THE NORTHERN CALIFORNIA JOINT EXERCISE OF POWER FOR AN
INTEGRATED REGIONAL WATER MANGEMENT IMPLEMENTATION
GRANT UNDER PROPOSITION 50, THE WATER SECURITY, CLEAN
DRINHING WATER, AND COASTAL AND BEACH PROTECTION ACT OF
2002 AND AUTHORIZATION FOR STAFF TO PARTICIPATE IN THE
DEVELOMENT OF THE NORTHERN CALIFORNIA JOINT EXERCISE OF
POWER INTEGRATED REGIONAL WATER MANAGEMENT PLAN
WHEREAS, the California electorate approved the Proposition 50 Water
Bond initiative in November 2002 that provided an additional $3.44 billion in grant and
loan funds, and
'WHEREAS, the Board of Supervisors approved the Director of Water &
Resource Conservation to pursue funding for Butte County projects in the
implementation language of Proposition 50 in Resolution No. 02-179, and
WHEREAS, the Board of Supervisors approved the Integrated Water Resources
PIan developed by the Department of Water & Resource Conservation. in Resolution No.
05-067, and
WHEREAS, the County of Butte has identified several projects, which will
require additional state funding as may be provided ~by the Integrated Regional Water
Management Programs section of the Proposition SO implementation language, and
WHEREAS, the County of Butte was authorized by the Board of Supervisors
through Resolution 05-089 to submit an application for projects through Step I of the
Integrated Regional Water Management Programs section of Proposition 50, and
WHEREAS, the County of Butte has been requested by the funding sources for
Proposition SO to consolidate their Step II application for funding under the Integrated
Regional Water Management Programs section of the Proposition 50 with the Northern
California Joint Exercise of Power due to the geographic overlap of the two, and
WHEREAS, the Department of Water and Resource Conservation is confident
that such consolidation of projects will create an application for funding that will be
competitive,
WHEREAS, the Northern California Joint Exercise of Power is currently
developing an Integrated Regional Water Management Plan for the Sacramento Valley in
an open and transparent manner, and
WHEREAS, Butte County Department of Water and Resource Conservation staff
is working with the Northern California Joint Exercise of Power to establish the guiding
principles and objectives of the Northern California Joint Exercise of Power plan and
have been assured that it will be rolled out in such a manner to be compatible with the
Butte County Integrated Regional Water Management Plan, and
WHEREAS, the Butte County Integrated Regional Water Management Plan will
be incorporated into the Northern California Joint Exercise of Power plan as required by
the funding agencies; and
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of the
County of Butte hereby authorizes the Director of the Department of Water and Resource
Conservation to:
l . Cooperate with the Northern California Joint Exercise of Power in the
development of an Integrated Regional Water Management Plan for the
Sacramento Valley, and
2. File a consolidated application under Step II of the Integrated Regional
Water Management Programs section of the Proposition 50 with the
Northern California Joint Exercise of Power, as required by the
California Department of Water Resources and the State Water
Resources Control Board, to fund water-related projects selected from
projects submitted by the County of Butte in their Step I application
which may include the Rock Creek/Keefer Slough Flood Control and
Recharge Project, the Paradise Ridge Water Supply Reliability and
Public Safety Project, the Butte and Tehama Counties Pilot
Groundwater Recharge Project, the Palermo and Bangor Canal Water
Use Efficiency Project, the GlenButte/Colusa/Tehama Water Quality
Enhancement Project and the Lower Tuscan Water Supply Reliability
and Water Quality Project.
3. Sign appropriate documents associated with the Prop S0, Step-II
application.

23rd day of May 2006 by the following vote:
