HomeMy WebLinkAbout05-043.- -•: ~i '• .~ ~~,, ~' ~ ~P~"Y C31~ ~L17TE, STATE QF GALIF4RIVq # ,, z, . ° = .. t Resolufion No. 05-043 A RESOLUTION REQUESTING CHANGES TO THE DRAFT DIESEL PARTICULATE MATTER CONTROL MEASURES FOR MUNICIPAL OR UTILITY ON-ROAD HEAVY DUTY DIESEL FUEL VEHICLES WHEREAS, the Air Resources Board regulates various programs related to air quality in the State of California; and WHEREAS, the Air Resources Board staff have held public workshops on proposed regulatory changes to require reduced particulate matter emission standards for on-road hea~~y duty diesel vehicles owned or operated by public agencies and utilities; and WHEREAS, those proposed new regulatory changes will require the Butte County Public Works Department to retrofit a significant percentage of our diesel engines in our on-road heavy duty vehicle fleet at an estimated cost of $1.0 million; and WHIIREAS, the Butte County Public Works Department was unable to fund any roadway surfacing (asphalt overlay or chip seal) last year on our more than 1,350 miles of County Maintained roadways due to lack of Road Funds; and WHEREAS, the 33 California Counties with a population of less than 300,000 receives Icss than 50% of the dollars per road mile compared to the re~,naining 11 California counties with populations greater than 300,000; and WHEREAS, diversion of existing Butte County Road Funds to pay for the estimated X1.0 million i~~~ diesel engine retrofit or replacement costs will reduce the ability of Butte County to pcrfoi-~n critical road maintenance and traffic safety improvements. NOW THEREFORE BE IT RESOLVED, that the Butte Corulty Board of~Supervisors hereby request t11at the Air Resources Board establish the California County population of 300,000 as the threshold to determine a Low Population County which would be eligible for the revised implementation schedule and to work with the Regional Council of Rural Counties on developing a Public Fleet Rule that will consider the fiscal impacts to rural counties.
