BOARD OF SUPERVISORS COUNTY OF BUTi'E, STATE OF CALIFORNIA ~~~solufion Na. o~-l~~ RESOLUTION ACCEPTING GRANT FC1NDiNG TOTALING 5197,449 UN[~R'I'hiE 2002 URBAN STREAMS RES'TORAT[ON PROGRAM FR(3M THE STATE DEPARTMENT OF WATER RESOURCES IN COOPERATION WI'1I'H STREAMINDERS-CHAPTER OF THE 1ZAAK WALTON LEAGUE WHEREAS, the California Department of Water Resources, Division of Local Assistance, Urban Streams Restoration Program has announced the availability of funds far grants; and WHEREAS, said grants are intended to help salve flooding and erosion problems in a way that provides environmental enhancement; and WHEREAS, the County of Butte was approached to sponsor a grant application in cooperation with Streaminders-chapter of the lzaak Walton League; and WHEREAS, the Board of Supervisors unanimously supported Resolution 02-032 authorizing that the County, through Ed Craddock, Director of the Department of Water and Resource Conservation, approve the joint application with Streaminders-Izaak Walton League and the County of Butte far an Urban Streams Restoration Program grant; and Wk-IEREAS, the project area proposed to be restored by the grant funding is within the Bidwell River park and under the jurisdiction of the County per Sections 1 ~. l through 16.3 and sections 16.10 through 16.11 of the Butte County Code; and WHEREAS, Section 16.12 of the Butte County Code states that the director of public works is vested with the supervision and management of Bidwell River Park; and WHEREAS, the County of Butte has partnered with different cit~aen groups throughout the county to accomplish other restoration proje~ets; and WHEREAS, the prospects of the pro}ect providing mutually beneficial results for both parties are high; and WHEREAS, this application has been approved for funding in the amount of $197,449 by the California Department of Water Resources, Division of Planning and Local Assistance, Urban Streams Restoration Program. NOW, THEREFORE, BE IT RESOLVED 1. The County has concluded that the proposed project would be environmentally beneficial; 2. The County shall comply with all requirements of CEQA prior to implementation of the project; 3. The Project Manager for this Project shall be Vickie Islewlin, Manager, Resource and Program Development, Butte County Department of Water and Resource Conservation; 4 Authority be given to the Project Manager to manage the Agreement and delegate authority to others to provide management and support services required for performance of the work and administration of the Agreement; 5. `fhe Project Manager shall work in cooperation with Streaminders- chapter of the Izaak Walton League to accomplish the tasks associated with the grant funding through their representative, Roger Cole; 6. Responsibility for components of the grant tasks shall be enunciated through an agreement between the County and Streaminders-chapter of the Izaak Walton League; 7. Responsibility for invoicing the funding agency shall. be with the Project Manager.
