RESOLUTION INCREASING THE AMOUNT OF THE
NEAL ROAD LANDFILL CHANGE FUND
WHEREAS, the Board of Supervisors of the County of Butte previously adopted
Resolutions # 03 -024 approving and authorizing a Change Fund in the amount of $ 1,000
for use at the Landfill pursuant to Govemrnent Code # 29320 et seq ;and
WHEREAS, that code provides for the establishment and maintenance of such
funds in amounts to be determined by the Board of Supervisors; and
WHEREAS, the Director of Public Works and the Manager of the Solid Waste
Division have determined that due to the increased volume and amount of activity at the
Landfill, an increase in the dollar amount of that Ymprest Cash Fund (Change Fund) is
necessary for the efficient operation of the Landfill; and
WHEREAS, both the Director of Public Works and the Auditor believe that an
increase would 1) be beneficial to the efficient operation of the Landfill, and 2} would
allow for better cash handling practices and procedures, therefore mutually support the
request for an increase;
NOW, THEREFORE, BE iT RESOLVED by the Board of Supervisors of the
County of Butte, State of California, as follows:
1. That in addition to the amount authorized by the above resolution, this resolution
increases the amount from the existing $ 1,000 to $ 2,800. An increase of $ 1,800.
2. It is the intent of the management of the Landfill to distribute that total amount into
four {4} separate cash bags that will allow change-making operations to occur on a
daily basis over weekends while providing sufficient change so that daily receipts can
be deposited "intact" and in accordance with County Cash Handling Procedures. The
Board approves the redistribution of the total amount of the change fund at the
discretion of the Director of Public Works.
3. Certified copies of this resolution shall be transmitted to the County Auditor and the
County Treasurer.
4. The Interim Chief Administrative Officer and the Risk Manager are instructed
pursuant to Section 29323 of the California Government Gode to amend by
endorsement the blanket fidelity bond of the County to be conditioned in addition to
its other provisions, upon the faithful administration of the Change Fund and upon the
willingness and ability of the principal for whom such fund has been established to
account for and pay over the fund upon demand of the Board of Supervisors at any
time.
5. The Auditor of the County of Butte is hereby authorized and directed to draw a
warrant in the sum of One Thousand Eight Hundred Dollars ($ 1,800} in favor of the
Director of Public Works, for deposit into the Butte County Neal Road Landfill
Management Fund {F-7570) Change Fund and to adjust County records accordingly.
6. The Director of Public Works or hislher designee will account for the Change Fund in
accordance with Government Cade Section 29390 et. seq. and will periodically verify
the amounts in the funds when requested by the Auditor-Controller or the Board of
Supervisors.
