HomeMy WebLinkAbout04-106••.•o~ svpE ~•. • rrrrrrnr~rrrr~~•.• i i ~s O 1 O~~ ~~ ~ ~ i ~ • ^ ~ r r :~ *• :~ :.~~ ••..~+~OVa.~•••• r~~rrrurrrr • BOARD OF SUPERVISORS COUNTY OF BUTTE, STATE OF CALIFORNIA Resolution No. oa-IO6 A RESOLUTION AUTHORIZING THE SUBMITTAL OF THE COVERED ELECTRONIC WASTE (CEW) RECOVERY AND RECYCLING PAYMENT SYSTEM APPLICATION WHEREAS, hazardous electronic discards are an increasing problem, with more than 6,000 computers becoming obsolete in California every days, and 3.2 million tons of electronic waste ending up in United States landfills in 2000 and estimated to quadruple in the next few years; and, WHEREAS, cathode ray tubes contain lead, cadmium, mercury, hexavalent chromium, and other materials that can pose hazards to human health and the environment when handled improperly; and, WHEREAS, the California Department of Toxic Substances Control recently affirnled that discarded cathode ray tubes, such as those found in televisions and computer monitors, are prohibited from disposal, increasing concerns and costs regarding handling, management and liability; and, WHEREAS, discarded computers and televisions may represent just the tip of a growing problem for local government with waste hazardous electronics; and, WHEREAS, managing hazardous electronic scrap through Butte County's existing household hazardous waste program will potentially double the volume and cost of this already over burdened program; and, WHEREAS, the people of the State of California have enacted Senate Bill 20 (Sher}, the Electronic Waste and Recycling Act of 2003 (Chapter 526, statutes of 2003) which establishes a system of payments to collectors and recyclers of cathode ray tubes; and, WHEREAS, in conjunction with the cities of Chico, Gridley, Biggs and the Town of Paradise, the County will establish a system of community partners that will aid in the collection of electronic waste, specifically CRTs; and, WHEREAS, upon approval of application, the County will be reimbursed $.20 per pound of CRT material it collects form sources within the State. NOW, THEREFORE, BE IT RESOLVED that the County of Butte authorizes the submittal of an application to the California Integrated Waste Management Board, to participate as a collector in the Covered Electronic Waste and Recycling payment system established pursuant to the Electronic Waste Recycling Act of 2003. The Public Works Director of Butte County, or designee, is 1lereby authorized and empowered to execute in the name of the County of Butte, all necessary applications, contracts, payment requests, agreements and amendments hereto for the purposes of this act. Any other brief description of collection activities, events and/or locations: County Public Works Department will act as centralized collector for CRTs and other electronic waste throught within the County of Butte. The County will partner with public and private agencies to act as a central receiving point for ewaste collected by the partners. The County will assess all incoming CRTs and other ewaste for possible reuse before any of the CRTs are sent to a recycler for cancelling. A more detailed description is available by reviewing grant agreement #HD12-03-2. 8. The CIWMB shall not approve a Collector located outside the United States, unless required to by treaty. !f the C1WM8 must approve a Collector outside the United Sfafes, the Collecfor musf provide sufficient documentation to demonstrate compliance with the requirements of Section 42476.5 of the Public Resources Code. Applicants should contact the CIWMB for further guidance. 9.
