RESOLUTION OF THE BOARD OF SUPERVISORS OF THE COUNTY OF BUTTE
CHANGING THE ADMINISTRATION OF
THE FRANK WATTERS AND MARY ANNE HOUX CHILDREN'S TRUST FUND
TO THE BUTTE COUNTY CHILD ABUSE PREVENTION COUNCIL
WHEREAS, the high incidence of child abuse and neglect is a serious problem in Butte County;
and
WHEREAS, through a cooperative public-private effort, a Children's Trust Fund was expanded
in October of 1994 to allow taxpayers the opportunity to contribute to the Children's Trust Fund and to
direct all funds to non-profit community agencies for the specific purpose of providing various social
services to children and families in Butte County; and
WHEREAS, on February 9, 1999 the Children's Trust Fund was renamed The Frank Wafters
Memorial Children's Trust Fund, in honor of the late Frank Wafters; and
WHEREAS, on December 12, 2006 the Frank Waters Memorial Children's Trust Fund was
renamed The Frank Watters and Mary Anne Houx Children's Trust Fund, in honor of the late Mary Anne
Houx; and
WHEREAS, The Frank Wafters and Mary Anne Houx Children's Trust Fund has been
administered through the Butte County Department of Employment and Social Services since its inception;
and
WHEREAS, the Butte County Child Abuse Prevention Council was established in 1975, and was
designated by the Board of Supervisors in 1994 under the mandates of the California Welfare and
Institutions Code Section 18965, and;
WHEREAS, the purpose of the Butte County Child Abuse Prevention Council is to support
healthy families in our community by promoting public awareness about the abuse and neglect of children
and the resources available for intervention and treatment, and by facilitating community support for child
abuse and neglect programs, and;
WHEREAS, the Butte County Department of Employment and Social Services recommends that
the administration of The Frank Wafters and Mary Anne Houx Children's Trust Fund be administered by
the Butte County Child Abuse Prevention Council in order to provide better availability to community
projects and services that meet the needs of abused and neglected children in Butte County; and
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of the County of Butte
authorize the Butte County Child Abuse Prevention Council to receive and administer the funds from The
Frank Wafters and Mary Anne Houx Children's Trust Fund.
BE IT FURTHER RESOLVED that the Board hereby proclaims that The Frank Wafters and
Mary Anne Houx Children's Trust Fund be renamed to the Frank Wafters and Mary Anne Houx Children's
Fund to more accurately reflect the fund's status.
PASSED AND ADOPTED by the Butte County Board of Supervisors this 23`d day of October
2007 by the following vote:
