RESOLUTION TO AMEND THE EXISTING REVOLVING FUND AND
TO EXPAND IT'S USE AS A
DEPOSIT AND REMITTANCE REVOL VING FUND
FOR THE CHILD
SUPPORT SERVICES DEPARTMENT
WHEREAS, the Director of Child Support Services (CSS) for the County of Butte
believes that a revolving fund to facilitate the collection of child support payments from
parents, and the subsequent and expedient transmittal of those collected monies to the
State Offices of Child Support Services is necessary for the efficient operation of that
unit; and
WHEREAS, California Government Code Section 29320 et. seq. provides for the
establishment of such funds in amounts to be determined by the Board of Supervisors;
and
WHEREAS, by Resolution # 76-31 (dated February 24, 1976) the Board of
Supervisors initially established a revolving fund for the District Attorney's Office to be
used for items related to child support services; and ,
WHEREAS, on ruly 13`x', 1993, by Resolution # 93-9$, the Board amended the
previous resolution to increase the amount of the fund to $ 5,000; and
WHEREAS, by Resolution # 01-111 (dated October 9`t', 2041}, the Board
authorized the transfer of the entire revolving fund to the then newly formed County
Department of Child Support Services; and
WHEREAS, on August 3rd, 2004, by Resolution # 04-134, the Board (at the
request of the Director of Child Support Services), decreased the amount of the fund from
$ 5,000 to $ 1,000 and expanded the use of that fund so that it could be used far the pre-
payment of various filing fees; and
WHEREAS, the Director of Child Support Services now requests that the Board
of Supervisors to further expand the permitted use of that Petty Cash Revolving Fund to
allow it to also function as a Deposit and Remittance Fund for transmitting child support
payments to the State of California Child Support Services Office.
NOW, THEREFORE, BE 1T RESOLVED by the Board of Supervisors of the
County of Butte, State of California, as follows:
1. There is determined to be a need for the establishment of a Deposit and Remittance
Fund by the Child Support Services (CSS} Department for the efficient operation of
that department in order to facilitate the transmittal of child support collections to the
State Department of Child Support Services in a timely manner.
2. Since a revolving Petty Cash Fund has previously been authorized in the amount of
$1,004, the Director of Child Support Services asks that the authorized use of that
fund be expanded to include the deposit of collected child support payments and their
transmittal to the State Office of Child Support Services.
3. No additional funding is required far the "Deposit and Remittance" operation of this
fund and therefore, the established funding of the account shall remain at $ 1,000.
4. The County Auditor-Controller is in support of the expansion of the authorized use of
this account.
5. This fund is established in accordance with Sections 29320 et. seq. of the Government
Cade of the State of California, and that certified copies of this resolution shall be
transmitted to the County Auditor and the County Treasurer.
6. The Chief Administrative Officer and the Risk Manager for the County are instructed
pursuant to Section 29323 of the California Government Code to amend by
endorsement the blanket fidelity bond of the County to be conditioned in addition to
its other provisions, upon the faithful administration of the revolving fund and upon
the willingness and ability of the principal for whom such fund has been established
to account for and pay over the fund upon demand of the Board of Supervisors at any
time.
'7. The Director of Child Support Services or her/his designee will account for the Child
Support Services Revolving Fund in accordance with Government Code Section
29390 et. seq. and will provide accountings of that fund when requested by the
Auditor-Controller or the Board of Supervisors.

of California, on this zsth day of February 2006 by the following vote:
