HomeMy WebLinkAbout06-089.Resolution A RESOLUTION AUTHORIZING THE SUBMITTAL OF THE BUTTE COUNTY REGIONAL USED OIL BLOCK GRANT RECYCLING PROGRAM GRANT APPLICATIONS. WHEREAS, the County of Butte recognizes that it is in the public interest to enact and implement an integrated waste management plan to address the State's diminishing landfill capacity and the patential adverse environmental impacts from landfilling; and WHEREAS, as part of its plan to conserve landfill capacity and address potential environmental impacts from landfilling, the Board of Supervisors of the County of Butte adapted the Source Reduction and Recycling Element and Household Hazardous Waste Element on November 10, 1992, which Elements are included in the Butte County Integrated Waste Management Plan; and WHEREAS, the people of the State of California have enacted the California Oil Recycling Enhancement Act that provides funds to cities and counties for establishing and maintaining local used oil collection programs that encourage recycling or appropriate disposal of used oil; and WHEREAS, the California Integrated Waste Management Board has been delegated the responsibility for the administration bf the program within the State, setting up necessary procedures governing applications by cities and counties under the program; and WHEREAS, the California Integrated Waste Management Board encourages and allows multiple jurisdictions to participate in regional grant programs which provide mutual benefits and consistency of programs far all participants within a region; and WHEREAS, the Cities of Biggs, Gridley and the Town of Paradise have authorized the County of Butte to submit a Regional Used Oil Recycling Block Grant application to the California Integrated Waste Management Board on their behalf and to be the lead agency for Che implementation of the Grant; and WHEREAS, the County of Butte, as the lead agency, will be responsible for the purchase of materials, services, equipment, and fixed assets on behalf of all grant participants as necessary for the implementation of the grant; and WHEREAS, the applicant will enter into an agreement with the State of California for implementation of a used oil recycling program; NOW, THEREFORE, BE IT RESOLVED that the Butte County Board of Supervisors authorizes the submittal of a regional applications on behalf of the Cities of Biggs, Gridley and the Town of Paradise to the California Integrated Waste Management Boazd for Used Oil Recycling Block Grants for the grant periods beginning in 2006 and ending on June 30, 2009. The Public Works Director of the County of Butte, or his designee, is hereby authorized and empowered to execute in the name of the County of Butte and the above named Cities all necessary applications, contracts, payment requests, purchases, agreements and amendments thereto for the purposes of securing grant funds and to implement and carry out the purposes specified in the grant applications.
