RESOLUTION OF TAE BOARD OF SUPERVISORS OF THE COUNTY OF
BUTTE, STATE OF CALIFORNIA, APPROVING THE CREATION OF THE
BUTTE COUNTY GENERAL PLAN CITIZENS ADVISORY COMNIITTEE
WHEREAS, the existing General Plan refers to a collection of 7 mandatory elements that were
adopted as follows: Land Use Element (Adopted October 1979; amended several times since its
adoption); Circulation Element (Adopted May 1984; minor changes were made in 1988}; Housing
Element (Adopted 1981, revised 1994; new element adopted in 2004); Conservation Element
(Adopted August 1971; no changes or amendments}; Open Space Element (Adopted December
1976; no changes or amendments); Safety Element {Adopted March 1977; no changes or
amendments}; Noise Element (Adopted March 1977; no changes or amendments}; and, 4 optional
elements that were adopted as follows: Scenic Highways Element {Adopted March 1977; no
changes or amendments}; Seismic Safety Element (Adopted March 1.977; no changes or
amendments); Recreation Element (Adopted August 1971; no changes or amendments);; no changes
or amendments); Agricultural Element (Adopted February 1995; no changes or amendments); and
'WHEREAS, the Board of Supervisors supports comprehensively updating all of the elements of the
General Plan; and supports a coordinated effort to update the Butte County Zoning Ordinance; and
WHEREAS, on April 13, 2006, an informational forum on the Butte County General P1an/Zaning
Ordinance Update process was held and attended by 142 interested members of the public; and
WHEREAS, on April 27, 2006, the Butte County Planning Commission reviewed three major
preliminary tasks necessary to start the General P1an/Zoning Ordinance Update process, including: 1)
The Request for Proposals for consultant work, 2} The Working Draft Framework of Guiding
Principles, and 3) The formation of a General Plan Citizens Advisory Committee, and made
recommendation to the Board to initiate the formation of a Citizens Advisory Committee; and
WHEREAS, the Citizens Advisory Committee is intended to be an advisory committee created for
the purpose of advising County staff, providing a forum for public involvement and in making
recommendations to the Planning Commission and Board of Supervisors on the General Plan and
Zoning Ordinance Update; and
WHEREAS, to facilitate compliance with the Brown Act and Maddy Act, the Board desires to
formalize the creation of the Butte County General Plan Citizens Advisory Committee, including its
purpose and number, terms and qualifications of the members, in this Resolution, as set forth below;
and
WHEREAS, procedures relating to the formation and operation of the Citizens Advisory
Committee are defined by Sections 15378 (b)(5)of Title 14 of the California Code of Regulations as
administrative procedures not subject to the California Environmental Quality Act; and
NOW, THEREFORE, BE ~T RESOLVED, that the Board of Supervisors hereby creates the Butte
County General Plan Citizens Advisory Committee as follows:
Section 1. P__urpase
The Citizens Advisory Committee will be charged with providing important oversight for the
General Plan Update Process by systematically reviewing completed work, including draft goals,
policies, and action programs, and generally providing feedback to staff and the consultant on the
General Plan Update. The Framework of Guiding Principles, will be xeviewed by the Citizens
Advisory Committee, the Planning Commission, and approved by the Board of Supervisors, and will
provide guidance during the General PIan update process. The Committee will also be charged with
building community support for the Plan they are helping to create.
The Committee will be involved in reviewing the amount of growth anticipated under the various
options and policies proposed, including General Plan alternatives and land use re-designations. The
options will include selected alternatives to be evaluated under the Environmental Impact Report
{EIR}, a companion document to the General Plan required under the California Environmental
Quality Act which will assess the environmental impacts of the General Plan Update. This work will
culminate in a preliminary draft of a Preferred Plan which will ultimately be revised and refined by
the Citizens Advisory Connnittee fox presentation to the Planning Commission and Board of
Supervisors as Butte County's Draft General Plan 2030.
Section 2. Citizens Adviso Cornnxittee Com osition
A subcommittee composed of 2 Board members will: 1} Determine the size and composition of the
Citizens Advisory Committee; 2) Review the applications (see attached Exhibit) of individuals who
wish to serve on the Citizens Advisory Committee and make recommendations to the Board; and, 3)
Make other recommendations as necessary.
The Committee will consist of non-elected representatives from several geographic areas of the
County, and who will represent diverse interests and include individuals with a variety of skills and
experience. Since fine Planning Commission will serve to review work from the Citizens Advisory
Committee, Planning Commissioners will not serve on the Citizens Advisory Committee but will
review the Committee's work prior to the Board of Supervisors.
Section 3. Meetings
The Citizens Advisory Committee will meet as often as needed, but not less than once a month fox a
period of 12 to 24 months before the documents axe ready for a series of meetings before the Butte
County Flanning Commission and Board of Supervisors. Meetings will be approximately 4 hours in
duration; however, members may be required to serve on additional ad- hoc subcommittees
concerning specific issues.

The Citizens Advisory Committee shall recommend the adoption of bylaws concerning the
functioning of the Citizens Advisory Committee for approval by the Board of Supervisors.
Section 5. First_Citizens Advisory Committee Meeting
The Citizens Advisory Committee shall conduct its first organizational meeting on or about October
11, 2406 for the purpose of recommending the adoption of bylaws to the Board of Supervisors,
setting its meeting schedule (the anticipated schedule is the second Wednesday of every month), and
taking such other organizational actions as may be required, including the election of a Chair and
Vice-Chair. The Secretary ("liaison officer") of the Citizens Advisory Conunittee shall be a non-
elected office filled by an employee of the County of Butte designated by the Department of
Development Services Director.
Section 6. Staff Support
The Department of Development Services' staff and members of the Consultant's team will provide
support to the Connnittee to develop agendas, minutes and other required materials while working in
conjunction with the Committee's elected Chairperson. The Director of the Department of
Development Services shall act as "liaison officer" to the Citizens Advisory Coxnnaittee for purposes
of cornplying with the Maddy Act.
Section 7. Compensation and Budget
Members of the Citizens Advisory Committee shall serve without compensation but may be
reimbursed for actual expenses incurred within the limits of a budget approved by the Board of
Supervisors. The Citizens Advisory Committee shall submit a proposed expense budget annually to
the Board of Supervisors for consideration and possible approval by the Board, to the extent that
funds are available.
PASSED AND ADOPTED by the Board of Supervisors of the County of Butte, State of California,
at regular meeting of said Board held on the 23'~ day of May, 2006, by the following vote:
