HomeMy WebLinkAbout04-090E~OAR'I~ ~JF SUP~i~V1~+C~Rv COUNTS OF .BUTTE, STATE OF CALIFORNIA KE~solufion N0. 04-090 A RESOLUTION APPROVING AN APPLICATION FOR FUNDING AND THE EXECUTION OF A GRANT AGREEMENT AND ANY AMENDEMENTS THERETO FROM THE PLANNING/TECHNICAL ASSISTANCE ALLOCATION OF THE STATE CDBG PROGRAM WHEREAS, the Community Development Block Grant (CDBG) Program provides funding opportunities for small cities and counties for planning and feasibility studies related to CDBG eligible activities such as housing, public works, and economic development; WHEREAS, the County of Butte is eligible to apply for up to $70,000 per year for planning and technical assistance funds from the CDBG Planning and Technical Assistance Program, including $3.5,000 for CDBG General Allocation planning and technical assistance activities and $35,000 for CDBG Economic Development planning and technical assistance activities; and WHEREAS, the County of Butte's adopted CDBG Program Income Reuse Plan allows CDBG Program Income to be used to support CDBG open grant activities. NOW, THEREFORE, BE IT RESOLVED by the Butte County Board of Supervisors as follows: cFrTinN i The Board of Supervisors has reviewed and hereby approves application for a State Community Development Block Grant (CDBG) Program Planning and Technical Assistance Grant in the amount of $3.5,000 for the following Economic Development activities: a. Recreation/Tourism Growth & Economic Impact Analysis - $25,000 b. Agriculture Equipment Sales Center Feasibility Study - $10,000 SECTION 2. The Board of Supervisors has reviewed and hereby approves application for a State Community Development Block Grant (CDBG) Program Planning and Technical Assistance Grant in the amount of $35,000 for the following General Allocation activities: a. First-Time Homebuyer Program Feasibility Study - $17,_500 b. Chapmantown Affordable Housing Conceptual Design & Feasibility Study - $17,500 ~F(~T1ClN "~ The Board of Supervisors hereby approves a transfer of up to $11.5,000 in CDBG Program Income to support the following activities: a. Recreation/Tourism Growth & Economic Impact Analysis - $50,000 b. Agriculture Equipment Sales Center Feasibility Study - $30,000 c. First-Time Homebuyer Program Feasibility Study - $17,500 d. Chapmantown Affordable Housing Conceptual Design & Feasibility Study - $17,500 SECTION 4. The Board of Supervisors has determined that Federal Citizen Participation requirements were met during the development of this application. SECTION 4. The Board of Supervisors hereby approves the use of CDBG Program Income in the amount of $2,100 to be used as the County's cash match for this application. cF~TrnN r, The Butte County Chief Administrative Officer is hereby authorized and directed to act on the County's behalf in all matters pertaining to this application. SECTION 7. If the application is approved, the Chief Administrative Officer is authorized to enter into and sign the grant agreement and any subsequent amendments with the State of California for the purposes of this grant.
