RESOLUTION IN RECOGNITION OF DAVID GUY
FOR HIS YEAR5 OF SERVICE AS EXECUTIVE DIRECTOR OF
THE NORTHERN CALIFORNIA WATER ASSOCIATION
WHEREAS, David Guy has served the Sacramento Valley as the executive director of the
Northern California Water Association for the past eight years, effectively implementing the
association's mission statement "to promote the economic, social and environmental viability of
Northern California by enhancing and preserving its water rights, supplies and water quality;"
and
WHEREAS, David and the Northern California Water Association have provided strong
leadership on water issues at the local, regional and state levels; and
WHEREAS, while with the Northern California Water Association, David continued his
professional dedication to the protection of water rights and the responsible management of
surface water and ground water resources; and
WHEREAS, during David's tenure with the Northern California Water Association, the
Sacramento Valley Integrated Regional Water Management Plan, the first large scale rural
integrated water management plan in California, was developed by water users, local
governments, conservation partners and interested parties in the region. This Plan provides the
framework to support and enhance more localized water management programs and activities,
including the Four-County Agreement for groundwater management; and
WHEREAS, in response to the need for more comprehensive water quality monitoring in the
Sacramento Valley, David and NCWA created the Sacramento Valley Water Quality Coalition;
and
WHEREAS, David has actively addressed all issues related to Northern California water
resources and NCWA has been the forum in which difficult water issues are brought to the table
to develop solutions; and
WHEREAS, as executive director, David worked with the NCWA Board of Directors to
develop a county membership class, providing Northern California counties with the opportunity
to join NCWA, representation on the Board and further enhancing the cooperative and
collaborative relationship between water users and county governments in the Sacramento
Valley; and
NOW, THEREFORE, BE IT RESOLVED that the Butte County Board of Supervisors
recognize the efforts of David Guy, and commend him for his work regarding Northern
California water.
PASSED AND ADOPTED by the Butte County Board of Supervisors this 22nd day of May,
2007, by the following vote:
AYES: Supervisors Connelly, Kirk, Josiassen, Yamaguchi, and Chair Dolan
NOES: None
ABSENT: None
NOT VOTING: None
