RE: Paradise Irrigation District Resolution No. 2016-19 Calling for a Special Recall Election
for District Directors Larry Duncan, Division No. 3, and Sep Carola, Division No. 4
Dear Butte County Board of Supervisors:
At its regular meeting of September 21, 2416, the Board of Directors of the Paradise Irrigation
District adapted Resolution No. 2616-19 calling for a special recall election to be held on
January 24, 2616 for District Directors Larry Duncan, Division No. 3, and Sep Carola, Division
No. 4, The Special Recall Election shall be conducted as an "all-mail ballot" election in
accordance with Elections Code section 4492 and 4108.
Provided herein, is a copy of said Resolution for the Boardof Supervisors agenda transmittal to
permit the Clerk-Recorder/Registrar of Voters of Butte County to render such services
necessary to conduct the recall election and to canvas the returns of said election. Please
direct copies of correspondence pertaining to the special recall election to Paradise Irrigation
District at 6332 Clark. Road, Paradise, CA 959691..

RESOLUTION NO. 2016-19
PARADISE IRRIGATION DISTRICT
RESOLUTION CALLING FOR A SPECIAL RECALL ELECTION TO BE
CONDUCTED AS AN ALL-MAIL BALLOT ELECTION
FOR DISTRICT DIRECTORS LARRY DUNCAN, DIVISION NO. THREE,
AND SEP CAROLA,DIVISION NO.FOUR., TO BE HELD ON JANUARY 24, 2017
WHEREAS, proponents circulated a Petition to Recall Larry Duncan, Director of
the Paradise Irrigation District, Division No. Three and filed it with the Butte County Clerk-
Recorder/Butte County Registrar of Voters office on July 22, 2016; and,
WHEREAS, proponents circulated a Petition to Recall Sep Carola, Director of the
Paradise Irrigation District, Division No. Four and filed it with the Butte County Clerk-
Recorder/Butte County Registrar of Voters office on July 22, 2016; and
WHEREAS, Certificates of Sufficiency from the Butte County Clerk-
Recorder/Butte County Registrar of Voters office was issued confirming that the recall petitions
regarding Larry Duncan and Sep Carola contained valid signatures sufficient in number to
require a Recall Election; and,
WHEREAS,the Board of Directors of the Paradise Irrigation District received the
Certificates of Sufficiency at its regular meeting of September 21, 2016,
NOW, THEREFORE, BE IT RESOLVED THAT:
(1) A Special Recall Election is hereby called and ordered to be held on
Tuesday, January 24, 2017 in accordance with California Elections Code sections 11240 and
11242; and,
(2) The Special Recall EIection shall be conducted as an "all-mail ballot"
election in accordance with Elections Code section 4002 and 4108; and,
(3) In accordance with Elections Code section 11320, the exact wording of the
questions to appear on the ballot shall be as follows:
Shall LARRY DUNCAN be recalled
(removed)from the office of Director YES
of Paradise Irrigation District, NO
Division No.Three?
Shall SEP CAROLA be recalled YES
(removed)from the office of Director NO
of Paradise Irrigation District,
Division No. Four?
(4) In accordance with Elections Code section 11322, in addition to the material
contained in section 11320, the names of the candidates nominated to succeed the director sought
to be recalled shall appear under each recall question; and,
(5) The Board of Directors hereby requests the Board of Supervisors of the
County of Butte, California, to permit the Clerk-Recorder/Registrar of Voters of Butte County to
render such services necessary to conduct the recall election; and,
(6) The Board of Directors further requests that the Board of Supervisors of the
County of Butte authorize the Clerk-Recorder/Registrar of Voters of Butte County to canvas the
returns of said election; and,
(7) All costs of conducting the election shall be reimbursed by the Paradise
Irrigation District pursuant to section 10002 of the California Elections Code.
PASSED AND ADOPTED this 21st day of September , 2016,
by the following vote of the Board of Directors, to wit:

At its regular meeting of September 21, 2016, the Board' of Directors of the Paradise Irrigation
District adopted Resolution No. 2016-19 calling for a special recall election to be held on
January 24, 2016 for District Directors Larry Duncan, Division No. 3, and Sep Carola, Division
No. 4. The Special Recall Election shall be conducted as an "all-mail ballot" election in
accordance with Elections Code section 4002 and 4106.

Butte County Board' of Supervisors for inclusion on the Board of Supervisors Agenda. Please
direct correspondence and any legal notices pertaining to the special recall election to Paradise
