BUTTE COUNTY
HARD TO RECRUIT REFERRAL AND REWARD PROGRAM
WHEREAS, Over the past couple of decades the County of Butte (County), as well as
counties nationwide, has experienced an increasing challenge in recruiting adequate
numbers of experienced and well-qualified individuals to fill public safety positions; and
WHEREAS, in order to enhance the County's recruitment efforts to fill Deputy Sheriff,
Correctional Officer and Public Safety Dispatcher positions it has become necessary to
implement creative solutions that go beyond the standard recruitment processes; and
WHEREAS, the County recognizes that employees of the Sheriff's Department
(Department) are an excellent resource for recruitment as these employees have routine
contact with their public safety counterparts in other counties and cities; and
WHEREAS, through these associations, existing employees of the Department often
encounter experienced and well-qualified public safety employees who may have an
existing interest, or could be encouraged to have an interest, in applying for work in the
Department as a Deputy Sheriff, Correctional Officer or Public Safety Dispatcher.
NOW THEREFORE BE IT RESOLVED by the Board of Supervisors that in to offer an
incentive to Butte County Sheriff's Department employees, the County has developed the
following "Hard to Recruit Referral Reward Program." Under this program, employees of the
Sheriff's Department, who do not have responsibility for recruitment as part of their assigned
job duties, including individuals assigned on a temporary basis to carry out specialized
recruiting activities, will be eligible to receive an award for successful referrals. Under this
policy, the County will provide employees who make a referral of a candidate, who is then
employed by the Department for a minimum of three consecutive months, an award of
$500.00 per such referral up to a maximum of five successful referrals per fiscal year. The
decision to award or deny payment under this Hard to Recruit Referral Reward Program
shall be at the sole discretion of the Director-Human Resources and shall not be subject to
grievance or appeal.
HARD TO RECRUIT REFERRAL REWARD PROGRAM:

A. Only regular County of Butte Sheriff's Department employees are eligible to submit
referrals under this program with the following exceptions:

1) Those employees who have responsibility for recruitment as part of their assigned
job duties, including individuals assigned on a temporary basis to carry out
specialized recruiting activities, and
2) All elected, at-will, non-represented and unclassified employees.
B. Eligible employees must be active at the time of referral and active at the time of award
to receive payment of award.
1) For the purpose of this program, "active" means the employee must be in current
compensated status.
C. Hard to Recruit Positions are defined as the following:
1) Deputy Sheriff -lateral
2) Corrections Officer -lateral
3) Public Safety Dispatcher -lateral
D. Amount of Referral Reward:
The amount of referral reward will be a gross payment of $500.00 and will be paid
through the regular payroll advice/warrant. Said payment is not part of an eligible
referring employee's base pay, hourly rate, and/or monthly salary, nor is it to be included
within the definition of compensation earnable for the purpose of calculating a referring
employee's final compensation related to retirement.
E. Eligibility for Referral Reward:
1) Referrals only qualify under this program if a written referral is made by an
eligible employee during the recruitment period on the form attached as
"Attachment A".
2) Current Sheriff's Department employees do not qualify as "applicants" to be
referred under this program.
3) Members of a referring employee's immediate family do not qualify as
"applicants" to be referred under this program. Immediate family for the purpose
of this Hard to Recruit Referral Reward Program includes husband, wife,
registered domestic partner, child, stepchild, brother, stepbrother, sister,
stepsister, parent, stepparent or any person serving as a parent, or who has
served as a parent, or any other person living in the same household as the
employee.
4) An employee is only eligible to receive up to five (5) referral reward payments per
fiscal year, regardless of the total number of referrals made by the employee that
meet the criteria for successful completion of the program.

F. Process for Receiving Referral Reward:
Referral Form:
1) The referring employee must complete and submit a Referral Form to the
Department of Human Resources. Upon submission, the Referral Form will be
time/date stamped. The Referral Form should be submitted at the same time as
the referred candidate's application. In no instance will the Referral Form be
accepted past the closing date of the recruitment.
2) The Referral Form must be verified by signature of the referred candidate.
3) Payment of the referral reward will be subject to verification that all required
parties have met the eligibility requirements.
4) Verbal referrals will not be accepted.
5) Only one employee may qualify for the referral reward for each referred
candidate. In the event of multiple Referral Forms for the same candidate, the
Referral Form with the earliest time/date stamp will be used in determining
eligibility for reward.
G. Reward payment will be made in the following manner:
1) The recruited employee has to complete the below-referenced length of service
in order for the $500.00 referral reward to be paid to the employee who made the
referral:
a) Deputy Sheriff (lateral) - Upon completion of three (3) months of
employment.
b) Corrections Officer (lateral) -Upon completion of three (3) months of
employment.
c) Public Safety Dispatcher (lateral) -Upon completion of three (3) months
employment.
2) A gross payment of $500.00 will be made to the referring employee through
regular payroll advice or warrant as indicated in Paragraph D (Amount of Referral
Reward}, and will be subject to all applicable payroll deductions.
a) An employee is only eligible to receive up to five (5) referral reward
payments per fiscal year for successfully referred candidates, regardless
of the total number of referrals made by the employee that meet the
criteria for successful completion of the program.
This program shall become effective immediately upon Board of Supervisors approval and
adoption.
