RESOLUTION ENDORSING THE TRANSFER OF
STATE GENERAL FUNDS FOR FY 2003/2004
FROM THE STATE TO THE
CALIFORNIA MENTAL HEALTH DIRECTORS ASSOCIATION
FOR A CONTRACT TO PROVIDE SERVIGES TO
FOSTER CARE AND OTHER MEDI-CAL
ELIGIBLE CHILDREN PLACED OUTSIDE OF BUTTE COUNTY
WHEREAS, Butte County Behavioral Health (BCDBH) requires the Butte County Board of Supervisors'
authorization to enter into a contract with the California Mental Health Directors Association (CMHDA) to
improve access to services for foster care and other Medi-Cal eligible children and youth who are placed out of
Butte County, and to gain access to a statewide provider network managed by Value Options, a national
behavioral health company; and
WHEREAS, in order to implement the contract, the County must authorize the State Department of
Mental Health to withhold and transfer Medi-Cal Managed Care Funds in the amount of $10,000 for FY 2003-
2004 to CMHDA to fund an Administrative Directors' Association that will arrange for the provision of mental
health services for Medi-Cal eligible children from Butte County who are placed out of county; and
WHEREAS, these monies will be matched by Medi-Cal Federal Financial Participation of $10,000 for
total funding of $20,000 in FY 2003-2004; and
WHEREAS, these monies will fund provider certification, contracting, services and claims payment,
authorized on behalf of Butte County Medi-Cal beneficiaries by Value Options through their contract with the
CMHDA, to improve access to mental health treatment for faster care and other Butte County Medi-Cal
beneficiaries placed outside of Butte County;
NOW, THEREFORE, BE IT RESOLVED that the Butte County Board of Supervisors authorizes Butte
County Department of Behavioral Health to contract with the CMHDA and the State Department of Mental
Health to transfer to the CMHDA $10,000 from Medi-Cal Managed Care funds far the FY 2003-2004; and, be it
FURTHER RESOLVED, that these monies are to be used to fund administrative services including
provider certification, contracting, services and claims payment, authorized on behalf of Butte County Medi-Cal
beneficiaries by Value Options through their contract with the CMHDA.
PASSED AND ADOPTED by the Butte County Board of Supervisors this 9th day of September 2003 by
the following vote:
AYES: Supervisors Dolan, Hour, Josiassen, Yamaguchi and Chair Beeler
