HomeMy WebLinkAbout10-070Resolution RESOLUTION IN SUPPORT OF CREATION OF ASSESSMENT DISTRICT TO IMPROVE LEVEES ALONG THE WEST BANK OF THE FEATHER RIVER WHEREAS, Butte County is a member of the Sutter Butte Flood Control Agency ("Agency"), a Joint Powers Authority created in 2007 to finance and construct levee improvements in the Sutter Basin; and WHEREAS, levee studies have identified deficiencies along 44 miles of the Feather River, which borders the Agency on the east side; and - WHEREAS, Butte County recognizes the significant public safety and economic I-~slcs of flooding to residents, businesses and farms within the Sutter Basin due to the deficient levee system; and WHEREAS, the Federal Emergency Management Agency's remapping efforts in Butte and Sutter Counties will result in higher costs for flood insurance far residents and businesses in the Sutter Basin; and WHEREAS, due to the State's floodplain mapping efforts, starting in 2015 cities and counties will be unable to develop unless flood protection is adequate or adequate progress has been made on achieving a minimum level of flood protection; and WHEREAS, the Agency has studied the flood protection needs of the Sutter Basin and proposes to rehabilitate the entire length of the Feather River levee in order to provide 200-year flood protection between Thermalito Afterbay and Yuba City, and 100-year flood protection for the remainder of the Sutter Basin south of Yuba City {in conjunction with work proposed by the Agency for the California Department of Water Resources on the Sutter Bypass Levees}; and WHEREAS, completion of the Agency's proposed rehabilitation work is likely to remove mandatory flood insurance requirements for most of the Sutter Basin and allow for responsible development in areas with adequate flood protection. NOW, THEREFORE, BE IT RESOLVED that Butte County hereby supports the creation of a special assessment by the Sutter Butte Flood Control Agency, with approval as required by the California Constitution from impacted property owners, in order to improve public safety, reduce flood insurance costs, allow for responsible development, and protect the regional economy.
