HomeMy WebLinkAbout04-097~~~~~~~~a~~~ ~~~ O ~' S Up 6' ~i' .'~q''~ .,~rc~ ~g+: ••Q• ~Q: ~~ ~ i '~ ^~. ;p)^ • ~ :*. • • ~ . ~• y~~ : °. • ?> ,~ri'•••........••' ~ ..~~~~~OVr~~,~i~~.• BOARD OF SUPERVLSORS COUNTY OF BUTTE, STATE OF CALIFORNIA Resolution No. 04-097 A RESOLUTION AUTHORIZING THE SUBMITTAL OF THE BUTTE COUNTY REGIONAL USED OIL BLOCK GRANT RECYCLING PROGRAM GRANT APPLICATION, TENTH CYCLE WHEREAS, the County of Butte recognizes that it is in the public interest to enact and implement an integrated waste management plan to address the State's diminishing landfill capacity and the potential adverse environmental impacts from landfilling; and WHEREAS, as part of its plan to conserve landfill capacity and address potential environmental impacts from landfilling, the Board of Supervisors of the County of Butte adopted the Source Reduction and Recycling Element and Household Hazardous Waste Element on November 10, 1992, which Elements are included in the Butte County Integrated Waste Management Plan; and WHEREAS, the people of the State of California have enacted the California Oil Recycling Enhancement Act that provides fiu~ds to cities and counties for establishing and maintaining local used oil collection programs that encourage recycling or appropriate disposal of used oil; and WHEREAS, the California Integrated Waste Management Board has been delegated the responsibility for the administration of the program within the State, setting up necessary procedures governing applications by cities and counties under the program; and WHEREAS, the California Integrated Waste Management Board encourages and allows multiple jurisdictions to participate in regional grant programs which provide mutual benefits and consistency of programs for all participants within a region; and WHEREAS, the Cities of Biggs, Gridley, Oroville and the Town of Paradise have authorized the County of Butte to submit a Regional Used Oil Recycling Block Grant application to the California Integrated Waste Management Board on their behalf and to be the lead agency for the implementation of the Grant; and WHEREAS, the County of Butte, as the lead agency, will be responsible for the purchase of materials, services, equipment, and fixed assets on behalf of all grant participants as necessary for the implementation of the grant; and WHEREAS, the applicant will enter into an agreement with the State of California for implementation of a used oil recycling program; NOW, THEREFORE, BE IT RESOLVED that the Butte County Board of Supervisors authorizes the submittal of a regional application on behalf of the Cities of Biggs, Gridley, Oroville and the Town of Paradise to the California Integrated Waste Management Board for a Tenth Cycle Used Oil Recycling Block Grant. The Public Works Director of the County of Butte, or his designee, is hereby authorized and empowered to execute in the name of the County of Butte and the above named Cities all necessary applications, contracts, payment requests, purchases, agreements and amendments thereto for the purposes of securing grant funds and to implement and carry out the purposes specified in the grant application.
