RESOLUTION RATIFYING PROCLAMATION OF A LOCAL EMERGENCY
AND REQUEST THE GOVERNOR PROCLAIM THE COUNTY OF BUTTE TO BE IN A
STATE OF EMERGENCY; AND REQUESTING THAT THE GOVERNOR OF THE
STATE OF CALIFORNIA PURSUE A PRESIDENTIAL EMERGENCY DECLARATION
OF DISASTER
WHEREAS, Section 8-5 of the Butte County Code empowers the Chief Administrative
OfFcer of the County of Butte to proclaim the existence, or threatened existence of a local
emergency when said County is affected, or likely to be affected, by a local emergency and the
Board of Supervisors is not in session, and
WHEREAS, conditions of extreme peril to the sa#ety of persons and property have
arisen within said County, commencing mid March 2011 and ending March 27, 2011 caused by
torrential rain, high winds and heavy snow; and
WHEREAS, the aforesaid conditions of extreme peril did warrant and necessitate the
proclamation of the existence of a local emergency; and
WHEREAS, at the time of the commencement of the said local emergency the Board of
Supervisors was not in session (and could not immediately be called into session); and
WHEREAS, the Chief Administrative Officer of the County of Butte did proclaim the
existence of a local emergency within said County on the 1St day of April, 2011; and
WHEREAS, it is hereby found that }ocal resources are unable to cape with the effects of
said emergency.
NOW, THEREFORE, IT IS HEREBY PROCLAIMED AND ORDERED that the
Proclamation of Existence of a Local Emergency and request to the Governor to declare a State
of Emergency, as issued by said Chief Administrative Officer, is hereby ratified and confirmed
by the Board of Supervisors of the County of Butte; and
IT IS FURTHER REQUESTED #hat the Governor of the Sta#e of California pursue a
Presidential Declaration of Disaster for Butte County; and
IT IS FURTHER PROCLAIMED AND ORDERED that the Proclamatian of Existence of
a Local Emergency shall be deemed to continue to exist until its termination is proclaimed by
the Board of Supervisors of the County of Butte; and
IT IS FURTHER PROCLAIMED AND ORDERED #hat during the existence of said local
emergency the powers, functions and duties of the emergency organization of this County shall
be those prescribed by state law, by charter, ordinances, and resolutions of this County, and by
the County of Butte Emergency Operations Plan, and
IT IS 1=URTHER ORDERED that a copy of this resolution be forwarded to the Secretary
of the California Emergency Management Agency, and
IT 15 FURTHER ORDERED that John Gulserian, Emergency Services Officer of the
County of Butte, is hereby designated as the authorized representative of the County of Butte
for the purpose of receip#, processing, and coordination of all inquiries and requirements
necessary to obtain available State and Federal assistance.

2011, by the following vote:
