A RESOLUTION OF THE BUTTE COUNTY BOARD OF SUPERVISORS
ADOPTING AN AMENDED REUSE PLAN GOVERNING PROGRAM INCOME FROM
COMMUNITY DEVELOPMENT BLOCK GRANTS
WHEREAS, the Community Development Block Grant {CDBG) program income is defined
as gross income received by the County that has been directly generated from the use of CDBG funds;
and
WHEREAS, program income must be substantially expended by the end of each fiscal year;
and
WHEREAS, per CDBG regulations, program income must either be returned to the
Department of Housing and Community Development, expended for the same activity that is funded
under an open CDBG grant, expended through an existing Revolving Loan Account, or expended on
an eligible non-revolving activity with CDBG staff approval; and
WHEREAS, the Butte County Board of Supervisors adopted the document entitled "Reuse
Plan Governing Program Income from Community Development Block Grant Assisted Activities for
the County of Butte" on March 23, 1999; and
WHEREAS, the Butte County Board of Supervisors amended the document entitled "Reuse
Plan Governing Frogram Income from Community Development Block Grant Assisted Activities for
the County of Butte" on March i 1, 2003 and on Apri127, 2004; and
WHEREAS, the County's Program Income Reuse Plan establishes the guidelines, policies, and
procedures for the administration and utilization of Program Income received as a result of activities
funded under the State Community Development Block Grant Frogram; and
WHEREAS, in order for the County's Program Income Reuse Plan to be in compliance with
applicable federal and state regulations and requirements, the Reuse Flan needs to be amended; and
WHERAS, the County's Housing Rehabilitation Assistance Program Guidelines are
incorporated into the County's Program Income Reuse Plan as Exhibit A; and
WHEREAS, the County's Residential Anti-displacerncnt and Relocation Assistance Plan is
attached as Attachment D to the County's Housing Rehabilitation Assistance Program Guidelines; and
WHEREAS, the County's Business Revolving Loan Fund Program Guidelines are
incorporated into the County's Program Income Reuse Plan as Exhibit B; and
WHEREAS, the proposed amendments to the County's Reuse Plan including Exhibit A and
Exhibit B have been reviewed and verbally approved by representatives of the State Community
Development Block Grant Program.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of the County of
Butte does hereby adapt:
1. The document entitled "Reuse Plan Governing Program Income from Community
Development Block Grant {CDBG) Assisted Activities for the County of Butte -Amended
4126111" attached hereto as Attachment A,
2. The document attached to the Reuse Plan as Exhibit A entitled "Housing Rehabilitation
Assistance Program Guidelines -Amended 4/26111",
3. The document attached as Attachment D to the Housing Rehabilitation Assistance Program
Guidelines entitled "Residential Anti_displacement and Relocation Assistance Plan", and
4. The document attached to the Reuse Plan as Exhibit B entitled "Business Revolving Loan
Fund Program Guidelines -Amended 4/26111 ".
PASSED AND ADOPTED by the Butte County Board of Supervisors this 26~' day of April
2411 by the following vote:
AYES' Supervisors Connelly, Wahl, Kirk, Yamaguchi, and Chair Lambert
