Home My WebLink About03-054RESOLUTION AUTHORIZING ENFORCEMENT ASSISTANCE GRANT APPLICATION CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD ENFORCEMENT ASSISTANCE GRANT PROGRAM {EA-14} WHEREAS, funds totaling 1.5 million dollars have been established pursuant to Public Resources Code Section 43230, and are available from the Integrated Waste Management Account for grants to Local Enforcement Agencies to support solid waste facilities permit and inspection; NOW, THEREFORE, be it resolved that the Board of Supervisors of Butte County authorizes the submittal of an application to the California Integrated Waste Management Board for a Local Enforcement Agency Grant for the period of 2003-2004. The Director of Environmental Health of the Butte County Department of Public Health is hereby authorized and empowered to execute in the name of Butte County all necessary applications, contracts, agreements and amendments for the purposes of securing grant funds and to implement and carry out the purposes specified in the application. The foregoing resolution was passed by the Butte County Board of Supervisors this 8th day of April , 2003. Effective April. 8 , 2003. (Please check box ancf initial) 2003 STATEMENT OF USE ENFORCEMENT ASSISTANCE GRANT APPLICATION (EA-14) BUTTE COUNTY DEPARTMENT OF PUBLIC HEALTH DIVISION OF ENVIRONMENTAL HEALTH BASED UPON $19,500.00 AVAILABLE GRANT GRANT ACCOUNT Grant funds will be placed in a separate identifiable account ar equivalent budget account acceptable to the California Integrated Waste Management Board. Rpplicant will comply with additional FINANCIAL GUIDELINES as included within the attached "Enforcement Assistance Grant Program financial control mechanisms document. ANNUAL REPORTING A final accounting will be provided to the California Integrated Waste Management Board within ninety (90) days following the completion of the grant year. AUDITING Applicant will comply with California Integrated Waste Management Board "Enforcement Assistance Grant Program Financial Gontrol Mechanisms" (Copy attached}. GRANT USE Solid waste permit fees and landfill tonnage fees have been established to fund monthly landfill inspections. Fees are not adequate to fund additional staff hours necessary to continue program improvements including investigation of illegal landfills, participation in LEA and Integrated Waste Management Board coordination, activities, program uniformity, meeting participation, regulation reviewJcomment activities. Fees are not adequate to fund general enforcement and related activities and to purchase all necessary program equipment. Performance objectives of the program are to: Meet all routine and special facility inspections as required of landfills, transfer stations, compost sites, vehicles and closed sites. 2. Continue and enhance the illegal activity enforcement program. 3. Continue active participation in LEA and Integrated Waste Management Board activities as a means to improve uniformity and communications. 4. Provide enhanced cross training of personnel to increase the availability of staff familiar with the program and to accept assigned duties.
