BOTTLE UPON RETIREMENT FROM BU1'1'E COUN'T'Y llEPARrI'MEN~I' OF PUBLIC HEALTH WHEREAS, Jim Botill has announced his retirement as of December 12, 2003; and WHEREAS, Jim Botill graduated from California State University, Chico, in 1970 in Public Administration, and was appointed Administrative Services Assistant for the Department of Public Health on April 9, 1973; and WHEREAS, Jim Botill served in public health management positions of increasing responsibility through I99I; and WHEREAS Jim Botill was appointed Assistant Director of Public Health in 1992 to coordinate financial, personnel, and general administrative operations; and WHEREAS, Jim Botill worked alongside nine Health Officers--Drs. Heindl, Enloe, Earlinghouser, Woodard, Svihus, Raitt, Lorenz.~Ward, and Lundberg; and WHEREAS, Jim Botill served as Interim Public Health Director in 1995, 1996 and 2003; and WHEREAS, Jim Botill oversaw the development of preventive programs that significantly advanced the health of all Butte County residents, including WIC, Child Health and Disability Prevention, Family Planning, AIDS Testing and Counseling, County Medical Services and Dental Services programs for Medically Indigent Adults, Crippled Children's Services (now California Children's Services), Childhood and Adult Immunizations, Perinatal Outreach, Childhood Injury Prevention, Emergency Medical Services for pre-hospital ambulance transport, Tobacco Use Prevention, and registration of birth and death records; and WHEREAS, Jim Botill oversaw the development of vital programs to protect the environment, including HazMat response, Underground Storage Tanks, Food Facility Inspection, Pool Safety inspection, Septic Tank inspection, Well Water Protection, and the Animal Control County Service Area; and WHEREAS, aim Botill maintained the public health laboratory to support multiple programs including clinic services, environmental health, and health education; and WHER[;AS, Jim Botill oversaw the development of administrative advances, including computer and network capabilities for public health; and ~'~'HEREAS, Jim Botill's knowledge of finance and programs has been a souY-ce of stability for public health staff in good and turbulent tunes, while allowing positive and strong interactions with other deparhnents and agencies; and WHEREr1S, Jirn Botill has earned the universal respect and confidence of Board members, county administrative staff, department heads, co-workers, and colleagues through his warm personal manner; and WHEREAS, Jim Botill has conducted his practice of public health administration with the highest level of integrity, as an invaluable team player, and a true cornerstone of the public hcalth~department; and WHEREAS, Jim Botill has exhibited both flexibility and patience in handling unusual circumstances, as well as a high level of dedication to public health and to the County. NOW, THEREh'ORE, HE IT RESOLVED that this board extends its appreciation for yow- vision and dedication in meeting the management needs of the public health department and the overall needs of the community for responsible and compassionate local government.
