HomeMy WebLinkAbout05-152Cfl,~.1vF~1'TY °C}~,_BUT~~, 57'ATE QF G~ALLt 4RNIA Resolution No. 05-152 RESOLUTION OF THE BOARD OF SUPERVISORS OF THE COUNTY OF BUTTE HONORING ED CRADDOCK ON HIS RETIREMENT WHEREAS, Ed Craddock upon graduating from CSU, Sacramento in 1973, left the private sector to pursue a career of public service in natural resource management; and WHEREAS, Ed Craddock began his public service working as a Supervisory Resource Management Technician at Whiskeytown-Shasta-Trinity Recreation Area in 1973; and WHEREAS, Ed Craddock served as a State Park Ranger at Folsom Lake State Recreation Area in 1974; and WHEREAS, Ed Craddock completed his graduate level training at the University of Michigan at Ann Arbor in 1975 and 1976 wherein he managed the Forest Soils Lab and received a Master of Science in Natural Resources; and WHEREAS, Ed Craddock returned to California in 1977 and accepted a position with the California Energy Commission; and WHEREAS, Ed Craddock worked for both the Department of Conservation and the State Water Resources Control Board in 1978 through 1980; and WHEREAS, Ed Craddock began his management career with the Department of Water Resources from 1981 through 1988 serving as the Chief of the Agricultural Water Conservation Branch; and WHEREAS, Ed Craddock developed such programs as the California Irrigation Management Information System which now boasts over 120 weather stations throughout the state including one positioned at the CSU, Chico Farm; and WHEREAS, Ed Craddock developed procedures with Cal Poly San Luis Obispo to create numerous Mobile Irrigation Laboratories leading to the Tehama County Mobile Lab, which now partners with the Butte County Resource Conservation District to serve the agricultural community of Butte County; and WHEREAS, Ed Craddock, from 1989 to 1994 managed the Land and Water Use Program for the Department of Water Resources, and in this position served as a Primary author of Bulletin 160-93, the California Water Plan Update, and Bulletin 166-4, Urban Water Use in California; and WHEREAS, Ed Craddock participated in the development of some of the first water use models, digitized mapping procedures and GIS programs for land use planning; that included land use surveys of Butte County; and WHEREAS, Ed Craddock managed the Office of Water Use Efficiency from 1995 through July 1999 and oversaw the development of urban and agricultural water management plans including some that guide water management in Butte County; and WHEREAS, Ed Craddock served as the first Director of the Butte County Department of Water and Resource Conservation beginning in August 1999; and WHEREAS, Ed Craddock immediately began work on the Butte County Water Inventory and Analysis which was completed in 2001; and WHEREAS, in 2001 Ed Craddock pursued and ratified a cooperative Memorandum of Understanding amongst water purveyors within the Paradise Ridge community resulting in cooperative work plans by 2004; and WHEREAS, Ed Craddock was instrumental in the formation of the Butte County Resource Conservation District, which was finalized in 2002; and WHEREAS, Ed Craddock contributed immensely to the implementation of the Groundwater Conservation Ordinance codified as Chapter 33 of the Butte County Code; and WHEREAS, Ed Craddock assumed management of the Butte Basin Groundwater Model on behalf of the County in 2001 and secured outside funding to revise that model to IGSM II in 2002, resulting in a completed conversion in 2003 and initial calibration in 2004; and WHEREAS, Ed Craddock oversaw the expansion of the groundwater level monitoring system throughout the county, resulting in the completion of the network as recommended by the Water Commission Technical Advisory Committee in 2003 using funding secured under AB 303; and WHEREAS, Ed Craddock completed the Butte County AB3030 Groundwater Management Plan in 2004; and WHEREAS, Ed Craddock initiated the development of Basin Management Objectives for the valley area of the county and brought forward the Groundwater Management Ordinance, approved by the Board in 2004; and WHEREAS, Ed Craddock pursued the funding and development of the Butte County Integrated Water Resources Plan in 2002, which was approved by the Board in June 2005; and WHEREAS, Ed Craddock has proposed that $22,000,000 in state grant funding be used for the implementation of the Integrated Water Resources Plan; and WHEREAS, Ed Craddock will be greatly missed by all who were fortunate enough to have worked with him and received his guidance, both personally and professionally. NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of the County of Butte hereby determine that Ed Craddock be recognized and honored for his unequaled dedication and outstanding contribution to the conservation of our natural resources through public service in Butte County and throughout the State of California. PASSED AND ADOPTED by the Butte County Board of Supervisors this thirteenth day of December 2005 by the following votes: AYES: Supervisors Connelly, Dolan, Houx, Josiassen and Chair Yamaguchi NOES: None - ,; ABSENT: None NOT VOTING: None Y' KIM K.
