COUNTY 4F BUTTE, STATE OF CALIFORNIA Rt~solufion No. 08_029 ~ESO~UTION IN RECOGNITION OF STARLYN BROWN, ASSISTANT CHIEF ADMINISTRATIVE OFFICER, UPON RETIREMENT FROM BUTTE COUNTY WHEREAS, Starlyn (Star) Brown, Assistant Chief Administrative Officer for Butte County, announced her retirement with her last date of employment of April 4, 2008; and WHEREAS, Star began her career with the County of Butte as a Senior Planner in 1984, and after leaving employment 1987 for a brief time, returned to the County as an Analyst III in 1988; and WHEREAS, Star advanced through her career being appointed as a Deputy Administrative Officer in 1989 and an Assistant Chief Administrative Officer in 1991; and WHEREAS, Star served as the interim Ghief Administrative Officer on three separate occasions and brought stability to Butte County during those periods of transition; and WHEREAS, Star served as the assistant to five different Chief Administrative Officers including Marty Nichols, Will Randolph, John Blacklock, Paul McIntosh, and C. Brian Haddix; and WHEREAS, Star, working together with the Chief Administrative Officers, Board of Supervisors, department heads, and County staff, enhanced County service levels in almost all areas; and WHEREAS, Star was instrumental in many important projects such as the construction of the Southside Oroville Community Center, adoption of the Nitrate Compliance Program, and Solar Project; and WHEREAS, Star was recognized by the Chico News Review's editor as the Butte County Public Servant of the Year in 2007; and WHEREAS, Star fostered an environment of trust between various governmental agencies in Butte County, elected and appointed officials, County staff, and citizens through honest and open dialogue; and WHEREAS, Star earned the respect of everyone around her by not seeking recognition for herself but often worked behind the scene to resolve difficult issues; and WHEREAS, Star demonstrated uncompromising integrity and ethics in all her professional and personal endeavors; and WHEREAS, Star worked diligently for the past 23 years in the best interest of Butte County and its citizens, helping to make this community a better place to live. NOW, THEREFORE, BE IT RESOLVED, That this Board, on its own behalf, and on behalf of the residents of the County of Butte, wish to express to Starlyn Brown sincere appreciation far her dedication and outstanding service rendered to the residents of the County of Butte, and further wishes her warmest regards upon her retirement.
