires maintaining the appropriate class driver's license with a current physical/health questionnaire. Specific duties: Operates and drives fire equipment (i.e. squads, rescues, breathing support) on medical emergencies, wildland fires, structure fires, and other types of emergencies. Initiates command of all fires and other emergencies {when first at scene). Directs such incident activities to provide for the highest degree of life safety of the general public while continually providing the highest degree of safety and protection of the firefighters. He/she will assume station management responsibilities in the absence of his Career Company Officer. Helshe is responsible for obtaining and relaying firelEMS report information, securing materials and supplies, and meeting the public. Specific duties - Helshe will connect hose lays, operate hose lines, enter burning buildings, operate hose lays, climb ladders, ventilate buildings, and make forcible entry into buildings. Administers emergency medical treatment during incidents. Helshe will perform vehicle extrication, assist in technical rescues, hazardous materials incidents, etc . Will aid in the training of the VFF Company. Performs general housekeeping duties as required. Attends specialized training. Cleans and repairs various types of firefighting equipment as necessary. Assists in various types of public programs and fundraising events. Maintains competency in all required skills and certifications. All Department officers will strictly enforce uniform standards in order to foster esprit de corps, identification, and a professional image by all personnel. Personnel wearing dirty, worn out or inappropriate combinations of uniform components will be immediately advised of such. A second violation of standards may be grounds for disciplinary action. Subsequent violations wearing the uniform for non-authorized purposes may be grounds for termination as a volunteer firefighter. The standard uniform, or any components of it, shall not be worn outside of work/service activities. The standard uniform does not substitute for any item of Department or Cal/OSHA required personal protective equipment, such as wild land safety gear or full turnouts. All safety gear will continue to be worn as required or directed. No alterations and/or additions are to be made to safety clothing {i.e. no pins, badges, etc. affixed to Nomex shirts}. This policy does not preclude the option of any company adopting alternative tasteful identifying clothing for non-official functions such as fundraisers, Fire Service Games, etc. These options include such things as company ball caps, polo shirts, tee shirts, etc. Official Volunteer Firefighter Uniform: Caps -See County specifications. No pins or other items will be affixed to the cap. {The approved cap is available from Uniforms, Tuxedo's, and More in Chico. The VFG name is embroidered on the front of the cap, below the embroidered logo.} Shirt, Tee - A standard navy blue crew neck 100°to cotton Tee shirt. The back logo will be large block white letters of similar size with the wards "Butte County Fire Rescue" and the front logo will be a white "Maltese cross" with "Gounty" in the top segment, "Fire" in the bottom segment, and "Butte County Fire Rescue" in the center. Each company is authorized to have their Company Number (i.e. `Company 81") added below the Maltese Gross insignia. Shirt, Uniform -Either long sleeve or short sleeve is acceptable with a Butte County Fire Rescue patches on both sleeves. An optional company patch (with Chief's approval) may be sewn on the left sleeve {in place of the BCFR patch). A dark navy "Dickie" (turtleneck) may be worn under the uniform shirt with BCFR embroidered (white lettering) on the front neck. The uppers shall be 100°l0 leather, at least seven inches in height. The toe of the boot should be of a hard material to reduce the potential of toe injuries, Cal-OSHA Regulation 3410B 2 F). Badge -Volunteer badges, approved by the Fire Chief and provided by the Department, shall be warn on the uniform shirt. The County Finance Officer will issue badges. They will be issued (loaned) in sequential (numbered) order, based on seniority. Badges will not be worn on any other item of clothing or PPE (may not be worn on Nomex jackets). The VFC's name will be inscribed on the nametag directly under the VFF's name. Pins -Volunteer length of service, EMT, First Responder, U.S. Flag, and approved specialized team pins (e.g. Hazmat, Drowning Accident Rescue) may be worn centered above the name on the uniform shirt. VFF's may wear all pins for which he/she is qualified. If the American Flag pin is worn with other pins it will be worn to the left. There are NO exceptions to the VFF uniform policy. It will be located one-half inch below the shoulder seam on the centerline of the right sleeve. It will be machine sewn with gold Nomex thread in the gold patch border, or silk-screened if available. (The Department provides this patch.) If the VFC has an approved patch it will be attached to the left sleeve (in place of the BCFR patch). Shirt Front -Right pocket -The Nomex nametag (either last or first and last} will be affixed directly above the pocket flap.) The Department provides this nametag. Badges and/ar pins will not be worn on any PPE. These ID cards remain the property of BCFR and will be returned when a VFF is on suspension or terminates. The formal 1D card wilt include a picture ID of the VFF. The ID card will include an expiration date. The private vehicle ID card will be hung from the rear-view mirror at all times when at-scene of an incident. There are no exceptions to this policy. Alf previous forms of fire department ID (i.e. bumper stickers} will be removed. ID cards will be issued to each VFF once a VFF is included on the active roster. ~~ r C Yi'i'J 1 y~WL +~ ~~ ~`{r 1 ° ,~ I .a s VFF Helmet I.D. All Volunteer Fire fighters will be issued a single Department helmet (current specification is a "Phenix" combination helmet with Bauble layered shroud). All helmets will be identified in a standard format. The helmet color for all Volunteer Firefighters will be yellow (VFF Captain will be red, VFF Lieutenant will be orange). A "BCFR Volunteer" shield will be affixed to the front of each helmet. A name specific "mag-tag" will be included on the back of each helmet. Company numbers shall be affixed to both sides of each helmet. "Volunteer" helmet crescents will be affixed to each side of the helmet, centered, above the company numbers. As an option, a Department approved United States of America Flag Decal may be affixed above the "mag-tag" on the back of the helmet. No other helmet markings are authorized on the helmet. Fire Department personnel are authorized to wear the standard combination helmet only. No other (previously issued) helmets are authorized. C : VFF30 412002 1 13CFR Volunteer SOG Recruitment It is the policy of the Department to actively support recruitment of new VFF's as an ongoing project where vacancies occur. R recruitment effort should be made periodically by companies where VFF allotments are below the authorized number of VFF's. Recruitment efforts must be approved by the Battalion Chief and be in line with the Fire Department's staffing plan. Typical recruitment methods include, but are not limited to: 1. Personal Contacts 2. Radio advertisements 3. Posterslflyers 4. Newspaper advertisements 5. Other approved methods Any written advertisement should have the approval of the Battalion Chief prior to being implemented. Furthermore, the Departments' Information Officer should be informed of all recruitment efforts. D : VFF6 4t'2002 i ;. , ;r .. 3CFR V~~luntecr SOG Applicant Information Applicants for active membership must be at least 18 years old and in goad health. An applicant package (Exhibit #9) containing an Application for Appointment, Health Questionnaire, Form W-4, Form I-9, Oath of Allegiance*, Current DMV printout, Authorization to Use Privately owned Vehicles on Fire Department Business, and Volunteer Training Requirements, are to be completed by each applicant prior to consideration for appointment as a VFF. All candidates are encouraged to conduct aself-screening process prior to applying. (This includes the fallowing criteria: Are you 18 years old? Are you in good health? Are you able to meet the physical demands of a fire fighter? Do you have a clean criminal record? Do you have a clean driving record?} A limited medical examination by a qualified physician may be required during the application process. The applicant must use the Department's physician. County Finance will schedule physicals and will advise the VFF applicant of their appointment. The VFF will not be accepted if they fail any medical examination required by the Department. Further medical record reviews and examinations are required, based on the Respiratory Protection Program (RPP), at the scheduling and expense of the department. The VFF Stress Statement (Exhibit #13) will be the basis for the physician to make his/her determination on the applicant meeting medical requirements. Future examinations will be based on duties involved. All VFF's must successfully complete the Respiratory Fit Testing requirements prior to appointment as a VFF. Once the VFF's application has been approved the VFF will receive an acceptance letter along with a health questionnaire. The health questionnaire must be fully completed by the candidate and returned promptly. The candidate must then schedule a spirometry (lung capacity) test (Exhibit #14) with the Butte County Public Health Department. The County Health Officer will evaluate the health questionnaire and spirometry test results. The health officer will approve, disapprove, or schedule afollow-up screening, based on the health questionnaire and spirometry test. Candidates must understand that this is a yearly testing requirement. Once the candidate completes this test he/she must contact the Department Safety Officer to schedule a fit test (note: the size and model of mask that a VFF is tested on will be the only mask authorized for the VFF to wear). All three items (health questionnaire, spirometry test, and fit test) must be completed within 60 days from the date of the health questionnaire. VFF's must be clean-shaven at all times, following CDF Fire grooming standards (Exhibit #15). D : VFF7 4!2002 ` .. r a~ §i F3C~R Volunteer SQG The Department will routinely monitor driving records of all employees. A DMV records check will be requested from all VFF applicants prior to appointment. If a recent DMV printout (original) is provided with the VFF's application, the review process can continue. A DMV printout will be requested by a Battalion Chief, or his/her designee, as part of the continued review process (i.e. annually, Exhibit# 16). All VFF's will be subjected to a criminal background check and fingerprinting. A criminal record will not necessarily be cause for rejection of the applicant (in this case the Fire Chief will make the final determination). The Volunteer Captain and Career Gaptain shall interview the VFF applicant. In the absence of the Volunteer Captain the Volunteer Lieutenant and Career Captain shall conduct the interviews. The Department's interview format shall be followed at all times (see Exhibit #10). Appointment as a VFF is made only after the Battalion Chief approves the applicant and all other criteria have been completed. Once the entire approval process has been completed the County Finance Officer will send the applicant a letter informing him/her that they have been approved (the applicant will also be advised to contact the Career Captain for further details). Furthermore, the Career Captain and the Volunteer Captain shall be notified, via mail (email if available). The Career Captain will contact the volunteer candidate and arrange for their welcome and introduction into the Department. If an application is rejected at the Volunteer Fire Company level the application and supporting documentation (i.e. cause for rejection) must be forwarded through the Career Gaptain to the County Finance Officer. This documentation will remain an file at headquarters. VFF's will not engage in any departmental activities until an acceptance letter is received (from County Finance). Reimbursement rosters for VFF's involving activities prior to their acceptance date will not be honored. VFF's are not covered by Workers Compensation Insurance, nor Supplementary Insurance, until they are formally accepted (added to the active roster). * Due to the requirements of the Government Code, it is necessary that each new VFF execute the official "Oath of Allegiance" (or "Affirmation") prior to appointment (Exhibit #17). Career Captains are authorized to administer this Oath. D : VFF 412002 .r. t~. .. 2 BCt'12 Volunteer S(3G Volunteer Application Process The Department wil{ use a standard procedure by which citizen volunteer firefighters apply for appointment and are ultimately placed on the Department roster. Deviation from this policy is not permitted except as indicated in this procedure. Volunteer and career company officers will ensure that the application and acceptance process is free from discrimination of any type. APPLICANT: 1. Any person living within a volunteer fire company's "boundary" may apply to became a member of that volunteer company (company boundaries do not include the jurisdiction of another fire department.) The standard application form dated 04/02 will be used (Exhibit #9} with ImmigrationlNaturalization Form I-9 and IRS Form W-4. 2. Applicants will submit the completed application to the assigned career station. (The Department will keep completed applications on file, regardless if accepted or denied.} 3. The completed application will be reviewed by a Career Captain for completeness and accuracy. All spaces must be completed and signatures/initials in place. The application must be dated. The Career Captain must verify the I-9 information and complete the I-9 form. The Career Captain schedules an interview between the VFF Company Captain, Career Captain, and the VFF candidate. Based on the results of the intervietiv a recommendation to accept reject is forwarded to the Battalion Chief for his/her approval. A. The Department will use asingle/consistent interview process. The interviewers will consist of a Career Captain and the Volunteer Captain or his/her designee. The process must be in writing consistent with the County Volunteer Firefighter Standard Operating Guidelines and approved by the Fire Chief (Exhibit #10). B. The application is a confidential document and can only be viewed by Department members with a need to know (typically the Career Gaptain, VFC Captain, Battalion Ghief, and County Finance). C. The Department will perform its' background investigation process prior to acceptance of the VFF candidate. 4. The following items are possible cause for rejection: D : VFF8 4/2002 1 ~ ~ x <~ t E3CFR Volunteer SOG Item 4: Age. Volunteer firefighters must be at least eighteen years of age. If in doubt, the applicant must produce a valid proof of age such as a driver's license or DMV identification card. Item 8: Convictions. If yes, the Battalion Chief will review the information and situation and provide direction on a case-by-case basis. In na case will convicted arsonist or sex offenders be permitted appointment as a volunteer fire fighter. Item 11: Medical Review. The medical examiner will review the information and situation and provide direction on a case-by-case basis. Other appropriate options may be available such as the VIP program or company auxiliary. Item 13: Insurance. Applicants who cannot provide an insurance affidavit will not be permitted to drive their own vehicles to incidents or on fire department business of any kind. Items 13-15: Must be initialed (all items). Item 14: Training. The Career Captain will explain this section to the applicant. One of the options must be completed. 5. If no openings exist, the application will be kept in the Department files far one year. After one year, applications will be destroyed. 6. If the applicant is approved, the Career Captain will have the prospective volunteer firefighter complete the Health Questionnaire (part of Exhibit #9) and the Respirator/SCBA User Medical Evaluation Farm (part of Exhibit #9). If the application is rejected, neither of the medical evaluations will be given to the applicant. 7. A. The completed Health Questionnaire and evaluation farms will be forwarded, in asealed-marked envelope marked Confidential, to the County Finance Officer with the other application materials for processing. (The applicant will place the completed health questionnaire in the confidential envelope.) B. The Questionnaires and evaluation forms will be maintained in a separate medical file, at Headquarters. C. Health Questionnaires are evaluated by authorized Department members only. If they appear deficient, they will be forwarded to a health care professional far medical evaluation. The health care professional may require a medical examination at County expense or either accept or refuse the application based on the questionnaire information. D. They will need to obtain a "medical release", based on the information provided on their application and based on the stress duty statement from a licensed physician. VOLUNTEER PROBATIONARY FIREFIGHTER: After the application and health questionnaires have been completed and cleared by Headquarters, the Career Captain will be notified. The trainee volunteer firefighter becomes a Volunteer Probationary Firefighter (VPF) and is allowed to participate in activities and training under direct supervision. At this time the Career Captain will prepare a personnel folder for the individual for filing and retention of the volunteer's personnel/training information. 2. As a condition of appointment, all Volunteer Probationary Firefighter's must complete the Green Book. Included are the general orders concerning proper behavior, non-discrimination, Department rules, and appearance. The Green Book must be completed and a copy of the `Acknowledgement & Sign-off Sheet' on file (Exhibit #1$) before a Volunteer Probationary Firefighter may respond to any calls or receive a pager. The Career Captain will retain the Green Book sign off sheet (a copy will be forwarded to the Training & Safety Bureau} in the station personnel file. Items that are loaned must be returned upon terminationlresignation. 3. When Volunteer Probationary Firefighters receive their protective clothing and pagers, they may start responding to allowable incidents and participate to their level of training, under direct supervision. 4. Upon completion of required basic training, Volunteer Probationary Firefighters are eligible for the Hepatitis B inoculation series (highly recommended). The Hepatitis B Inoculation and Exposure Record Form (part of Exhibit #9) is used to document this process. It is included within the standard application packet. If the VPFF wishes to take the inoculations, the inoculation request form is completed and given to the VPFF. The VPFF makes an appointment with Butte County Public Health and takes the exposure record with them to the Clinic. D : VFFS 412002 4 ~3CI~E2 Vi~lunteer SOG Volunteer Incentive Program RecruitmentiRetention In order to recruit and retain Volunteer Firefighters the Department will offer a Supplementary benefit program. This program's objective is to provide for supplementation to Worker's Compensation Benefits, should a Volunteer Firefighter be injured in the course of conducting official activities ("covered activities"). The program provides Life Insurance benefits, Physical Impairment benefits, Weekly income supplements, and Medical Expense benefits. In order to be eligible for these benefits a Volunteer Firefighter must be listed on the active volunteer raster maintained by the County Finance Officer. Furthermore, the current plan, offered through VFIS has plan limitations (Exhibit #19). Finally, the current plan (VFIS) offers excellent training tools for the Department. The Training and Safety Bureau will coordinate complimentary access to VFIS' cache of training tools in order to more effectively train and drill the Volunteer Firefighters. D : VFF26 4/2002 ~- I3CFE2 Vo(untcer SUG Volunteer Assistance Programs CHAPLAIN PROGRAM The purpose of the Butte County Fire Rescue Chaplain Program is to utilize qualified individuals to provide ministry support designed to meet the physical, emotional, and spiritual needs of Department personnel and/or their families. The Chaplain shall serve independently, non-denominationally and without compromise of personally held beliefs and convictions. The Chaplain does not take the place of the family minister, nor does the Chaplain promote doctrinal distinctive to his or her particular church, except by specific request of the person (s} involved. E3CFR Volunteer S<~G Volunteer Fire Fighter Training Requirements This guideline covers current VFF training requirements, re-certifications, and refresher training. VFF's shall attend all scheduled training sessions. Only the illness of the VFF or members of his/her immediate family, absence from the area or specific employment commitments may be a reasonable excuse for absence from training sessions. VFF's shall attend a minimum of sixteen (16) regular drills per year and a minimum of 2 drills per quarter. VFF's can make up drills with other VFC's. Other formal training may be substituted far a regular drill. However, the 2 drills per quarter will not be waived. Failure to meet these minimum training requirements will result in termination. During a VFF's first year of appointment they are considered a VPFF. During this probationary period the VFF must complete all required training. Failure to complete the minimum required training will result in termination. Furthermore, during probationary status, the battalion chief may terminate any VFF without cause. A VFF shall complete a minimum of 32 hours of training annually to maintain active duty status. The VFF Company Captain should assist the VFF in making up missed training by affording the opportunity to train with surrounding volunteer companies or with career personnel (Exhibit #20, Model Training Schedule). Reimbursements will be either half-day class ar full-day class increments. A half day is generally defined as 4 hours or less and a full day as being more than 4 hours. A half-day training reimbursement is $9.00 and a full day training reimbursement is $18.00. E : VFF18 4/2002 i BCFR Volunteer SOC:~ Annual Skills Maintenance Checklist - A yearly checklist of those perishable skills required for each VFF to maintain proficiency. Annual skills sheet (Exhibit #21 } shall completed by each VFF. Guidelines: Training Requirements: New applicants of the Department must attend mandatory training classes and attend VFC drills. Prior to emergency response, the applicant must complete the minimum training requirements. Additional training requirements are also required within the first year. All members of the Department are required to maintain all required certifications and to attend and complete mandatory refresher training. VFF's will be reimbursed with a training reimbursement for all mandatory training, re-certification and refresher training. Registration fees, college fees, books and materials, and any other expenses incurred for this type of training may also be reimbursed (Exhibit #22}. Original receipts are required for this process. Normally, there is no out of pocket expense incurred as the Department is either invoiced or assumes expenses far mandatory training. Mandatory training requirements may be waived far any applicant possessing a valid certificate for entrance requirements. Monthly Company Training Drills Each VFC is required to conduct a minimum of 2 regularly scheduled training drills per month. These drills are designed to improve or maintain incident skills of each individual {such as ropes & knots, ladders, SCBA's, fire shelters, etc. or to conduct company drills such as forward lay, reverse lay, basic structure attack, wildland hose lays, etc. or to conduct multi-company drills). Each drill will be reimbursed with ahalf-day training reimbursement. The primary objective of the regularly scheduled drills is skills maintenance. If mandatory and/or refresher training is conducted as part of one of the two monthly drills, no additional reimbursement is authorized for this training. All other training, other than mandatory or re-certification training, for which a reimbursement is requested beyond the two, must be pre-approved by the Battalion Chief. E :VFF 18 412002 ~3CI~R Volunteer S(~G Non-Mandatorv Trainina Courses Each year the Department and the Butte County Interagency Training Officers Association, in conjunction with Butte College, offer numerous training courses. These courses include ICS classes, CSFM Level 1 and Level 2 courses, CSFM FSTEP courses, specialty courses in hazardous materials, fire prevention, fire investigation, structural fire control, wild land fire control, transportation emergencies, and special rescue. Most of these courses are free to Department personnel. The Department pays the registration fees, college fees, books and materials, and mast certification fees. The exceptions are the CSFM CFSTES fees that must be pre-approved by the Training & Safety Bureau. Typically, CFSTES certification fees will NOT be approved. Please check the training announcement for any additional fees. Requests for training must be pre-approved by the Training and Safety Bureau. Minimum Mandatory Training Requirements PRIOR To Response: Medical clearance and respiratory fit testing is required PRIOR to being issued the Safety and Orientation Handbook (Green book). Upon approval medical clearance and respiratory fit testing, the VFF will be given the SafetylOrientation Handbook ("Green Book") It includes all the necessary information, policies and performance standards for a new VFF. The VFF Training Officer and the Career Company Officer will provide this training. The VFC Training Officer, the Gareer Captain, and the respective Battalion Ghief must sign off the Performance Summary page, within 60 days from when their application was approved. The Performance Summary is then forwarded to the Training and Safety Bureau. After the Safety and Orientation Training is completed, the new VFF must complete one of the following requirements within the first year of service: Complete the Basic Skills and Safety Course, First Aid, CPR, Hazardous Materials FRO, Confined Space Awareness, and Swiftwater Awareness or Have previous fire fighting training andJor experience that is approved by the Training and Safety Bureau Chief, to include current First Rid, CPR, Hazardous Materials FRO certifications, Confined Space Awareness, and Swiftwater Awareness. Attack Qualified: STRUCTURE FIRE: Full participation (interior/exterior attack, ventilation, salvage, overhaul, rescue, etc.). Only one academy will be reimbursed. If applicants have completed an approved CSFM FFI Academy within the past 3 years, attendance in Basic Skills and Safety Training will be waived. Proof of completion will be possession of a valid certificate. Those applicants who have completed an approved CSFM FFI Academy beyond 3 years, or have completed an equivalent fire fighter academy in another state or the military, for example, may challenge the course. Requirement also may be waived by the Department's Training and Safety Bureau Chief based on previous job experience and/or training. Volunteer Fire Fighter Engineer -Required Engine/Water Tender Operators Volunteer Fire Fighter Engineers are required to attend and pass the Butte College Emergency Vehicle Operations course, Basic Pump Operations course, ICS-200, Introduction to Incident Management, and skills testing prior to operating Department apparatus. Those individuals possessing a SFM Driver/Operator 1A AND Driver/Operator 1 B certificate may challenge the course. The challenge will consist of passing the manipulative exams as proctored by a Department career company officer. E : VFF18 4/2002 ~3CFR Vt~luntc~r SOG The Station Captain must complete the Request for Authorization to Drive Department Vehicles (Exhibit #23} with a current (original) DMV printout. This form is sent directly to the Training and Safety Bureau for verification of completed training. The Training and Safety Bureau then sends an Authorization-to-Drive letter to the respective Battalion Chief for approval of the VFF to be approved as a Driver/Operator. Those VFF's who receive a DMV learning permit, and wish to receive a reimbursement for additional driver training must first obtain approval from their Station Captain. All VFF Engineers and Operators must have a DMV Class B Commercial or Firefighter License and re- certify every 4 years in a Defensive Driver course. INSTRUCTIONS FOR OBTAINING ACLASS BCOMMERCIAL/FIREFIGHTER LICENSE 1. Obtain a current DMV Gammercial Drivers handbook and application at any DMV field office. 2. Student needs to apply for Class B license with air brake and tank endorsement. Student may choose either Commercial or Firefighter license. Student may also choose to apply for haz-mat, haz-mat bulk and passenger endorsements, if so desired. 3. After studying the handbook, student can return to DMV office and take the appropriate written exam(s). 4. Upon passing the written exam student will receive astudent-driving permit. This allows students to drive with another class A or B licensee in order to train for the DMV driving test. 5. When the student feels hetshe is prepared for the drive exam, they may contact one of the CDF designated drive test examiners to schedule a test date. Give examiners at least 2-4 weeks to schedule an appointment. 6. The drive test consists of three sections: • Pre-trip inspection, • Skills and • Road test. The test criterion is approved by DMV on an annual basis. Na other test criteria will be allowed or used unless the student chooses to take the drive test through a DMV field office. 7. After successfully completing the drive test, student will be issued a DMV form DL-170 Certificate of Driving Skill by the DMV examiner. Support of Training Drills Career staff will directly support Volunteer Fire Companies by attending and participating at company training and drills. Each career fire station is assigned to support at least one Volunteer Fire Company (Exhibit #26}. Support will include attending all company training sessions and training drills, unless excused by the duty Battalion Chief, or an emergency response precludes or interrupts attendance. Career fire stations will provide supervision, instructions, and/or support for all training exercises and drills. The Training & Safety Bureau will provide an annual schedule far one of the two drills per month. The Career Station Captain will coordinate the other monthly drill with the Volunteer Company. Battalion Chiefs shall attend at least two drills per year per assigned volunteer fire company. Division Chiefs shall attend one drill per year for each of their assigned VFC's. E VFF19 4/2002 L3C(~R Volunteer SUCH Drill and Emergency Attendance Rosters All training attended by volunteer personnel will be recorded on the three-part Drill and Emergency Attendance Roster. This form will also be used to record attendance at all emergencies far the purposes of reimbursing volunteers for their expenses. A copy of this farm will be filed at the station level. All copies will remain on file, at the station level, for a minimum of 10 years (ISO requirement). As an option, the CDF Fire `TRAIN TRACKER' program can be used by VFC's, as a supplemental training database. However, in all cases the Drill and Emergency Attendance Roster must be completed. E : VFF20 4/2002 [3CFR ~'~7luntcer SOG Rules of Conduct No member shall commit any act that in any way tends to bring discredit to the Department, the County of Butte, City of Gridley, City of Biggs, or the State of California. No member shall use any indecent, profane, uncivil or boisterous language in the presence of the public at the scene of an incident, at the fire station, or while acting in an official capacity far the Department. No member shall be under the influence of any alcoholic beverage or drugs, while in uniform or when on duty, including while responding to alarms either on Department apparatus or in private vehicles. No member will have any detectable indication of alcohol consumption including smell, while responding to or working at an incident. A VFF will not respond for eight (8) hours after consumption. However. the previous policy statements will take precedence over this general rule. Only members and personnel authorized by a Chief Officer may ride on any Department fire apparatus or other vehicle. All members acting in an official capacity far the Department shall do so in a professional manner at all times. Gambling, liquor, drugs and firearms are not permitted in any fire station or on the grounds of same, nor are they permitted in any Department vehicles or at the location of any Department incident. NO member shall use the name of the Department, equipment, a fire station, badge, I.D. Card, etc., in any commercial or private enterprise for any personal gain. Na member shall accept any reward, fee, or gift from any source far service rendered in the performance of duty, except as authorized by the Chief. No member shall be discourteous or disrespectful to any other member, the public, or to anyone from a cooperating agency. No member shall change, alter, add to, or remove any equipment from any station or apparatus without first receiving proper authorization from the Battalion Chief or his designated career officer. F : VFF9 4/2002 BCFR Volunteer SOCK Every member should always exercise proper precautionary safety measures to avoid injury to himself/herself and/or others while he/she is engaged in any incident response, while working around the station and apparatus, and all other activities. Each member shall comply with all Department policy, rules and regulations and all Local and County Ordinances and State laws. Failure to do so may result in removal from the department. Sexual Harassment/Discrimination: Each member will respect other members, career employees and private citizens' right to be treated with respect and dignity. Actions, remarks or innuendo's of a sexual or discriminatory nature will not be tolerated. EEO training for VFF's will be four (4} hours every two (2} years. The VFF shall not change, alter, add to, or remove any equipment from any statian or apparatus without first receiving proper authorization from the Career Company Officer. Department controlled facilities shall not be used for anything other than fire department business without the express approval of the Career Company Officer. VFF's shall not obligate the California Department of Forestry and Fire Protection, County of Butte, City of Biggs, or City of Gridley for the expenditure of public funds. The VFF shall not sell, give away, misuse or in any way dispose of any property belonging to the Gounty of Butte, City of Biggs, City of Gridley, or the State of California. The VFF shall not loan or appropriate for personal use any such property without proper authorization and proper record keeping. Every VFF shall immediately report the loss of any Department property, such as radios, fire tools, etc., to the Battalion Chief, Incident Commander, or Career Company Officer. Each Career Station will maintain a current file of the Rules of Conduct in which all VFF's have read and signed. This policy should be reviewed yearly by all VFF's and resigned. Any violation of Policy (Alcohol/Drugs) will be addressed immediately. The responsible Career Captain will immediately relieve the offending member of their responsibilities. If the member appears to be legally incapable of driving, he/she will not be allowed to leave the scene in his/her vehicle if helshe is the driver. If he/she elects to drive, law enforcement will be notified. F : VFF9 4/2002 [3CF[Z Volunteer SUG Immediate follow-up will occur through the Disciplinary process to address this problem. Depending on the severity, the action should range from suspension (90 days) to dismissal. The Fire Chief has established the following Code of Conduct as a baseline. All Department members shall comply with this Code of Conduct. Professionalism: 1. Code of Conduct applies any time you are in the public eye as a Firefighter, anytime you are identified with the Fire Department, and any time you are in contact with others because of your fire department association. 2. Act professionally and you will be treated professionally. Know your jab, know your equipment, and know your assignment, stay within your scope of practice. 3. Identify yourself and your level of expertise. Ask before you assume. 4. Story telling, loud boisterous behavior, disagreements, off-hand comments, laughter and morgue humor should take place away from emergency operations. 5. Do not use a harsh tone or offensive language, including racial slurs, sexual comments or swearing. 6. It is expected that operator's of private vehicles will obey all traffic laws when responding to emergencies. 7. Respect the level of certification and/or rank of others in the emergency field, regardless of agency affiliation. Develop rapport with other agencies. Respect their requirements. 8. Return everything to its' proper place an the apparatus or in the station. Customer Service: 1. The public is our customer and they deserve top quality service. 2. Put yourself in the customer's place. Respect the customer's person and property. 3. Remember that the customer is probably a friend of a firefighter or politician. Do not give false hope. Internal Affairs: 1. Officers lead by positive example. Career personnel are to treat volunteers with respect and vice versa. 2. CDF Fire "Rules of Behavior" apply when staffing/covering any fire station. 3. Deal with in-house problems in a professional manner and through proper channels as they arise. 4. Everyone has a right to state their opinion without criticism with each other {not the customer}, during apart-incident critique. Use constructive praise, as well as criticism in a critique. F : VFF9 4/2002 4 BCFEZ l'vluntecr SC~t~ VFF Response Criteria VFF INCIDENT ASSIGNMENT The following policy will be adhered to by all VFF's while responding to or working on all incidents. DRIVING AND PARKING: All VFF's will maintain safe and courteous driving habits. The public and other agencies opinions of the fire service can be greatly influenced by personnel driving to and from emergency incidents. More importantly, driving in violation of the Vehicle Code is unsafe to the driver and other drivers/pedestrians on the roadways. VFF's responding to any incident in a personal vehicle must drive in a safe and courteous manner, observing all traffic laws of the California Vehicle Code. There is no such thing as "Code 3" response in a private vehicle. VFF's must always be on the alert for responding emergency vehicles, particularly at intersections. VFF's should never follow an emergency vehicle more closely than is reasonable and safe, having regard far the traffic and road conditions. The minimum distance is 300 ft. Under no circumstances, will any private vehicle, while in motion, display its hazard warning lamps. Furthermore, use of vehicle horns and/or flashing hi-beam lights to force cars aut the way is strictly prohibited. VFF's must use good judgement when parking their vehicle, so as not to interfere with the positioning, operation, and movement of fire, medical, and law enforcement vehicles. VFF's will display the standard "BCFR Volunteer Fire Fighter" plaque on the front dash (mirror, sun visor) once they arrive at the emergency incident. Furthermore, headlights shall be turned off to not cause blindness to oncoming vehicles. Hazard warning lamps shall be used when any vehicle is parked in a hazardous location. INCIDENT SCENE: Follow the rule and procedure of the Accountability System on all incidents at which it is implemented. When arriving at an incident, report directly to the Incident Commander or the Staging Area manager, if assigned. When assigned to a Company Officer, continue to work under his ar her direction until reassigned or released.. F :VFF 10 4!2002 F3CFR Volunteer SOG Obey all policies and regulations of the Department and this SOG. Remain with the assigned apparatus until directed or ordered into action. Be on the alert far other activities occurring at the incident. Do not work in conflict with them. While working around all fire scenes be on the alert for, and make every effort to preserve evidence, as to the possible cause of the fire. While at Traffic Collisions do not move vehicle parts from the roadway, unless they present a serious life safety hazard, until instructed to do so from your immediate supervisor (law enforcement investigation procedures). VFF's should make no comments/opinions regarding any of the fallowing, except to their career company officer: Location of valuables Cause of the fire on incident Location of human bodies Lass estimates Suspicious nature of fire Any VFF finding money or other valuables, or receiving complaints of theft ar loss of the same at the scene of an incident, shall report details to their immediate supervisor. VFF's will not remove any item or materials from the scene of an incident, regardless of the perceived non-value. VFF's observing other employees or members of the public removing items from the incident scene shall report it promptly to their immediate supervisor. F : VFF10 4/2002 2 -~ , BCFR Volunteer SOG Disciplinary Procedures The purpose of discipline is to provide an orderly environment in the fire department. Since we provide an essential service to people, and are entrusted with their lives and property, it is essential that we operate within these parameters of behavior and performance. On occasion volunteer fire fighters will operate outside of this good order in violation of the rules. It is there our purpose to correct the behavior and retain the volunteer as a member in good standing in the fire department. Disciplinary procedures for a VFF are based on procedures utilized for career employees and will be applied in the same manner. When a supervisor determines that the facts surrounding an infraction of rules or regulation warrant disciplinary action, that action should be initiated as soon as possible so as to minimize time between offense and the prescribed corrective action. The severity of the infraction will dictate what course of corrective action will be initiated. TYPES OF DISCIPLINRRY ACTIONS Informal disciplinarv actions: Informal disciplinary actions are defined as corrective interviews and Letters of Warning. They are generally the first step of corrective actions taken when the employee's behavior or performance is unacceptable. Before employees can change undesirable behavior, they must be advised that their present behavior or performance is unacceptable, and they must be advised as to what is expected of them. Informal actions such as corrective interviews or Letters of Warning are used to inform employees of the accepted standards as well as unacceptable behavior or performance. Because actions such as these are not classified as formal disciplinary actions, they are not filed with the Battalion Chief. However, these actions may be used later as supporting documentation (maintained at the station level) for a formal corrective action. Formal disci lino actions: Formal disciplinary actions include suspension, demotion or dismissal. Formal disciplinary actions are usually taken following a serious infraction of rules or standards or after repetitions of lesser infractions. Upon request, the employee must be given access to the material developed in support of the action within 5 working days. F : VFF22 4/2002 . ~ BCFR Volunteer SOG The process leading to formal written notice should be started within 15 calendar days. The file will then be forwarded to the Battalion Chief for filing. REASONS FOR INFORMAL DISCIPLINARY ACTION: (Corrective Interview) Failure to complete training in prescribed time frame Failure to attend training drills Failure to respond to incidents Failure to follow safety procedures. Minor infractions of VFF Rules. Note: Volunteer Captain and/or Career Captain will determine if disciplinary action is appropriate. Any action taken shall be discussed with the Career Captain for appropriate action. REASON FOR INFORMAL DISCIPLINARY ACTIONS: (Letter of Warning) Repeat of infraction requiring previous corrective interview. Negligent use of Department equipment. Insubordination to a VFF Company Member or Career Company Officer. Note: Volunteer Captain and/or Career Captain will determine if Letter of Warning is appropriate. Any action taken shall be discussed with the Career Captain for appropriate action. REASONS FOR FORMAL ACTION: Suspension, Formal Dismissal. The Battalion Chief will initiate all formal action. Repeated infraction of rules that required previous Letter of Warning. Serious safety violations. Responding while under the influence of intoxicants. Unauthorized operation of Department equipment. Use of influence as being a VFF. Any infraction of rules deemed serious enough by the Career Captain andlor Battalion Chief. Failure to complete "Fit-Test" requirements within 60 days of receiving health questionnaire (6 month suspension). The "Hearing Officer" will be a Division Chief from another division. Copies of informal actions are retained at the career station level for a period of three (3) years. Copies of formal actions will be retained at headquarters, in the VFF's file, for a period of three (3) years. F : VFF22 4!2002 4 E3CI~i: Volunteer SOG Grievance/Complaints The Department will utilize a formal process for an individual VFF to address any grievances/complaints. The purpose of a formal grievance process is to provide a means to resolve issues that cannot be resolved by informal means. The process allows all parties to the issue an opportunity to be heard and ensures that a reasonable resolution is attained. Procedure The following procedures will be utilized should a VFF have a grievance/complaint. Informal VFF to discuss and attempt to resolve grievance/complaint with immediate VFC Captain and/or Career Captain. If not resolved, the issue is to be discussed with the Battalion Chief or his/her designee, as appropriate. Formal If the issue cannot be resolved in the informal process, the VFF may address his/her grievance/complaint to the Battalion Chief by utilizing a written format {see Grievance/Complaint form, Exhibit #27). Upon receipt of the grievance/complaint, the Battalion Chief will research the issue and respond to the VFF in writing as to his/her findings and decision within fifteen (15) calendar days. If the VFF does not agree with the decision of the Battalion Chief, he/she may forward his/her grievanceicomplaint to the Chief within five {5) calendar days. The Chief will assign the appropriate Division Chief to review the issue and to formulate a response. The Chief's decision will be final and will be rendered within (15) calendar days (unless a mutually acceptable extension is agreed to). It is the intent of this policy that all grievances/complaints be settled at the lowest possible level. F : VFF23 4/2Q02 f3CFR Voluntccr SOS; VFF Response While it is the intent of the Department to recruit, train, and maintain a highly motivated workforce of VFF's, it is also the intent to manage and maximize the cost effectiveness of this resource. It is the policy of this Department that VFF incident response will occur by pre-defined criteria that assures cost efficient and effective VFF utilization. Response Criteria The following criteria will guide VFF responses within the Department. Individual Stations will prepare station response guidelines utilizing the following minimum standards and providing site specific clarifications where needed. Dispatch Nomenclature: VFF Company (i.e., Co. 81) will include all VFF personnel. VFF Apparatus (i.e., Water Tender 81) will include the apparatus and the pre-determined minimum staffing. Dispatch Guidelines: VFF incident responses will be based on alert notification from the Emergency Command Center (ECC). VFF's will not respond to incidents on an automatic basis (without being alerted by ECC). Exceptions can be if a VFF is close to a call and can render aid. Automatic Station Coverage Automatic station coverage with VFF's will not normally occur. When it is necessary and requested through the ECC, three VFF's are authorized to receive reimbursement during the time of the assignment (ECC will specify apparatus to be staffed). Unauthorized VFF Responses VFF responses outside of the criteria defined in these procedures are not authorized unless there is a legitimate reason, normally based on the VFF's close proximity to the incident and the urgent need for assistance. F : VFF37 4/2002 E3Ci~R Volunteer SOG Hepatitis B Vaccinations All VFF's will be offered, at Department expense, the Hepatitis-B Vaccination. This will consist of a series of 3 vaccinations over a specified time period. If the VFF elects to receive this vaccination, they must do sa prior to responding to Emergency Medical Calls. If the VFF elects not to receive the vaccinations, they may respond to Emergency Medical Calls after completing the minimum training specified in these SOG's and by submitting the Hepatitis-B Certification form, declining the vaccination. The Department highly encourages all personnel to receive this vaccination series. G : VFF21 412002 BC1~12 l'olunteer SOC; Personal Protective Equipment Replacement Replacement of Issued Safety Gear Replacement of lost, stolen or damaged safety gear will be handled in the usual manner. A "Property Lost and Damaged" and an F-72A "Material Requisition or Transfer" will be submitted through channels to the Career Captain. Damaged gear must be produced before replacement by Station 73 will be made. In the event of stolen item, a police report will be required. Any equipment that is lost, stolen, or damaged, due to the negligence of the VFF, may subject that VFF to pay its replacement cost. The Operations Division Chief makes determination of negligence. In the event that equipment loss or damage has occurred, the Career Company Officer will prepare documentation and recommend the appropriate action for the Battalion Chief's review. G : VFF32 4/2002 E3CFR ~%t~l~inteer SOCi Personal Protective Equipment {PPE) Issuance The following steps must be followed for a VFF to obtain safety clothing: New VFF should try on other volunteer or career personnel apparel to verify proper size and fit. Make an appointment with Fire Station 73 for the individual to obtain his/her gear. {The Career Company Officer will schedule this appointment}. When a new VFF is obtaining the equipment, it is required that the volunteer have an MRT (FC- 72A} from their career captain. The Career Captain or Battalion Chief must sign the MRT. If "All Safety Clothing" is specified on the MRT, the assigned complement will be issued. If different, the individual items (for exchange, etc.) should be specified. The Career Company Officer must make an appointment with Fire Station 73, before the VFF PPE can be obtained The loan slip will be filled out and signed Fire Station 73. Original copy of the loan slip will remain at Fire Station 73, one copy given to the VFF, and one copy will be given to the career fire station where the VFF is assigned. This form makes the VFF financially responsible for the PPE issued Care of PPE: Each VFF must understand that PPE is a critical factor in protecting them. Therefore, they must be very diligent in keeping PPE clean, in-service, accounted for, and kept out of harmful environments (direct sunlight, hot dryer, bleach solutions, oils, etc.} PPE is very expensive and timely to replace. It is every VFF's personal responsibility to practice extreme care with their PPE. Laundering of PPE should be done only at a fire station facility with Department issued detergent (liquid Tide without Bleach). PPE should not be put in a dryer unless using no heat (just air- "fluff'). Turnouts shall be washed with all three barriers snapped together. Gross contaminants should be rinsed off prior to laundering. PPE should be hung out to dry, free of direct sunlight. G : VFF29 4/2002 BCCR V~~luntc~r 50Cr When a VFF terminates. the Career Comoanv Officer will: Receive the safety gear from the fire fighter in useable conditions (washed). Assume the responsibility for the inventory. Verify the serial numbers of the safety gear from the loan slip, which was sent to the station when the gear was issued. Issue an F-72A "Material Requisition and Transfer" from the VFF to station manager. Return the safety gear, along with the F-72A, to Fire Station 73 within fourteen (14) calendar days. This equipment shall not be re-issued at the station level. Safety clothing will only be issued to new VFF's after receiving medical clearance/approval as a VPFF. If all the necessary apparel for any individual package is not available, partial issuance will be made until full issue is made. *VFF's will be issued yellow combination helmets (structure and wild land helmets). VFF Captains will be issued red combination helmets and VFF Lieutenants will be issued orange combination helmets. These helmets will comply with the Department's VFF helmet identification policy {Exhibit #28}. Helmets are provided with shields to identify the VFF's rank. G : VFF29 4/2002 3 (3CFR Vi~lunteer SC~G SCBAIFacial Hair VFF's are prohibited from wearing beards. Nothing, no hair, beard, or spectacle temple strap is permitted to pass through the face piece-to-face seal of the SCBA mask. Even if a fit test measurement can be obtained with any of these in place, the passage of anything through the seal is not permitted. G : VFF33 412002 E3CC~R Viiluntcer SC)C; Accident Reporting Procedures The fallowing lists procedures for reporting VFF injuries, vehicle accidents, damage to county property or the property of others, and incidents involving potential county liability. Contact the County Finance Officer far the accident reporting forms referenced by these procedures. Employee Injuries Supervisors (Career Captain/Battalion Chief) Responsibilities: Report the injury or illness IMMEDIATELY to the ECC (or IC if at an incident}. If necessary, provide first aid or medical treatment within 24 haurs from Premier Health Care, 1940 Feather River Blvd., Oroville, CA 95965; Prompt Care, 560 Cohasset Road, Chico, CA 95926 or 888 Lakeside Village Commons, Chico, GA 95928; Job Care, Feather River Hospital, 5974 Pentz Road, Paradise, CA 95969; or Biggs/Gridley Memorial Hospital, 240 Spruce Road, Gridley, CA 95948. 2. A Worker's Compensation Claim Form (DWC Form 1, Exhibit #29) should be completed by the supervisor. The supervisor will give the injured worker a Facts Sheet far Injured Workers and a Work Status Report. 3. Complete the Field Report of Accident/Damage (Form S-1, Exhibit #29) and the Accident Investigation Report {Form S-1A, Exhibit #29}. Prepare Employers Report of Occupational Injury or Illness (Form 5020, Exhibit #29). Review, sign and send all forms to County Finance within 24 hours. In cases of serious injury or death, immediately call your Department Head and Risk Management at 538-7631. 4. If the accident results in bodily injury to anyone, or if physical damages to any vehicle will cost mare that $500 to repair, telephone Risk Management at 538-7090 and the County Finance Officer as soon as possible. Vehicle Gollision Reporting Procedures, Department Owned Vehicles: The following procedures will be used to report all vehicle collisions involving Department vehicles and employee vehicles, when used to conduct Department business: G : VFF38 412Q02 E3CI R ~'uluntecr SOG 1. All vehicle collisions will be reported to the ECC immediately. The ECC will promptly notify the covering Battalion Chief and Duty Chief immediately. 2. Following the collision, VFF to complete the attached "Field Report of AccidentlDamage" (Exhibit #29}. Be sure to obtain the names, addresses, and telephone numbers of all parties in the collision. 3. Submit the "Field Report of Accident/Damage" to the covering Battalion Chief, via the career station. This report should be submitted within 24 hours. The covering Battalion Chief will make the appropriate Departmental notifications. 4. Da not discuss the accident with anyone other than the investigating officer, your supervisor, authorized county officials or the county's insurance adjuster. Supervisor Responsibilities Within 24 hours of the accident, complete the Accident Investigation Report (Form S-1A) and submit it and the Field Report of AccidentlDamage (Form S-1) to the Department Head. Note: If the employee is not capable of completing the Field Report of AccidentlDamage (Form S-1 }within 24 hours of the accident, then the employee's supervisor should complete the report and send it to the County Finance Officer. Other Property Damage All other incidents resulting in damage of county property or the property of others should be reported to the County Finance Officer as soon as possible utilizing the Field Report of AccidentlDamage (S-1) and Accident Investigation Report (Form S-1A). G : VFF38 4/2002 2 r3CFl: Volunteer SUCH Return to Duty Injuries/Illness Return to Duty Clearance If injured or seriously ill. the VFF must notify the Department as soon as possible of the injury occurrence. A VFF must have a written statement from a qualified physician certifying fitness and health for return to duty. The injured Volunteer Fire fighter will transmit to the Career Captain the written documentation. The VFF Stress Statement (Exhibit #13) will be the basis for the physician to make his/her determination on the VFF meeting medical requirements and having the ability to resume emergency duties. The Volunteer Fire fighter must seek Career Company Officer approval prior to returning to duty from an injury/illness. The Career Company Officer will assure that all appropriate clearance has been granted. This will include an authorized return to duty clearance, approval from the County Finance Officer, and, if needed, approval from the Battalion Chief. There is no `'limited/light" duty status for Volunteer Fire Fighters. G: VFF39 4/2442 c~c~~z v«l~l~~t~tr so~~ Reimbursement and Compensation Volunteer Firefighters The County of Butte will reimburse Volunteer Firefighters for transportation to and from incidents, drills, and training sessions. The Board of Supervisors will designate the amount of reimbursement. CDF Fire may also pay volunteer Firefighters for work on wild land fires, when authorized by the Incident Commander. The County of Butte has authorized reimbursement to its Volunteer Firefighters for each incident that they respond to or training drill attended. This reimbursement is to help reimburse the Volunteers far the out of packet cost incurred getting to and from incidents and drills. Normally, each volunteer is reimbursed once for each incident, drill, ar training. Double reimbursements for authorized drills or training that exceed four hours can be made. A Career Captain must authorize a double reimbursement. Reimbursement will not be paid if the company member does not attend a drill or emergency response. The following is a list of activities that qualify for reimbursement: 1. Monthly training drill 2. Monthly business meeting (2 hours must be organized training) 3. All volunteer Fire Academy drills 4. All Standard First Aid and CPR training 5. All Department-wide Volunteer meetings 6. All required refresher training. 7. Scheduled multi-company drills. 8. Any special drills (e.g. training fires and extrication classes). The Battalion Chief must authorize these drills before payment will be made. 9. Emergency activity, including dispatch of volunteers to an emergency or cover assignments. 10. All mandatory training. Training, work sessions, social events/fundraisers, and drills organized by the Company that are not authorized by the Career Captain do not qualify for payment. H : VFF25 412802 BCFR Vt~lunteer SOG Local Response Area Compensation Responding VFF's will receive a $7.50 expense reimbursement for each incident to which they respond. VFF's shall sign the "DriIIlResponse Raster" or report their time to the appropriate station personnel within 24 hours of incident occurrence. VFF's will receive a $9.00 expense reimbursement for each authorized training drill attended. VFF's will receive $7.50 per occurrence for coverage of fire apparatus when directed by the Emergency Command Center. Due to Workers Compensation Insurance requirements, it is necessary that the Department provide an accurate roster of all VFF's an a monthly basis. Each station with a VFF allocation will be asked on a monthly basis to provide an updated VFF roster (if changes} and forward to County Finance for verification purposes. The County of Butte publishes the work period for VFF's annually. Drill/Response rasters are due in to County Finance no later that the end of the work period. If these time limits are met, the VFF should receive reimbursement approximately 2 weeks after the end of the work period. If the specified due date far arrival at County Finance is not met, a one month delay in receipt of VFF reimbursement should be expected. CDF can use State Emergency Fund monies to pay for fire suppression assistance on fires where VFF's are utilized in excess of three {3) hours. The following guidelines will be used by the Incident Commander in paying volunteers on fires in excess of three hours: 1. The payment period will be retroactive to time of dispatch. 2. The normal one time reimbursement by the County/City will be waived. (Roster must still be submitted to document response but must be marked "No Pay"). 3. The Incident Commander {usually delegated to the assigned career station) is responsible to see that the FC-42 time slips are completed. 4. Pay rates will be as follows: a. Emergency Worker II -Fire Engine Firefighter b. Emergency Worker III -Fire Engine Operator 5. Unless a current W-2 form is on file, maximum withholding deductions will be made. 6. When volunteer firefighters are hired an an FC-42 to cover fire stations, they will work ("hard" hours) a normal eight (8) hour day performing activities such as training, fire prevention, andlor station maintenance. The remaining hours will normally be performed in standby status. H : VFF25 4/2002 I3Cl~'R Volunteer SC)t~ State Responsibility Area Compensation (SRA) When engaged in SRA incidents such as vegetation fires, or special staffing due to a state fire, VFF's shall be paid on the Emergency Fire Time Record (Form FG-42). The rate of pay shall be consistent with work being performed and does not have to be consistent with individual's VFF rank. FIRE SEASON PERIOD All fire related incidents within the State Responsibility Area are chargeable as SRA incidents and paid at the current state responsibility Emergency Worker rates. Non-fire related incidents, or fires that do not burn or threaten the SRA, do not apply to this category. NON-FIRE SEASON PERIOD All incidents will be reimbursed using the Local Responsibility Area guide unless there is a clear threat to the State Direct Protection Area and 00900 funds are authorized. State Fires: For incidents less than three hours reimburse using the regular LRA guide (DriIIlResponse Roster). For incidents three or more hours, round off to nearest one-fourth hour; pay on Form FC-42. All eligible hours (retroactive to first hour) to be considered. Drill/Response roster will be completed but marked "NO PAY". Use pay rates and follow FG-42 pay instructions (found in State Finance Handbook}. Submit FC-42's based on the pre-determined pay periods established by the state. H : VFF2S 4!2002 3 E3CFR Volunteer ~OCi Volunteer FC-33 Requirements A completed FC-33 (Overhead, Crew, and Equipment Time Report) will be collected and submitted through channels for every unit or overhead (Schedule A, B, or C) at scene of all fires or other billable incidents in the Butte Local Responsibility Area or State Responsibility Area. The Incident Commander on initial attack fires, extended attack fires, and other billable incidents where there is no Personnel Time Recorder, is responsible for collection of a completed FC-33 from each unit and overhead at the scene before that unit or overhead is released from the incident. Other billable incidents, regardless of responsibility area, include, but are not limited to, flood control, earthquake and other emergency related disaster assistance under requests from the Office of Emergency Services, activities involved under FEMA reimbursement criteria, and federal jurisdiction fires billable under reimbursement agreements. FC-33's collected at fire incidents will be turned over to each succeeding Incident Commander when command is transferred. The final Incident Commander of an incident is responsible for providing the collected FC-33's to the writer of the LE-66, Preliminary Fire Investigation Report. INSTRUCTIONS FOR COMPLETION OF VOLUNTEER COMPANY FC-33 Activity far volunteer companies and volunteer staffed equipment on all fires and other billable incidents must be reported on an FC-33 (Exhibit #30). This will help support the pay documents issued to pay for such activity. The duty day for volunteers is the calendar day, 0001 to 2400 hours. The following procedure will be used to complete the volunteer company FC-33. Use FC-33 farms revised 01/14/92 or newer. Block 1. Enter order (incident) number; (example: CABTU06551) Block 2. Enter request number (If initial attack, enter ItA; if you are given a request number before response, put the number given; example: Request E- 200 for Equipment, or Request 0-21 for Overhead). Block 3. Fire Number. Station personnel can enter this later, if not readily available at the time the other blocks are completed. Block 4. I : VFF35 401002 t3CFR Volunteer SCX; Safety Operation County Vehicles The operators of emergency vehicles will adhere to the general orders for emergency response for the Department as listed below. General Orders: California Vehicle Code allows the drivers of authorized emergency vehicles, when responding to emergencies, certain exemptions to the laws as it pertains to speed and other traffic restrictions. It does not relieve the driver from the duty to drive with due regard for the safety of all persons using the highway nor protect the driver from the consequences of an arbitrary and careless exercise of exemption privileges. Drivers must be aware of the limitations of visible and audible warning devices, such as red lights and siren. The safety of the general public must public must take precedence in all cases over the response speed of emergency vehicles. The following guidelines are established in accordance with the California Vehicle Code: The fact alone that a vehicle is an authorized emergency vehicle does not relieve the driver from the duty to comply with the rules of the road. Before a pedestrian or motorist can yield the right-of-way, that person must be afforded the opportunity to do so. In crossing an intersection Cade 3, the speed of the emergency vehicle shall not be greater than that enabling the vehicle to stop without collision should the right-of-way be violated. In no case should a vehicle proceed through a red light or stop sign at a speed greater than 5 miles per hour. At times it may be necessary to come to a complete stop at an intersection and then cautiously proceed after it has been determined that the intersection is clear. Do not pull up immediately behind a vehicle and suddenly sound the siren. The driver may stop right in front of you. Do not pass an the right unless no other course is open, then only at safe speeds and after you are positive that the car you are passing will not drive to the right as you go by. Do not exceed pasted speed limit by more than 10 mph. Do not sound the siren at its highest pitch continuously. Fluctuate it throughout the tonal range. Keep near the center of the roadway so that on-coming vehicles can see the red lights approaching. I : VFF36 4/2002 I3CI~R Vulunt~er SU(. Do not closely follow another emergency vehicle. A motorist may yield to the first emergency vehicle and then pull out in front of you. The best route of travel for making emergency response often entails driving on a freeway. Use of red lights and siren on a freeway is not required provided that the vehicle is not exceeding the posted speed limit or disregarding other traffic regulations. The unnecessary use of the siren and red lights on a freeway may cause confusion on the part of other traffic, which can impede the safe flow of traffic. The use of the air horn will be kept to a minimum. Excessive use of the air horn may drown out the siren. During Code 3 responses, the device should be used only when approaching intersections and then two ar three short blasts should suffice. When responding Code 3, whether by night or day, headlights should be lighted. This provides an additional margin of safety by assisting in drawing attention to the apparatus. Requirements: Each person who drives a County vehicle will: A. Possess a valid drivers license appropriate to the type of vehicle operated. It is each person's responsibility to ensure that his/her license is renewed on time, is valid and of the appropriate type. The Department will not pay for driver's license renewal. The driver's license number will be written on the volunteer application. B. Attend and successfully complete a Department approved defensive driver training course and a refresher course at least every four years. The Training and Safety Bureau will offer these courses and record names of those who pass. The Volunteer Captain will ensure that all operators/engineers within a company are current in this training. C. Each driver will be subjected to a driver's license check with the California Department of Motor Vehicles.- The license check will be done at Headquarters. The Battalion Chief/Career Captain will notify personnel with questionable records. The driver's license check will list all traffic law violations and accidents. Drivers who have a history of two or more moving violations and/ar accidents within a three year period will not be permitted to drive without the express written consent of the Fire Ghief. D. Each operator will read the defensive driving manual and sign a statement attesting to the fact that the manual has been read and understood. (53©J 538-7111 FAX (53t)) X3`3 7 301 To All Volunteer Firefighters From: Bill Sager, Fire Chief RE: Volunteer Firefighter Extended Benefit Insurance As an enhancement to the volunteer firefighter program in the Butte County Fire Department,. the County contracted with the Volunteer Firefighter Insurance Services for additional coverage in the event that you should be killed or injured while involved in an emergency incident as a volunteer. This action vdas taken at our request in the last budget session and is now in effect. Up until now the only protection afforded volunteer firefighters was workers compensation. Since you generate no income from being a volunteer firefighter, workers compensation had no means of supplementing your income if you became seriously injured on the job and unable to work at your regular employment. This new program gives you some further income protection. Fortunately volunteer firefighters in Butte County have an excellent safety record and we all hope that this is never needed, but it is finally there just in case. Attached is a sheet that summarizes the benefits in the event that you need the coverage. The next action is up to you. Also attached is a Beneficiary Designation for Accident and Sickness Policy form. This you need to fill out and sign and return so that we can retain it in your personnel jacket at headquarters. Although none of us likes to consider this, if you should be killed or die as a result of injuries sustained while involved in emergency activity this form must be on file for the insurance coverage to work. Please complete it and return it promptly. The backside of the form describes how the beneficiary is designated. On the front the organization is the Butte County Fire Department. The date member joined is the date you started as a volunteer firefighter with Butte Gounty. Also included with this insurance package is a whole host of training materials for volunteer firefighters that we will be using in the future. I am responsive to these sensitivities and, {~ ~ after reviewing the proposal in the draft volunteer guidelines document, I have determined that the Butte County Fire Department will resolve the issue of volunteer titles and identification through a process of attrition. n -` ' Y :. s ~ 4 .~ ~e ~ s r .. All current Volunteer Chiefs and Assistant Chiefs will retain their titles of Chief and Assistant Chief until they retire or resign from office, or are removed from office. On a voluntary basis, they may choose to immediately adopt the ne_w_ titles. As long as the current Chiefs carry the Chief title, they will retain their current white helmets with appropriate volunteer markings as identified in the draft document. As Volunteer Chiefs leave office, the Assistant Ghief (if they succeed the Chief in that office) may retain the title of Chief of the Company in the same manner as the current Chiefs, if they wish. Volunteer Captains will also retain their titles in the same manner. As the Chiefs and Assistant Chiefs leave office and are replaced by new people who have never held titles of Chief or Assistant Chief, they will then become Company Captains, and will wear red helmets as appropriately identified in the draft document. As current Captains leave office and new people assume those roles, they will be identified as Company Lieutenants and wear an orange helmet. On the official rosters for the volunteer companies, the current Chiefs, Assistant Chiefs and Captains will have the titles identified with an asterisk, to indicate that they are to remain until attrition takes place or they choose to make a voluntary transition to the new titles and helmet colors. Any of the current officers who wish to voluntarily change their titles to the new titles may do so at any time. However, none of the current officers will be forced to do so. I believe this method of making the change by attrition is sensitive to the needs and desires expressed by the Volunteer Chiefs at the draft review meeting an January 4, 2002, while at the same time recognizes that the fire department needs to move in a new direction in the future. Yaur judgment as to the volunteer's capacity to perform the job duties is needed. A volunteer firefighter in either an urban or rural area must have endurance to handle structural fires, rescues, floods, vegetation fires on steep terrain and respond to medical aids, traffic collisions and perform CPR as needed. While an major fires, a volunteer firefighter may be required to go without sleep and/or food for extended periods of time. A volunteer firefighter must have hearing adequacy within speech frequencies (uncorrected), full use of hands and feet, the necessary strength and agility required for extensive bending, stooping and squatting. He or she must be able to move heavy objects such as a150 pound, 1-1i2" hose charged with water. A volunteer firefighter must be able to work in situations where heat is so intense that exposed skin (face and hands} may be burned, and is required to wear heavy protective clothing. He or she may be exposed to heavy smoke and chemical fumes and exposure to chemicals and is required to wear a respirator. Duties involve field work requiring physical performances involving above average ability, endurance and superior condition, including occasional demand far extraordinary strenuous activities in emergencies, under adverse environmental conditions, and over extended periods of time; requires running, walking, difficult climbing, jumping, twisting, bending and lifting over 25 pounds; pace of wank is typically set by the emergency situation. Volunteers are expected to meet grooming and uniform standards and present a neat, clean, wel4-groomed appearance at all times. Occasional dirty work is not an excuse for lack of personal cleanliness. B. Interpersonal relationships at al( times are expected to conform to accepted standards of professional conduct, free from sexual harassment or displays of affection. C. The use of vulgarity, sexually suggestive comments or gestures, whether intended to be offensive or not, the display of explicit, obscene photographs, pictures, or posters or the use of any audio-visual equipment to produce such vulgarity will not be permitted. D. Both male and female volunteers will be treated equally. E. Possession of firearms, non-lethal chemical agents or deadly weapons by volunteers is forbidden on county or state properties. F. Designed far volunteer fire fighters. Course: EMERGENCY VEHICLE OPERATIONS COURSE Hours: 16 Description: This course provides students with information on driver responsibilities. Topics include: Vehicle laws, defensive driving techniques for emergency vehicles, techniques of basic inspection and maintenance for emergency vehicles, and actual driving exercises under simulated emergency conditions. Course: BASIC PUMP OPERATIONS Hours: 8 Description: This course provides the student with the information, theory, methods, and techniques for operating fire service pumps. Subjects include: Types of pumps, engine and pump gauges, maintenance, unsafe pumping conditions, pressure relief devices, cooling systems, water supplies, drafting, field hydraulics, and pumping operations. Course: VEHICLE EXTRICATION LEVEL 1 Hours: 16 Description: This course provides students with hands-on experience in the procedures and systems utilized during vehicle extrication. Subjects covered include: Auto extrication size-up, types of incidents, safety precautions, ICS far auto extrication, types of hand and power tools, removing windows, opening doors, removing roofs, pulling steering wheels, moving foot pedals, raising dashboards, pulling seats, stabilization of vehicles, and simulated rescues of trapped victims. Exhibit 31 ~ 1 I3CFR Volunteer SOG Course: LOW ANGLE RESCUE Hours: 16 Description: Designed to equip the student with the techniques and methods for using rope, webbing, hardware friction devices, and litters in low angle rescue situations. Areas covered include: Rope and related equipment, anchor systems, safety lines, rescue litter lashing and rigging, mechanical advantage systems and single line and two line rescue systems. Course: HAZARDOUS MATERIALS FIRST RESPONDER {OPERATIONS) Hours: 16 Description: Fire department personnel who may respond to releases or potential releases of hazardous materials as part of the initial response to the site for the purpose of protecting nearby persons, property, or the environment from the effects of the release. Meets and exceeds the requirements of CFR 29 1910.120 and CCR Title 8. Course: INCIDENT MANAGEMENT and RADIO PROCEDURES Hours: 6 Description: This course is designed to give the student the information and skills necessary to establish command, perform size-up, develop and implement an action plan, transfer command and organize an incident using an effective fireground management system. Course: CONFINED SPACE RESCUE AWARENESS Hours: 7 Description: This course provides instruction in identifying a permit and non- permit required confined space, the hazards associated with confined spaces, target industries and hazards, state regulations, communications, and equipment requirements. This course does not qualify participants to make permit required entries. Included will be a checkout of fluid levels, brakes, lights, tire and wheels, safety equipment, and general condition of the vehicle. The Department of Motor Vehicles Commercial Driver Handbaak should be used as a reference. Scheduled vehicle maintenance, "A" and "B" service guidelines, can be found in the CDF 6805 Handbook. The student should become familiar with these guidelines. Course: BASIC POWER AND HAND TOOL USAGE Hours: 4 Description: Students will become proficient with the use of all power and hand tools that would normally be found on a company's squad, rescue, or support vehicle Examples of such tools include: chain saw, hydraulic and electric extrication tools, generators, smoke ejectors, air bags, and any other power tools. Hand tools such as pry bars, come-along, hi-lift jack, and any other hand tools will also be covered. Course: BASIC POWER AND HAND TOOL MAINTENANCE Hours: 4 Description: The student will demonstrate the proper maintenance procedures for all power and hand tools that would normally be found on a company's squad, rescue, or support vehicle. Procedures should be broken down into three categories: 1. After each use 2. Scheduled maintenance by day, week, or month 3. Annual maintenance and testing. Maintenance shall be done according to manufacture's guidelines or Department guidelines. Course: DAY AND NIGHT MINIMUM DRIVING Hours: Engineer: Daytime $hrs and Night 4 hrs Exhibit 3l ~ 4 ~c~t~FZ volutlteer sc~G Operator: Daytime 4 hrs and Night 2 hrs Description: The student must have a qualified Engineer or Operator while on training drives. Drive route should include hills, freeways or highways, gravel roads, and city areas inside the Company's response area. If need the student may go outside the Company's response area to satisfy the above criteria, with Station Captain or Battalion Chief approval). The student must have the appropriate DMV Student Driving Permit to drive. Course: DMV CLASS BCOMMERCIAL/FIREFIGHTER LICENSE Hours: 2 Description: 1. Obtain a current DMV Commercial Driver's handbook and application at any DMV field office. 2. Student needs to apply far Class B license with air brake and tank endorsement. Student may choose either Commercial or Firefighter license. Student may also choose to apply for haz-mat, haz-mat bulk and passenger endorsements if so desired. 3. After studying the handbook, student can return to DMV office and take the appropriate written exam(s). 4. Upon passing the written exam student will receive a Student Driving Permit. This allows student to drive with another certified/qualified Class A or B licensee in order to train for the DMV driving test. 5. When the student feels he/she is prepared for the drive exam, they may contact one of the CDF designated drive test examiners to schedule a test date. Give examiners at least 2-4 weeks to schedule an appointment. 6. The drive test consists of three sections: • Pre-trip inspection, • Skills and • Road test. The test criteria is approved by DMV on an annual basis. No other test criteria will be allowed or used unless the student chooses to take the drive test through a DMV field office. 7. After successfully completing the drive test, student will be issued a DMV form DL-170 Certificate of Driving Skill by the DMV examiner. The student will be instructed as to what steps will be needed to complete the DL-170. In mast cases additional signatures will be needed on the DL-170. Exhibit 31 5 13CFI. V'ol~inteer SOG 8.
