WHEREAS, Emma Blackburn realized that the establishment of a free public
library in the Town of Paradise would benefit its citizens; and
WHEREAS, Emma Blackburn did, in April 1914, take it upon herself and with
the help of Ida Reagan, Butte County Librarian, establish in her home the first free public
library in the Town of Paradise; and
WHEREAS, Emma Blackburn gave, with little compensation, her time and talent
to the Paradise Branch Library and to the Town of Paradise; and
WHEREAS, Emma Blackburn served as librarian through many moves and
hardships; and
WHEREAS, Emma Blackburn served as Paradise Librarian for thirty-three (33}
years, retiring in 1947 at the age of 74; and
WHEREAS, the Board of Directors, Friends of the Library -Paradise, at their
regularly scheduled Boazd meeting on May 6, 2010, recommended that the Butte County
Board of Supervisors recognize that the room in the Paradise Branch Library commonly
referred to as the conference or community room be henceforth known as the Blackburn
Memorial Community Room in honor of Emma Blackburn's long, distinguished and
unselfish service as the Paradise Branch Librarian.
NOW, THEREFORE, BE IT RESOLVED, that the Boazd of Supervisors of the
County of Butte supports the naming of the conferencelcommunity room of the Paradise
Branch Library in memory of Emma Blackburn for her years of service as the Paradise
Branch Librarian; and
BE IT FURTHER RESOLVED that the Board of Supervisors of the County of
Butte grants permission to the Friends of the Library -Paradise to have suitable signage
created and placed in conspicuous places identifying the room at the Blackburn Memorial
Community Room.
PASSED AND ADOPTED by the Board of Supervisors of the County of Butte,
State of California, this 14~' day of September, 2010, by the following vote:
