"*'• ' *' COUNTY OF BUTTE, STATE OF CALIFORNIA .~~~ ~ .~ ~j ~: ~j,• ` 4' ~~~?>~~'~,~.....,.*~•~,.~ ~~~~~ RC'SOZZdtZOYl ~~. 08 167 RESOLUTI(}N AUTHORIZING TRANSFER OF REALIGNMENT REVENUE IN FISCAL YEAR 2008-2009 WHEREAS, the State Legislature enacted Assembly Bill 1491 in fiscal year 1991-92 to give counties a source of funding to provide public health, mental health, and social services programs for which responsibility was transferred to counties through the realignment of programs; and WHEREAS, realignment provides flexibility to counties to address local conditions within Section 17600.20(a) of California Welfare and Institutions Code which states: "Any county or city or city and county may reallocate money among accounts in the local health and welfare fund, not to exceed 10°l0 of the amount deposited in the account from which the funds are reallocated for that fiscal year;" and WHEREAS, on June 24`", 2008 the Butte County Board of Supervisors approved a transfer of $1,46,374 or ten percent of the Public Health realignment revenue received in fiscal year 2008-2009 to the Welfare Fund to support public assistance programs administered by the Department of Employment and Social Services; and WHEREAS, realignment revenues in the Department of Employment and Social Services are declining due to decreases in Sales fax and Vehicle License Fee revenues; and WHEREAS, expenditures for public assistance programs are projected to increase beyond the amounts currently budgeted due to caseload increases; and WHEREAS, Section 17600~20(b) of California Welfare and Institutions Code states. "After depositing funds to the social services account allocated to a county or city and county pursuant to Section 17605 and after reallocating funds from both the health account and mental health account of the local health and welfare trust fund under subdivision (a), a county may reallocate up to an additional 10 percent of the money from the health account to the social services account in the 1992-93 fiscal year and fiscal years thereafter, for caseload increases for mandated social services programs listed in paragraph (2} of subdivision (b) of Section 17605 in excess of revenue growth in the social services account;" and WHEREAS, revenues to support public assistance programs require a transfer of ten percent of revenue to be received in fiscal year 2008-2009, estimated at $773,000 from Mental ~-Iealth realibnnlent revenues to the Welfare Fund, which is within the stahltory transfer limit; and WHEREAS, the County is due $1,110,695 for social services caseload growth for mandated programs in excess of growth in the social services account; and WHEREAS, revenues to support public assistance programs require an additional transfer of up to ten percent of revenue to be received in fiscal year 2008-2009, but no greater than S 1,110,695, the amount due to the County for caseload increases far mandated social services programs, from Public Health realignment revenues to the Welfare Fund, which is within the statutory transfer limit; and NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors authorize the transfer of ten percent (estimated at $773,000) of fiscal year 2008-2009 Mental Health realignment revenues to the Welfare Fund and the transfer of an additional ten percent, not to exceed 51,110,695 which is due to the County for increases in caseload to mandated programs, from fiscal year 2008-2009 Public Health realignment revenue to the Welfare Fund and make the finding that the transfer of realignment revenues is based on the most cost-effective use of available revenues to maximize client outcomes.
