HomeMy WebLinkAbout03-181Bt7ARD 01= BUPERVISCJRB COUNTY OF BUTTE, STATE OF CALIFORNIA RCSOILItZOYt NO. 03-181 RESOLUTION ENCOURAGING THE LEGISLATIVE LEADERSHIP TO HEAR I3ILL5 REGARDING THE VEHICLE LICENSE FEE I3ACKFILL TO LOCAL GOVERNMENT WHEREAS, Senator Brulte has introduced SB 1 (SX) and Assembly Member Cox has introduced AB 3 (SX) and Assembly Member Lowenthal has introduced AB 7 (SX), each of which would provide an appropriation to backfill local governments for the loss of revenues from the Vehicle License Fee (VLF) reduction; and WHEREAS, strong bipartisan support exists in both houses of the Legislature to appropriate funding to backfill the loss of VLF revenues historically provided to local government but none of the hills have been set for hearing; and WHEREAS, the Butte County Fiscal Year 2003-2004 Proposed Budget contains estimated discretionary VLF revenues of $13.9 million and estimated realignment VLF revenues of $11.6 million, for a combined total of $25.5 million; and WHEREAS, Butte County will only receive an estimated $8.2 million in combined VLF revenues if the Legislature does not appropriate any backfill for the loss of revenues causing an immediate deficit of $17.3 million; and WHEREAS fifty percent (SO~Io) of the 2003-04 fiscal year has already elapsed, leaving only one-half of a fiscal year in which to accommodate reduced revenues; and WHEREAS the Butte County budget was adopted in reliance of receipt of the Vehicle License Fee or a backfill, based upon bi-partisan assurances of the State of California and legal obligations contained in the California Revenue and Taxation Code; and WHEREAS, the VLF revenues historically comprise more than one-third of the County's discretionary revenue and each year are used to fund State mandates and to provide for the most basic public protection to the residents and visitors of Butte County; and WHEREAS, a failure to receive a backfill of VLF revenues from the State Legislature will force the Butte County Board of Supervisors to choose between funding State mandates or funding the most basic and critical public safety services. NOW, THEREFORE, I3E IT RESOLVED that the Board of Supervisors supports the backfill of Vehicle License Fee revenues by State appropriation to local government to help maintain critical public safety services; and BE IT FUR1'IIER RESOLVED that the Board of Supervisors urges the President pro Tempore and the Speaker of the Assembly to expeditiously schedule the Vehicle Lieense Fee backfill funding bills to be heard by both houses of the State Legislature.
