our armed fore<°s have been forced to endure captivity and more than eighty-eight thousand have
disappeared into tine smoke and chaos of battle whose Late has never been resolved: and
~~'III~:KI;iyS, the grief"and pain t"clt by the lamilies of"those missing in action remains an unhealed
tivound not only (or them but for the nation as a whole; and
WHI~;RF.AS, the President ofthc United States has proclaimed that the third Friday ofeach
Scptembcr shall be designated as an annual recognition of the sacrifices made in combat by those who
have not returned: and

flmericans were deprived of their fi"eedom, treated with contempt and brutality, or used as political pawns
by their captors, have fought long, lonely battles against despair, physical and psychological abuse. and
