RESOIa1'1'ION AUTHORIZING THE COUNTY OF BUTTE TO PAR`i'IC[PATE
WITH THE COUNTY OF GLENN AS LEAD COUNTY, AND THE COUNTY OF
COLUSA, AND THE COUNTY OF TEHAMA IN THE COLLABORATIVE
DEVELOPMENT OF A REGIONAL WATER PLANNING PROCESS
ASSOCIATED WITH GROUNDWATER RELATED ACT[VITIES
WHEREAS, the Department of Water Resources Northern District (DWR) has
investigated the fresh water bearing aquifer systems underlying the Counties of Butte,
Colusa, Glemz and Tehama; and found that they share large regional groundwater aquifer
systems; and
WHEREAS, such investigations indicates that these underlying aquifer systems
provide the sole current and future groundwater supply for overlying communities; and
WHEREAS, the County considers it imperative that regional coordination for the
understanding, enhancement and protection of common groundwater water supplies
occur; and
WHEREAS, the CAC,FED Bay-Delta Program (Program} seeks a comprehensive
approach to restoring the ecological health of the Bay-Delta while improving water
management far all beneficial uses; and
WHEREAS, the Program has a commitment to rely on local leadership to
implement the Program, and a Memorandum of understanding will be developed and
entered into between the four counties prior to undertaking the Program stating the rights
and responsibilities of each party; and
WHEREAS, the CALFED Drinking Water Quality Program has solicited a
Request for Proposals far development of a regional drinking water quality management
plan; and
WHEREAS, CALFED Drinking Water Quality Program intends to fund a plan in
each of the five regions of the solution areas; and
WHEREAS, the development of a Northern Sacramento Valley Regional
Drinking Water Quality Management Strategy would assist the County in regional
drinking water quality awareness and outreach programs, and the development of special
studies and investigations; and
WHEREAS, the work funded through this Request for Proposals will assist
CALFED in better understanding regional needs and the relationship between regional
and statewide actions;
NOW, THEREFOE, BE IT RESOLVED by the Board of Supervisors that the County
enter into an agreement to participate as a cooperator, with the County of Glenn as lead,
and the Counties of Butte, Colusa and Tehama in the collaborative development of a
regional planning process associated with groundwater related activities.
PASSED AND ADOPTED by the Butte County Board of Supervisors this
17th day of August 2004 by the following vote:
AYES: Supervisors Dolan, lIoux, Josiassen, Yamaguchi and Chair Beeler
