RESOLUTION OF THE BUTTE COUNTY BOARD OF SUPERVISORS ADOPTING THE
NATIONAL INCIDENT MANAGEMENT SYSTEM (NIMS)
WHEREAS, the Board of Supervisors of the County of Butte finds that the potential exists for a major
catastrophe due to an earthquake, flood, fire, terrorism other natural or technological disaster, and
WHEREAS, the Board of Supervisors of the County of Butte has adopted the Standardized Emergency
Management System in accordance with Government Code Section 8607(e) and established a single operational
area pursuant to California Code of Regulations, Title 19, Section 2409 (b) and (d), and
WHEREAS, the President of the United States of America, in Homeland Security Presidential Directives -
5 and 8, has directed the Secretary of the Department of Homeland Security to enhance the ability of state and local
governments to respond to disasters, to improve abilities to deliver assistance, and to establish a single
comprehensive national incident management system, and
WHEREAS, the State of California, through Executive Order S-2-O5, has identified that California state
and local emergency management professionals have contributed their expertise to the development of the new
National Incident Management System and has stated that the Standardized Emergency Management System
substantially meets the objectives of the National Incident Management System, and
WHEREAS, it is essential for responding to disasters and securing the homeland that federal, state, and
local organizations utilize standardized terminology, standardized organizational structures, interoperable
communications, consolidated action plans, unified command structures, uniform personnel qualification standards,
uniform standards for planning, training, and exercising, comprehensive resource management, and designated
incident facilities during emergencies or disasters;
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors of the County of Butte, State of
California, as follows:
The Board hereby establishes that the County of Butte will continue to use the Standardized Emergency
Management System to meet the objectives of the National Incident Management System.
2. The Board hereby directs the Butte County Emergency Services Officer to consult with the State Office of
Emergency Services to identify and implement those requirements deemed appropriate by the State of
California to ensure compliance with the National Incident Management System.
3. The Board hereby adopts the National Incident Management System (NIMS) and directs County agency
and department heads whose agency or department may incur personnel costs associated with response to
major emergencies or disasters to comply with NIMS requirements.
PASSED AND ADOPTED By the Butte County Board of Supervisors this 30th day of August 2005 by
the following vote:
AYES: Supervisors Connelly, Dolan, Houx, Josiassen, and Chair Yamaguchi
