HomeMy WebLinkAbout02-171• ! ` i +: 0 r ~ ~~"' ^ ,, '•..,eouK';;~.•• BOARD OF SUPERVISORS COUNTY OF BUTTE, STATE OF CALIFORNIA h esolution No. 02-~ 7 PROCLAMATION CONFIRMING EXISTENCE OF A LOCAL EMERGENCY WHEREAS, Section $-5 (1? of the Butte County Code empowers the Chief Administrative Officer to proclaim the existence or threatened existence of a local emergency when said County is affected or likely to be affected by a public calamity and the Board of Supervisors is not in session, subject to ratification by the Board of Supervisors within seven days; and WHEREAS, During the spring of 2002, Butte County experienced a lack of rainfall that required livestock to he moved to high elevation pasture one month earlier than normal due the lack of rainfall and the availability of forage. This pattern of reduced rainfall continued this summer to present. Now livestock is being moved back to lower elevation, one month earlier than usual, because forage was no longer available at higher elevations. Livestock owners are now forced to feed livestock at an earlier date and at a much higher expense to maintain their herds. This drought condition is having a definite negative effect on a livestock industry in Butte County that has an annual production value of nearly $7 million; and WHEREAS, said Board of Supervisors does hereby hnd that the aforesaid. conditions dial warrant and necessitate the proclamation of the existence of a local emergency; and WHEREAS, the Chief Administrative Officer of the County of Butte did proclaim the existence of a local emergency within said county on the 19r" day of September 2002. NOW, THEREFORE, IT IS HEREBY PROCLAIMED AND ORDERED that the proclamation of Existence of a Local Emergency, as issued by said Chief Administrative C3fficer, is hereby ratified and confirmed by the Board of Supervisors of the County of Butte; and IT IS HEREBY PROCLAMED that the Butte County Board of Supervisors is requesting that the Governor of the State of California request that the Secretary of the United States Department of Agriculture declare that and agricultural state of disaster exists in Butte County due to drought conditions; and IT IS FURTHER PROCLAIMED AND ORDERED that said local emergency shall be deemed to continue to exist until its termination is proclaimed by the Board of Supervisors of the County of Butte, State of California; and IT IS FURTHER PROCLAIMED AND ORDERED that during the existence of said ]ocal emergency the powers, functions and duties of the emergency organization of the County shall be those prescribed by state law, by charter, ordinances, and resolutions of this County, and by the County of Butte Emergency Plan, as approved by the Board of Supervisors on August 10, 1999. PASSED AND ADOPTED by the Butte County Board of Supervisors the 24`x' day of September, 2002 by the following vote: AYES: Supervisors Beeler, Dolan, Houx, Yamaguchi., Chair Josiassen NOES: None ABSENT: None NOT VOTING: None ~'- E.
