RESOLUTION IN RECOGNITION OF PATRICIA S. CRAGAR
UPON RETIREMENT FROM
BUTTE COUNTY DEPARTMENT OF EMPLOYMENT AND SOCIAL SERVICES
WHEREAS, Patricia S. Cragar, Director of the Department of Employment and
Social Services and Public Guardian/Public Administrator, has announced her
retirement as of December 30, 2004; and
WHEREAS, Pat began her career with the County of Butte on July 13, 1970, as
an Eligibility Worker 1 working for the Department of Social Welfare and thereafter
served in various social service positions of increasing responsibility; and
WHEREAS, Pat was appointed Director of Social Welfare in January of 1992;
and
WHEREAS, Pat was appointed Public Guardian/Public Administrator July
1,1999; and
WHEREAS, Pat in collaboration with the Private Industry Council and the State
of California Employment Development Department was instrumental in opening the
Community Employment Center in Chico in May of 1998, the first in the state of
California, and the Community Employment Center in Oroville in June of 2000; and
WHEREAS, under Pat's leadership the department's name was changed to
Employment and Social Services in June 2001 and the mission and vision redirected to
focus on partnerships that would lead to aself-reliant, safe and healthy community; and
WHEREAS, Pat has taken pride in the hiring of professional and competent
executive and management employees, extending training opportunities to them so as
to expand their knowledge of local government and programs, and motivating
employees toward long-term employment opportunities with the County; and
WHEREAS, Pat regularly supported the mission and goals of the California
Welfare Directors Association, serving in positions such as Vice President of Services,
chair of the General Assistance/Refugee and Human Resources Committee; and
WHEREAS, Pat served the County in various positions, including that of a
founding member of the Butte County Children's Services Coordinating Council and
chair of the Children and Families Commission; and
WHEREAS, Pat conducted her practice of public social services with the highest
level of integrity, as an invaluable team player, and a true leader; and
WHEREAS, Pat has worked diligently in the best interest of Butte County
government and its citizens, earning the respect and confidence of the Board of
Supervisors, County Administrative Office staff, her employees, partners and others
involved in the Department of Employment and Social Services and Public
Guardian/Public Administrator activities in Butte County;
NOW, THEREFORE, BE IT RESOLVED that the Board, on its own behalf and
on behalf of the citizens of Butte County, extends its appreciation for your vision and
dedication in meeting the management needs of the Department of Employment and
Social Services and Public GuardianlPublic Administrator as well as the overall needs
of the community for responsible and compassionate local government.
PASSED AND ADOPTED by the Butte County Board of Supervisors this 14th day of
December 2004 by the following vote:
AYES: Supervisors Dolan, Houx, Josiassen, Yamaguchi and Chair Beeler
NOES: None
ABSENT: None
NOT VOTING: None
