RESOLUTION IN RL+'COGNI PION OF RICHARD PRAYER
UPON RETIREMENT FROM THE CHIEF ADMINISTRATIVE OFFICE,
DIVISION OF GENERAL SERVICES, FACILITIES SERVICES OFFICE,
COUNTY OF BUTTE
WHEREAS, Richard Prater, Manager -Facilities, announced his retirement as of
September I, 2004; and
WHEREAS, he began his career as a Machinist Mate in the United States Navy on
March 3, 1959, and was honorably discharged on December 14, 1962; and
WHEREAS, Richard began employment at the Los Angeles Department of Water &
Power as a Steam Plant Operator and was promoted several times until he achieved the position
of Chief Electric Plant Operator prior to leaving the Los Angeles area in 19'7'7 to move to
Oroville; and
WHEREAS, Richard Prater began his career with the County of Butte as a Building and
Craftsworker II Electrician in the Buildings & Grounds Division of Public Works on October I I,
1982; and
WHEREAS, he joined the Chief Administrative Office on July 3, 1984, when the
Buildings R G~ounds Division was transferred from Publie Works to Administration; and
WHEREAS, Richard was promoted to Assistant Buildings & Grounds Superintendent
on October 29, 19$8; and
WHEREAS, he was promoted to Buildings & Grounds Superintendent on January 1,
1989; and
WHEREAS, Richard's position title was reclassified as Manager -Facilities, his present
title, on January 1, 1992; and
WHEREAS, Richard Prater has made significant management contributions to the
County of Butte by managing the Facilities Services Division with a total of forty-one
employees, and responsibility for maintaining all of the buildings and landscaping for County
owned buildings. Richard also made significant contributions to the construction management
effort for capital projects such as the major renovations to the Butte County Jail, construction of
the new Juvenile Hall, two Courthouse Expansion Projects, and was the Project Manager for the
County's 1996 Energy Management Project which has saved the County hundreds of thousands
of dollars, and was also the Project Manager for the County's Solar Energy Project which will
save the County trillions of dollars over the life of the project.
NOW, TEIEREP'ORE, HE IT RESOLVEll that the Board of Supervisors wishes to
express to Richard Prater sincere appreciation for his twenty-two years of dedication and service
to Butte County, and further, wishes him well on his retirement.
PASSED AND AllOPTED by the Butte County Board of Supervisors this 17`x' day of
August 2004 by the following vote:
AYES: Supervisors Dolan, Houx, Josiassen, Yamaguchi. and Chair Beeler
NOES: None
ABSENT: None
NOT VOTING: None
