MACKENZIE WHEREAS, this Board expresses its appreciation to Sheriff Scott A. Mackenzie for nearly 26 years of dedicated service to the Butte County Sheriff's Office and the citizens of Butte County; and WHEREAS, Sheriff Scott A. Mackenzie started his law enforcement career as a Police Officer for Berkeley Police Department in 1969, then became a Deputy Sheriff far the Butte County Sheriff s Office in 1973, and a Police Officer for Rohnert Park Police Department in 1975; and WHEREAS, Sheriff Scott A, Mackenzie was hired as a Deputy Sheriff by Sheriff Larry Gillick on January 10, 1977; and WHEREAS, Sheriff Scott A. Mackenzie was promoted to Sergeant by Sheriff Larry Gillick on February 28, 1981, and was promoted to Assistant Division Commander by Sheriff Leroy Wood on October 3, 1987; and WHEREAS, Sheriff Scott A. Mackenzie was elected by the citizens of Butte County to the Office of Sheriff on November 3, 1998; and WHEREAS, Sheriff Scott A. Mackenzie holds a Bachelor's Degree in Public Administration, an Associate Degree in Police Science, and a California Community College Teaching Credential and has taught for over 15 years; and WHEREAS, Sheriff Scott A. Mackenzie holds all of the Peace Officer Standards and Training (P.O.S.T.} Certificates; Basic, Intermediate, Advanced, Supervisory, Management, and the Executive Certificate which is the highest professional certificate awarded by P.O.S.T.; and WHEREAS, Sheriff Scott A. Mackenzie has worked as Deputy Sheriff, Detective, Sergeant, Detective Sergeant, Assistant Division Commander, K-9 Handler, K-9 Supervisor, Training Manager, Internal Affairs Supervisor, Background Investigation Supervisor, Juvenile Crimes Investigator, Chief Firearms Instructor, Chief Chemical Agents Instructor, Chief Hostage Negotiator, Sheriff s Liaison to the Honorary Deputy Sheriffs' Association, Sheriff's Liaison to Search and Rescue, Sheriff's Liaison to the Sheriff's Mounted Posse, and. Sheriff's Liaison to the Sheriff's Communication Reserve Unit; and WHEREAS, Sheriff Scott A. Mackenzie has been noted for starting the Sheriff's Communications Reserve Unit, the Neighborhood Watch Program in Magalia and the Sheriff's Chaplaincy Corps; and WHEREAS, Sheriff Sett A. Mackenzie started the first Aviation Harvest Security patrol in the State and the first voluntary aviation program in Butte County; and WHEREAS, Sheriff Se©tt A. Mackenzie brought more than $4 million tax dollars back to Butte County by way of grants and other appropriations from the Federal and State governments; and WHEREAS, Sheriff Scott A. Mackenzie brought hundreds of thousands of dollars back to Butte County by petitioning the Federal government for reimbursement for the housing of illegal aliens in the Butte County Jail; and WHEREAS, Sheriff Scott A. Maeke~azie was the first Sheriff in Butte County to apply for and receive the Department of Boating and Waterways grant to enhance boating and waterways safety and enforcement which allowed for two additional deputy sheriffs; and WHEREAS, Sheriff Scott A. Mackenzie enhanced the aviation capability of the Butte County Sheriff's Office with three additional helicopters at na cost to the County; and WHEREAS, S17eriff Scott A. Mackenzie was first in the State to use special video cameras on the patrol level of law enforcement to document domestic violence and sexual assault cases; and WHEREAS, Sheriff Scott A. Mackenzie brought the Sheriff's Office into the technological age by obtaining computers for every employee; and WHEREAS, Sheriff Scott A. Mackenzie obtained funding for and implemented the County Watch system which provides notification to all or portions of Butte County residents for emergencies, such as fires, disasters, and child abductions; and WHEREAS, Sheriff Scott A. Maekertzie oversaw the construction and implementation of the most advanced law enforcement 911 Communications Center north of Sacramento to the Oregon border; and WHEREAS, Sheriff Scott A. Mackenzie secured funding for advanced upgrades in the department's computer infrastructure for Computer Aided Dispatch, Records Management System and Jail Management System; and WHEREAS, Sheriff Scott A, Mackenzie has received many thank you letters from citizens and other agencies, Sheriff's Letters of Appreciation, Certificates of Appreciation and Plaques; and WHEREAS, Sheriff Scott A. Mackenzie is a member in good standing of the California State Sheriffs' Association and was recently voted into lifetime membership, the Western States Sheriffs' Association, the National Sheriffs' Association, the California Coroners' Association and the International Police Association; and WHEREAS, Sheriff Scott A. Mackenzie received the "Off cer of the Year for Dedication to Law Enforcement" award from the Sons of the American Revolution in 1991; and 2 WHEREAS, Sheri~Scatt A. ~tlack~,rzie received the California "Peace Officer of the Year" award from the American Legion 4018 in 1999 and received the "National Peace Officer of the Year'" award from the American Legion 4018 in 2000; and WHEREAS, Sheriff Scott A. Mucket~zie served as Chair of the Butte Interagency Narcotics Task Force (BINTF) from January 1, 1999 to December 3I, 2000, served as Chair of the Supplemental Law Enforcement Oversight Committee (SLEOC) from January I, 1999, to December 30, 2002, being responsible for ensuring proper expenditures of State granted Citizens' Option for Public Safety funding, and served as Chair of the Mentally I11 Offender Crime Reduction Grant; and WHERF,AS, Sheriff Scott A. Mackenzie has served under Sheriff Larry Gillick, Sheriff Nal T. Brooks, Sheriff Leroy Woad, and Sheriff Charles M. Grey; and WHEREAS, Sheriff Scott A. Mackenzie has dedicated his life to the citizens of Butte County and the Butte County Sheriff's Office, brought the Butte County Sheriff's Office to a new level of professionalism and provided his deputies with the best training and equipment to better serve the citizens of Butte County. NOW, THEREFORF,, BE IT RESOLVED that the Board of Supervisors, on its own behalf and on behalf of the residents of the County of Butte, expresses its deep appreciation for nearly 2b years of selfless dedication and devotion given by Sheriff Scott A. Mackenzie during his law enforcement career with the Butte County Sheriff's Office and his 32 year law enforcement career.
