TO THE STATE OF CALIFORNIA
DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT
WHEREAS, the Chairman of the Board of Supervisors or the Chief Administrative Officer, is
hereby authorized and directed to sign such documents as may be necessary to file the
application, Memorandum of Understanding, and other documents necessary for implementation
of the Oroville Enterprise Zone; and
WHEREAS, the State of California Department of Housing and Community Development,
Division of Community Affairs has released a "Request for Proposals" for new designations in
the California Enterprise Zone Program to encourage and facilitate business investment and job
development in distressed areas of the State; and
WHEREAS, the County of Butte, hereby satisfies the criteria that an area must meet in order to
be eligible for California Enterprise Zone status; and
WHEREAS, the County of Butte finds that the application area is a depressed area and that
designation of the area as an Enterprise Zone is necessary in order to attract private sector
investment to the area; and
WHEREAS, the County of Butte agree{s) to complete alI actions stated within the application
that applies to its jurisdiction, should the proposed Enterprise Zone be awarded designation.
NOW, THEREFORE, BE IT RESOLVED by this Board as follows:
• That the application area is a depressed area and that designation of the area as an Enterprise
Zone is necessary in order to attract private sector investment to the application area;
• That the County authorizes the application;
• That the County authorizes and supports job development, job creation, and economic
development;
• That the City has stated that it shall develop aself-evaluation process to measure its progress
in meeting the goals and objectives; and, said process shall be submitted to the Department for
review, approval and inclusion in the Memorandum of Understanding (MOU) prior to Final
Designation;
A RESOLUTION OF THE COUNTY OF BUTTE
AUTHORIZING THE SUBMITTAL OF AN ENTERPRISE ZONE APPLICATION
• That the County agrees to complete all actions stated within the application that apply to its
jurisdiction should the proposed Enterprise Zone be awarded designation; and
• That the County will make provide to City information on zone activities within the County's
portion of the Enterprise Zone for auditing purposes; and
• That Chairman of the Board of Supervisors and the Chief Administrative Officer is
authorized to sign the application, the MOU and other documents necessary for the
implementation of the Enterprise Zone.
PASSED AND ADOPTED by the Butte County Board of Supervisors this 22"d day of August
2006 by the following vote:
AYES: Supervisors Connelly, Dolan, Houx,
