HomeMy WebLinkAbout11-039Resolution RESOLUTION AUTHORIZING BUTTE COUNTY DEPARTMENT OF BEHAVIORAL HEALTH TO MOVE FORWARD WITH THE VALLI=Y VIEW APARTMENTS PROJECT WHERI=AS, the Butte County Department of Behavioral Health (BCDBH), has been granted Mental Health Services Act (MHSA) funding to develop permanent supportive housing for individuals with serious mental illness who are homeless or at risk of homelessness; WHEREAS, BCDBH in partnership with Northern Valley Catholic Social Services (NVCSS) and Youth for Change (YFC) are developing Valley View Apartments which will provide affordable housing to low income transition age youth (TAY} with severe mental illness who are homeless or at risk of homelessness; WHEREAS, BCDBH requires Butte County Board of Supervisors authorization in order to move forward with the Valley View Apartments Project as follows: recommendation of the project; authorization for BCDBH #a submit a housing program application to the Department of Mental Health (DMH) and the California Housing and Finance Agency (CaIHFA) to draw down MHSA housing funds; authorization for BCDBH Director, Anne Robin, #a sign the housing program application and related Memorandum of Understanding (MOU) prepared as part of the housing program application; authorization for BCDBH Director to submit a letter to CaIHFA requesting a waiver to increase the use of MHSA Housing Program funds from 33% to 52% per unit; authorization for CaIHFA to allocate interest earned in Butte County's account, until CaIHFA loan closing, to the Valley View Apartments project. NOW, THEREFORE, BE IT RESOLVED that the Butte County Board of Supervisors authorizes BCDBH to move forward with the Valley View Apartments Project as follows: recommendation of the project; authorization for BCDBH to submit a housing program application to the Department of Mental Health (DMH) and the California Housing and Finance Agency {CaIHFA) to draw down MHSA housing funds; authorization for BCDBH Director, Anne Rabin, to sign the housing program application and related Memorandum of Understanding (MOU) prepared as part of the housing program application; authorization for BCDBH Director to submit a letter to CaIHFA requesting a waiver to increase the use of MHSA Housing Program funds from 33% to 52% per unit; authorization for CaIHFA to allocate interest earned in Butte County's account, until CaIHFA loan closing, to the Valley View Apartments project.
