RESOLUTION ADOPTING STANDARD OF AID FOR
GENERAL ASSISTANCE (SB 1033)
WHEREAS, pursuant to section 17000 et seq. of the Welfare and Institutions Code, the County of Butte
is obligated to relieve and support all incompetent, poor, indigent persons and those incapacitated by age,
disease, or accident, lawful resident herein, who are not otherwise supported by relatives or friends or by their
own means; and,
WHEREAS, pursuant to section 17000.6 of the Welfare and Institutions Code, the County of Butte has
requested that the Commission on State Mandates make a finding of significant financial distress for the
County; and,
WHEREAS, the Commission of State Mandates has issued its final decision and order, dated July 2,
2005 and effective sixty days thereafter, which findings conclude that meeting the standards in Welfare and
Institutions Code section 17000.5 would result in significant financial distress to the County and that basic
county services, including public safety, cannot be maintained; and,
WHEREAS, said findings permits the County of Butte to adopt a standard of aid which is not less than
40% of the 1991 Federal official poverty level, which may be further reduced pursuant to section 170001.5 for
shared housing.
NOW, THEREFORE, it is hereby resolved as follows:
1. That effective September 1, 2005, the County of Butte hereby adopts a standard of aid and care
pursuant to section 17000 et seq. of the Welfare and Institutions Code equal to 40% of the 1991
Federal official poverty level which rate is the equivalent of $221.00 per month.
