HomeMy WebLinkAbout09-093ResoTufion RESOLUTION TO EXPAND THE ALLOWABLE USES OF THE FARE DEPARTMENTICOMMUNICTY COST SHARE FUNDS WHEREAS, in 1993 the Board of Supervisors adopted Resolution 93-131 establishing the Fire Department/Community Cost Share Program; and WHEREAS, in 1994 the Board of Supervisors adopted Resolution 94-110 establishing the Fire DepartmentlCommunity Cost Share Trust Fund; and WHEREAS, Resolutions 93-131 and 94-110 defined the sources of revenue for the Community Cost Share Program and Trust Fund as: A. Not more than $100,000 in annual savings in the California Department of Forestry and Fire Protection (CDF)/Butte County Fire Department (BCFD) agreement; B. Unanticipated revenue from use of County fire resources by Federal agencies; C. Unanticipated revenue from use of County fire resources by State agencies; D. Civil cost collection or court ordered restitution revenues paid by persons negligently or criminally causing fires; and WHEREAS, Resolutions 93-131 and 94-110 resolved that funds from the Community Cost Share Program/Trust Fund would be used to fund a 50150 split wherein the County would match funds or in-kind labor and materials, generally on a dollar far dollar basis, with community funds to replace County-owned fire facilities and equipment; and WHEREAS, Resolutions 93-131 and 94-110 resolved that the County Auditor administer the trust fund in the same manner as other trust funds of a similar nature; and WHEREAS, Governmental Accounting Standards Board (GASB} 34 pronouncement from 1999 required that these funds be moved from a Trust Fund to a restricted cash account; and WHEREAS, the funds in the restricted cash account may be used for the same intended purposes as the Trust Fund; and WHEREAS, the current economic downturn has made it necessary to expand the use of these funds to assist with Fire Department operations. NOW, THEREFORE, SE IT RESOLVED that the use of the Fire Department/Coxnmunity Cost Share funds be expanded to include Fire Department aperations.
