BUTTE COUNTY DEPARTMENT OF EMPLOYMENT AND SOCIAL SERIVCES
THREE-YEAR PLAN FOR THE
CHILD ABUSE PREVENTION, INTERVENTION AND TREATMENT (CAPIT), COMMUNITY BASED CHILD ABUSE PREVENTION
(CBCAP) AND PROMOTING SAFE AND STABLE FAMILIES (PSSF) PROGRAMS
WHEREAS, Assembly Bill 1733 (Chapter 1398, Statutes of 1982) provided Child Abuse Prevention, Intervention and Treatment
(CAPIT) as the first major commitment of State General Funds for child abuse prevention; and
WHEREAS, the Community Based Child Abuse Prevention (CBCAP) Grant is Tittle II of the Child Abuse Prevention and
Treatment and Adoption Reform Act (Title 42, Chapter 67 Child Abuse Prevention and Treatment and Adoption Reform, Subchapter III
Section 5116); and
WHEREAS, the Adoption and Safe Families Act of 1997 (Public Law 105-89) provides for the reauthorization and expansion of
Promoting Safe and Stable Families (PSSF); and
WHEREAS, it is the intention of the Butte County Board of Supervisors to promote family preservation programs designed to
strengthen families, alleviate crisis that might lead to out-of-home placement of children, maintain the safety of children in their own homes,
support families preparing to reunify or adopt, assist families in obtaining services and other supports necessary to address their multiple
needs in a respectful manner; and
WHEREAS, it is also the goal of the Butte County Board of Supervisors to promote community-based family supportive services
designed to, alleviate stress and promote parental competencies and strengths; and
WHEREAS, the Butte County Board of Supervisors has designated the Butte County Department of Employment and Social
Services as the lead agency responsible for entering into contractual relationships with partnership organizations and the State for the
CAPIT, CBCAP and PSSF Programs; and
WHEREAS, the California Department of Social Services, Office of Child Abuse Prevention requires the Butte County Board of
Supervisors to approve the county's three-year plan through a formal resolution process.
NOW, THEREFORE, IT IS HEREBY RESOLVED by the Butte County Board of Supervisors as follows:
That the Butte County Board of Supervisors approves of the Butte County Promoting Safe and Stable
Families Programs three-year plan commencing State Fiscal Year 2005 and ending 2008.
BE IT FURTHER RESOLVED by the Butte County Board of Supervisors that the Butte County Administrative Officer, or his/her
designee, is hereby authorized and empowered to apply, approve, sign and execute in the name of the County of Butte any documents
necessary to receive funding through the California Department of Social Services for the CAPIT, CBCAP and PSSF Programs.
BE IT FURTHER RESOLVED that this resolution shall remain in full force and effect until a resolution of the Butte County Board
of Supervisors is adopted amending or rescinding this resolution.
