HomeMy WebLinkAbout10-152A RESOLUTION OF THE BUTTE COUNTY BOARD OF SUPERVISORS ADOPTING BUTTE COUNTY GENERAL PLAN 203U WHEREAS, the Butte County General Plan 2030 (GP 2030} Update process was initiated by action of the Board of Supervisors, including the adoption of Resolution 06- 085 an May 23, 2006, which created the Butte County General Plan Citizens Advisory Committee and set in motion a process of holding public workshops and meetings regarding the County's GP 2030 Update; and WHEREAS, the purpose of the GP 2030, Upda#e is to set policy guidelines for future conservation and development in the County and to address changed conditions since the last revision of the General Plan, which took place far various elements from 1971 to ].995. The GP 2034 Update is a comprehensive, long-term general plan for Butte Gounty and establishes an overall framework and set of Iand use planning goals for the -' unincorporated area of the County. GP 2030 has a 20-year planning horizon; and 'WHEREAS, the GP 2030 process included extensive input from the public, twenty-three Citizens Advisory Committee Meetings, twenty-four community meetings within unincorporated communities and areas, and eight major Meeting Series devoted to: 1. Issues Identification 213. Alternatives Creation and Finalization 4. Alternatives Evaluation and Selection 5. Housing Element 6. Goals and Policy Development 7. Creation of Draft General Plan 2030 8. Draft Zoning Ordinance Each Meeting Series included a Public Workshop to inform the public and accept public written and anal commen#, one or more Citizens Advisory Committee meetings, one or more Planning Commission Study Sessions, and one or more Board of Supervisors Study Sessions. In total, 4$ meetings were held in conjunction with the eight major meeting series, not including the Draft Zoning Ordinance Series, which is still underway; and WHEREAS, GP 2030 was coordinated with an update to the Housing Element with the goal of ensuring internal consistency with all GP 2030 Elements. The Housing Element Meeting Series included a Public Workshop, Citizens Advisory Committee meeting, and two joint meetings with the Board of Supervisors and Planning Commission. The Housing Element was adopted by the Board of Supervisors under separate resolution on August 25, 2009 and is recommended for amendment by separate resolution of the Board of Supervisors dated October 2G, 2010; and WHEREAS, GP 2030 was coordinated with a comprehensive update to the County Zoning Ordinance to ensure consistency between GP 2030 and the new Draft Zoning Ordinance, which is currently under review and scheduled far fnal adoption in March, 2011;and WHEREAS, a number of Special Meetings were held throughout the GP 2030 process on the following topics to assist the Citizens Advisory Committee, Planning Commission and Board of Supervisors to become informed and educated about these topics: 1. Economic Summit 2. Fiscalization of Land Use 3. Climate Change 4. Water Resources 5. Butte Regional Conservation Plan 6. Sustainability 7. Migratory Deer Range 8. Wildfre Safety 9. Exploring Optional General Plan Elements l0.Organization of Draft General Plan; and WHEREAS, City/County coordination meetings were held, starting with a GP 2030 City/County Summit, which included majorities of the city councils and planning commissions from each of the five incorporated cities and town within Butte County, and the Butte County Board of Supervisors and Planning Commission. The CitylCounty Summit generated issues and ideas relating to land use planning and general plans. The City/County Summit also resulted in 23 individual "one-an-one" meetings between the county and incorporated municipalities to coordinate planning efforts and GP 2030; and WHEREAS, the GP 2030 process resulted in the production of various reports and information used to inform the public and decision-makers about key issues concerning existing conditions, GP 2030 alternatives, and other information about Butte County, including: 1. Butte County Briefing Book (2007) 2 2. Butte County Setting and Trends Report {2007) 3. Alternatives Evaluation Report (200$); and WHEREAS, comments and participation were sought from County residents, California Native American Indian Tribes, public agencies, and community groups. Two newsletters concerning GP 2030 were published at key times during the GF 2030 process and distributed widely to the public through direct mail, at all GP 2030 meetings and at County of'f'ices. All documents were made available at all Butte County branch libraries; and WHEREAS, the GF 2030 Update was referred to all adjacent counties, all school districts in the County, the Butte Local Agency Formation Commission, the Butte County Association of Governments, the Butte County Air Quality Management District, water districts, Beale Air Force Base, and a number of other public agencies; and WHEREAS, the Butte County General Plan 2030 Guiding Principles, approved by the Board of Supervisors on February 13, 2007, provide the foundation for the GP 2030 process and helped guide GP 2030 organization and decision-making. The Guiding Principles for GP 2030 are: 1. Principle: Cooperative Planning Through the Butte County General Plan and the incorporated cities General Plan update process, the County will partner with incorporated cities, special districts and unincorporated communities on important regional planning issues. 2. Principle: Circulation Transportation (all modes) is an important element of the General Plan that will be coordinated with all of the transportation planning agencies. 3. Principle: GrowthlUrban Development/Housing The General Plan shat! address areas of urban development for anticipated growth during the next 20 years to meet the housing needs of Butte County residents. 4. Principle: Airport Land Use Planning The General Plan will protect the County airports in coordination with the 2000 Airport Land Use Compatibility Plan. 5. Principle: Natural Resources and Environment The General Plan shall address the protection, enhancement, utilization and management of Natural Resources and the Environment. 6. Principle: Public Health and Safety The General Plan will promote the public's health, safety and welfare. 7. Principle: Economic Development .The General Flan will play a critical role in establishing a positive environment for economic development 3 8. Principle: Agriculture The General Plan shall address agriculture as an important aspect of Butte County's economy that will be protected, maintained, promoted and enhanced. 9. Principle: Rural Development The General Plan shall identify appropriate locations and the type of growth that will occur in rural areas while protecting the integrated benefits of agricultural resources, natural resources, and the environment. 10. Principle: Recreational Opportunities and Protection of Cultural Resources The General Plan shall address the need for new parks and recreation opportunities. Cultural resources that are signifcant to Butte County's history will be identified and protected. 11. Principle: Sustainability The General Flan shall address, identify and promote ways to maintain or enhance economic opportunity, viability and community well-being while protecting and restoring the natural environment. 12. Principle: Fublic Services The General Plan will address where and how the full array of public services and/or facilities will be provided to the varied and diverse geography ofthe county. 13. Principle: Water Resources The General Plan shall address the protection and management of water resources; and WHEREAS, to address these principles, GP 2030 has been organized into an Introduction and Overview, including the County's Vision Statement and supporting statements concerning youth development and sustainability, the Guiding Principles, and 7 mandatory Elements including the Land Use Element, the Housing Element, the Circulation Element, the Conservation and Open Space Element, and the Health and Safety Element (including the Noise Element) and 5 optional Elements, including the Economic Development Element, the Agriculture Element, the Water Resources Element, the Public Facilities and Services Element; and the Area and Neighborhood Plans Element; and WHEREAS, the Board of Supervisors held public meetings to consider the GP 2030 Update on May 8 and July 11, 2007; February 26, July 22, July 29, and July 34, 2008; February 18, February 19, April 14, May 29, August 25, and December 8, 2009; January 19, January 21, April 13, July 27, August 24, September 14 and September 29, 2010; and WHEREAS, the Butte County Planning Commission held public meetings to consider the GP 2030 Update on April 13, September 28, and October 11, 2007; May 9, May 30, June 13, July 22, November 7, November 14, and December 11, 2008; including 4 joint meetings held with the Butte County Board of Supervisors on January 19 and January 21, 2010, and a Planning Commission meeting held on September 9, 2010; and WHEREAS, the Planning Commission was provided with the complete contents of the Final Environmental Impact Report (FEIR) consisting of the following documents: (1) Butte County General Plan 2030 Draft Environmental Impact Report {April 8, 2010), (2} Butte County General Plan 2030 Final Environmental Impact Report (August, 30 2010); and WHEREAS, the Butte County Planning Commission has reviewed and considered the information in the FEIR described above, FEIR administrative record, staff reports, and all oral and written testimony presented to the Planning Commission; and WHEREAS, on September 9, 2010 the Planning Commission, under Resolution No. 10-24, unanimously recommended that the Board of Supervisors: adopt the Butte County General Plan 2030; certify the FEIR; adopt a mitigation and monitoring program together with Findings of Fact pursuant to CEQA and a Statement of Overriding Considerations; and WHEREAS, the County complied with the requirements of the California Environmental Quality Act, Public Resources Code sections 21000-211178.1 (CEQA} in the manner described in the Board of .Supervisors Resolution adopted on October 26, 2010 certifying the Butte County General PIan 2030 Final Environmental Impact Report. NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors hereby makes the following findings: 1. Notice of the Board of Supervisors hearings on the GP 2030, DEIR and FEIR were given as required by law and the actions were conducted in accordance with CEQA, and the State CEQA Guidelines. 2. AlI individuals, groups and agencies desiring to comment were given adequate opportunity to submit oral and written comments an GP 2030 and the environmental review documents. These opportunities for comment meet or exceed the requirements of the Planning and Zoning Law and CEQA. 3. All comments submitted during the public review and comment period on the DEIR were responded to adequately. 4. The Board of Supervisors was presented with all of the information described in the recitals and has considered this information in adopting this resolution. 5. Adoption of GP 2030 is in the public interest.
